Inauguration of the Project to Restore and Upgrade the Northern Nghe An Irrigation System (JICA2)

On the morning of March 22, at the Do Luong dam headworks in Trang Son commune, Do Luong district, the People's Committee of Nghe An province held the inauguration ceremony of the Northern Nghe An Irrigation System Restoration and Upgrade Project (JICA2). Attending the ceremony were Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development and representatives of the JICA Office in Vietnam.

Attending the inauguration ceremony, on the side of Nghe An province, there were comrades: Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council. Also attending were comrades of the Provincial Party Executive Committee: Nguyen Van De - Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development, representatives of departments and branches.

According to the report of the Department of Agriculture and Rural Development: The North Nghe An Irrigation System is one of two large irrigation systems, spanning 4 districts and 1 town; accounting for 25% of the total irrigated cultivated area (providing irrigation water for more than 28,000 hectares of agricultural land and domestic water for nearly 1 million people).

The project was built from 1930 to 1937, so it has seriously degraded, its water supply capacity has decreased, it is unstable, and cannot meet the requirements for agricultural production, people's lives and other economic sectors.

With the attention of the Government and central ministries and branches, in 2012, the project was approved by the Government in principle for investment and the Ministry of Agriculture and Rural Development decided to invest in the project, using ODA loans from the Japanese Government and counterpart funds from the central budget and Nghe An province. In 2016, the project started construction and will be completed in 2023.

Project to restore and upgrade the Northern Nghe An Irrigation System - JICA2 invested by (Department of Agriculture and Rural Development), including upgrading irrigation system; Do Luong dam, Trang Son sluice, main canal, level 1, 2, 3 branch canals, works on canals, drainage system level, dredging 3 drainage axes and expanding Dien Thanh sluice. The project is implemented by Hoa Hiep Company Limited and a number of contractors including Corporation 36, Tan Nam Construction Joint Stock Company, Thanh Cong Company Limited, Hong Dao Company Limited...

Once put into use, this irrigation project ensures ensure stable irrigation for 27,656 hectares of agricultural land, creating a water supply for industry and daily life in the districts of Do Luong, Dien Chau, Yen Thanh and Quynh Luu, Hoang Mai town. The project also reduces flooding for 1,920 hectares of low-lying areas in Yen Thanh and Dien Chau districts. Thanks to the project, food production has increased (about 134,000 tons/year).

On behalf of the Provincial People's Committee, Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee acknowledged and commended the contractors, related units and all workers for their efforts, overcoming difficulties and challenges, and completing the tasks. To promote the effectiveness of the project, he requested: The Department of Agriculture and Rural Development as the project investor continues to monitor and direct contractors to complete the existing problems (if any) during the project warranty period to ensure the quality of the project.

Bac Nghe An Irrigation Company Limited manages and exploits the works effectively to ensure production and safety. People's Committees of districts and towns coordinate with Bac Nghe An Irrigation Company Limited to implement exploitation, protection and propaganda plans so that people and commune authorities can participate in protecting and using the works effectively.
