In just a short period of time, nearly ten village cultural houses were built one after another with a budget of billions of dong and are gradually appearing in Duong Thanh commune (Phu Binh district, Thai Nguyen province) thanks to the strength of the people's hearts, creating a prosperous and prosperous village appearance.

Spectacular breakthrough in new rural construction

Coming to Duong Thanh commune today, everyone is probably surprised and overwhelmed by the rapid change in the appearance of the countryside here. High-rise buildings and villas with modern designs are springing up in series behind corn fields and rice fields, along the colorful and winding flower roads, creating a spacious and prosperous countryside appearance.

Just about two years ago, when this locality completed the advanced new rural construction program (2022), at that time, although Duong Thanh had many spectacular breakthroughs, it was not until it started building a model new rural area that the transformation was completely clear.

Sharing with PV Dan Viet, Mr. Nguyen Van Ai - Secretary of the Party Committee of Duong Thanh commune confided: When starting to build a new rural area, Duong Thanh commune had a low starting point, at that time the commune had not yet achieved 3 criteria. However, with the high determination of the entire political system, the active participation of the local government and above all, the unanimous support of the people, the commune has helped reach the new rural area in 2018, and the advanced new rural area in 2022.

Compared to many localities, the construction of new rural areas in Duong Thanh has creative and different ways of doing things. The biggest success in the construction of new rural areas in Duong Thanh is that the government has created trust with the people. To gain that trust requires a long process of building through practical and specific actions. In the process of building new rural areas in the area, the Party Committee and local leaders always go deep, stay close to the people, roll up their sleeves to work together, exchange and discuss with the people in an open, public and transparent spirit. It is also because of that trust that the people are always ready to support all decisions and policies implemented from the top down.

When officials speak, people believe and listen.

Arriving at the An Thanh hamlet cultural house (Duong Thanh commune) on the morning of early November when the project was just completed, we felt like we were standing in the middle of a commune-level and district-level administrative center. With a luxurious and modern design, the entire cultural house space of nearly 2,000 m2 has a clean and tidy campus.

Sitting on a stone bench in the cultural house after finishing cleaning, Mrs. Pham Thi Nga, 70 years old, happily boasted: "There are times when I sit at home and look out at the cultural house, I think it's a dream, I'm so excited. In my whole life, I've never seen a cultural house as big, beautiful, and spacious as this one. At the age of 70, I feel like the village is changing every day, I'm so happy."

Mrs. Nga’s family is one of the households that contributed a relatively large amount of money to build the village’s cultural house. However, during the process of implementing the construction plan, her family fully supported it voluntarily and unanimously. Because she understood that when the village is beautiful and spacious, people like her are the ones who benefit the most.

"Since the An Thanh hamlet cultural house was completed and put into use, every morning at 5am there are two groups, one group of elderly people practicing health exercises together around the spacious yard, the other group of women enthusiastically playing volleyball. Every day, the laughter and chatter is like a festival, creating a lively, bustling atmosphere, brightening up the whole village," Ms. Nga confided.

According to Ms. Nga, to have such a change, first of all, it is because local officials are always exemplary, concerned, and proactive, and the people agree to contribute to do it. The people in the village are very united, everyone supports the policy of the superiors because they trust the officials.

As a dedicated and exemplary hamlet chief who has been trusted by the villagers for many years, Mr. Nguyen Ngoc Thu - Head of An Thanh hamlet shared: An Thanh is a purely agricultural hamlet, the income of the villagers was low in the past. Later, with the guidance of the local government with many effective production models, combined with the opening of a number of commercial services, it has helped improve the lives and income of the people. The average income per capita in 2023 of the hamlet is 73 million VND/person/year.

During the process of building a new model rural area, the thinking of the people has changed positively, contributing greatly to the construction of infrastructure such as cultural houses and roads. From 2016 to now, the village has changed relatively quickly. In particular, many children in the village have successfully worked far away, contributing significantly to the construction of local infrastructure. Up to now, the total amount of money donated by local children to build the village cultural house has reached nearly 500 million VND. The remaining amount of about 1 billion VND contributed by the people has also reached 95%.

According to Mr. Thu, the advantage of implementing the program of building a village writer is that the locality always receives consensus from the majority of people living in the locality as well as their children working far away. More importantly, the investment policy of the local government is very much in line with the people's wishes, so it is supported by the people.

An Thanh Hamlet currently has 154 households with 626 people. This is a hamlet that has achieved the model new rural standard in 2022. Up to now, a total of 5km of hamlet roads have been completely concreted with a road width of 3 - 3.5m.

Besides An Thanh hamlet, An Phu is also one of the 7 hamlets with a completely new cultural house built in Duong Thanh commune with an estimated cost of about 1.4 billion VND. However, unlike An Thanh hamlet, the funding source mobilized from sponsorship is very small, so it is mainly contributed by local people, plus 100 million VND and 30 tons of cement supported by the commune's National Target Program capital.

Mr. Le Van Tuyen - Head of An Phu hamlet said: In 2021, An Phu hamlet was formed on the basis of merging two hamlets, An Ninh and Phu Thanh. Due to that fact, the old cultural house could no longer meet the living needs of the people. Therefore, based on the policy of the Party Committee, the People's Committee of the commune, the departments and organizations and the consensus of the people, after mobilizing contributions, in June 2024, the hamlet started to build a new cultural house with an area of ​​310m2.

To ease the burden on the people, the An Phu hamlet committee has come up with a plan to collect money in different stages. Therefore, basically, people do not encounter many difficulties in contributing funds. Up to now, the project is entering the final stage to prepare for inauguration on the upcoming Great Unity Day.

Mr. Nguyen Van Ai - Secretary of Duong Thanh Commune Party Committee informed: The policy of building a hamlet cultural house started in 2018 when the commune achieved new rural standards. After that, the Commune Party Committee had a roadmap to build an advanced new rural commune by 2022.

From that policy, looking back at the area, the hamlet cultural houses were all built from 2000 - 2002, so the physical conditions do not meet the criteria for new rural construction in the current period. Along with the policy of merging hamlets of the Party and State, in which Duong Thanh is one of two communes in Phu Binh district that must merge a large number of hamlets. Previously, Duong Thanh had 20 hamlets, after the merger there were only 14 hamlets. Therefore, after the merger the number of households increased, so the seating in the hamlet cultural houses did not meet the needs of people's activities and meetings.

Therefore, since 2021, the Commune Party Committee has had a policy of directing merged hamlets and hamlets with inadequate cultural houses to develop a roadmap to mobilize resources to build new cultural houses. Starting from 2022, hamlets will mobilize resources according to the number of households and people, and by 2023, hamlets will begin construction.

Up to now, in the commune, there are 7 completely new cultural houses and 2 cultural houses that have been repaired. Among them, An Thanh hamlet is the hamlet that mobilized the largest resources from local children working far away, with an amount of over 500 million VND. Up to this moment, basically all hamlets have completed the project, only two hamlets are in the finishing stage, however, the resources for construction have been guaranteed.

Leaving Duong Thanh commune, but the image of a peaceful countryside that is "changing" every day with constructions built by the consensus of the Party and the people seems to want to hold our footsteps to stay here.
