On October 13, the working group of Bach Mai Hospital conducted a survey, assessment and implemented a plan to support the enhancement of professional and management capacity at Thanh Hoa Provincial General Hospital.

At the meeting, Dr. Le Van Sy, Director of Thanh Hoa Provincial General Hospital, reported on medical examination and treatment activities and proposed training and technology transfer needs for the period 2024-2030 to Bach Mai Hospital.

Thanh Hoa Provincial General Hospital is a Grade I hospital, a high-quality medical examination and treatment center of the province, with a scale of 1,400 beds, with 1,313 officers, civil servants and employees, including 303 doctors (1 Associate Professor, 46 PhDs, BSKCII, 132 Masters, BSCKI, 125 general practitioners), 757 nurses, technicians, 50 pharmacists and 203 other specialists working in 48 Departments, Offices and Centers.

Over the years, thanks to the close attention and direction of the Provincial Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee, ministries, branches, central hospitals, local departments and branches, and the continuous efforts of the collective, cadres, civil servants and workers, the Hospital has always excellently completed its assigned political tasks, the infrastructure is increasingly spacious, many modern medical equipment and a large number of high-quality, specialized technical services are regularly deployed, gradually affirming the quality, reputation, brand and position of the largest Grade I Hospital in the province. Providing medical services to 1,000 - 1,200 outpatients and 1,600 - 1,800 inpatients every day, performing about 70 - 80 surgeries in all specialties, including many complicated surgeries. The hospital currently provides 100% of the technical service list of a Grade I hospital; over 50% of the high-tech service list of a special-grade hospital. The quality of patient care is improved and gradually standardized according to the instructions of the Ministry of Health...

In addition to the achieved results, the hospital still has some difficulties and problems in the process of implementing its tasks, such as: facilities, human resources, hospital autonomy, implementation of health insurance policies, bidding for the purchase of drugs, chemicals, testing materials, medical equipment, training, technology transfer...

Regarding development orientation, the hospital continues to promote the development of specialized medical services towards the goal of Thanh Hoa Provincial General Hospital being a specialized medical examination and treatment facility, a nuclear hospital of the Ministry of Health, a provincial hospital taking on regional functions. Along with that, it is necessary to strengthen training to improve the quality of human resources, ensure a stable human resource, meet the criteria of a specialized hospital and the development needs in the new situation...

The hospital proposed and recommended that the Government, ministries and central branches should promptly complete and promulgate a synchronous system of legal documents on hospital autonomy; the Government should promptly issue a Decree on borrowing, capital mobilization, joint ventures, associations, asset leasing, and hiring service providers for public service units in the health - population sector... Competent authorities should promote decentralization and delegation of authority to medical facilities in performing tasks to improve the effectiveness of implementing the autonomy mechanism. The Ministry of Health should coordinate with Vietnam Social Security to guide and promptly resolve problems arising in medical examination and treatment, payment of health insurance medical examination and treatment costs; review, adjust and supplement the Hospital Regulations to suit the practical situation; clarify and promptly guide the implementation of technical and professional classification according to the Law on Medical Examination and Treatment and hospital classification according to Circular 06/2024/TT-BYT; Guidance on implementing provincial hospitals taking on regional functions, nuclear hospitals, and satellite hospitals in the 2025-2030 period.

For the Provincial Party Committee, People's Council, Provincial People's Committee, Thanh Hoa Department of Health, continue to pay attention to investing in upgrading and renovating facilities and medical equipment for the Hospital, meeting the needs of modernization, specialization and constantly improving the quality of medical examination and treatment. Have a mechanism to handle the transfer of medical equipment when the ownership of the whole people has not been established from places where there is no need to use it to places where it is needed, avoiding the waste of resources. Allow the Hospital to establish clinical departments that are lacking compared to the Regulations of Provincial General Hospitals.

For Bach Mai Hospital, promptly implement the enhancement of the hospital's medical capacity through training and transfer of specialized techniques according to the hospital's needs; at the same time, be the focal point for developing investment programs and projects on facilities and medical equipment provided to the hospital to realize the program of enhancing the hospital's medical capacity; Support the sharing of experiences in building models of nuclear hospitals and satellite hospitals in Thanh Hoa province...

In the coming time, the Ministry of Health will coordinate with relevant departments, ministries and branches to complete the policy system and guiding documents to promptly remove difficulties and obstacles of medical facilities, especially in the field of bidding, procurement of drugs, chemicals, testing materials, medical equipment, limiting the burden of bidding at medical facilities; gradually overcome the planning mechanism, allowing the use of drugs, chemicals, testing materials, medical equipment according to actual needs, not according to the planned quantity of use as planned annually.
