Shipbuilding enterprises struggle to overcome difficulties
A working delegation of the Ministry of Transport , chaired by Deputy Minister Nguyen Xuan Sang, inspected the implementation of Resolution No. 220 of the Government and Decision No. 136 of the Ministry of Transport at two companies under the Shipbuilding Industry Corporation (SBIC) in Khanh Hoa.
Reporting to Deputy Minister Nguyen Xuan Sang, Mr. Hoang Anh Tuan, Director of SBIC Company, said that in 2023, despite many difficulties, the company's total production value reached more than 8.8 billion VND. The company still maintains jobs for 50 workers, with an average income of 6 million VND/person/month.

By promoting and signing orders for new construction ships, the company still ensures jobs and income for workers.
In 2024, the company will focus on market promotion to best satisfy the needs of customers in the region. Implement the established plan well, strengthen the control of the implementation process, make timely adjustments and have solutions to ensure the completion of the established plan.
At Cam Ranh Shipbuilding Company Limited, Mr. Vo Ngoc Tuan, General Director of the Company also said that in 2023, the company has made efforts to seek new construction and repair contracts and delivered 20 ships. Revenue from repair activities reached 200% of the annual plan, partially offsetting the shortfall from new construction revenue.

Last year's production value reached over 21 billion VND (equal to 81% of the plan). Total revenue reached over 37 billion VND. The company still maintains 60 employees with an average income of 7.8 million VND/person/month.
In 2024, the market continues to face many difficulties due to low demand for new construction from customers in the region, and insufficient infrastructure and financial conditions. The company continues to focus on exploiting customers who need to build new barges of 150-300T and oil tankers of 50-70m3.
"The company maintains and repairs products of traditional customers, continues to offer prices for products such as steel structures; provides services to exploit the infrastructure, land, and water surface of the factory to ensure jobs for workers," said Mr. Tuan.

After the report of the leaders of the two enterprises, Mr. Tran Manh Ha, Acting Director of SBIC, said that the difficulties of the two enterprises are in the general context of the current period of many shipbuilding enterprises. Currently, the shipbuilding infrastructure of the two units has degraded, making it impossible to build new large products. Although there are jobs, only to ensure regular expenses, the number of employees has also decreased in the past time. Despite the difficulties, at present, the production and business activities and departmental activities of the two units are still guaranteed.

After inspecting and listening to reports from the leaders of the two companies, Deputy Minister Nguyen Xuan Sang shared the difficulties that the staff and workers have faced over the years. The Deputy Minister also acknowledged the efforts to overcome difficulties to ensure the maintenance of labor production. In the midst of difficulties, the company still built a production plan and made efforts to implement many contracts with customers. Currently, the company is building a number of new small ships and repairing many other ships. In addition, the unit is also leasing ships and providing some services to earn additional income.
The Deputy Minister emphasized that according to the bankruptcy law, all production activities are still going on normally. When a business files for bankruptcy, it does not mean that all production and business activities are frozen, but it is subject to court supervision.
Despite difficulties, shipbuilding enterprises in Khanh Hoa still maintain production.
Therefore, all production and business plans of the company are still guaranteed. The unit can still sign production contracts within its capacity. The implementation process must ensure quality and quantity to have financial coverage. At the same time, the companies must contact the court and continue to implement Resolution 220 of the Government .
"Bankruptcy implementation takes a long time, so the two units must proactively prepare all procedures and closely coordinate with the court to carry out each step.

Enterprises must prioritize reviewing all policies related to employee benefits. Resolving employee benefits must ensure maximum benefits for them, no matter how difficult it is. First, company departments review all records and notify employees. The Government has recently issued Resolution No. 220 on handling the Shipbuilding Industry Corporation (SBIC) towards bankruptcy of the parent company - SBIC and 7 subsidiaries: Ha Long Shipbuilding LLC, Pha Rung, Bach Dang, Thinh Long, Cam Ranh; Saigon Shipbuilding Industry LLC and Saigon Shipbuilding and Maritime Industry LLC.
At the same time, recover the capital of the parent company - SBIC at Song Cam Shipbuilding Joint Stock Company; Continue to handle the enterprises under SBIC, recover the assets and property rights of the parent company - SBIC and 7 subsidiaries at these enterprises.
