
The working trip also created a breakthrough, opening a new era in relations with Türkiye and creating new momentum to bring the Vietnam - UAE bilateral relationship to a new height; at the same time contributing to attracting investment and mobilizing greater resources to serve the country's development.
On the evening of December 3, Prime Minister Pham Minh Chinh, his wife and the high-ranking Vietnamese delegation returned to Hanoi, successfully concluding a working trip to attend the World Climate Action Summit within the framework of COP28, conduct a number of bilateral activities in the United Arab Emirates (UAE) and pay an official visit to Turkey.
After 5 days of continuous and effective activities, this important working trip on both multilateral and bilateral levels has achieved all the set goals and tasks at a high level.
The Prime Minister has conducted about 60 activities (about 20 activities in Türkiye and nearly 40 activities in the UAE) with rich content, ensuring substance and effectiveness, achieving results that are both strategic, long-term and very specific. Ministries, branches and localities also have dozens of other important activities with partners in the two countries above.

The success of the working trip contributed to affirming the country's stature, role, position and prestige after more than 35 years of renovation; conveying major messages about Vietnam's viewpoints and policies on socio-economic development and international integration set out in the documents of the 13th National Party Congress.
The working trip is also a concrete step to implement Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy to 2030, Directive 15 of the Secretariat on economic diplomacy to serve national development to 2030 and important guiding views in the newly released book of General Secretary Nguyen Phu Trong: Building and developing a comprehensive, modern Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese bamboo".
Vietnam's mark and specific results at the largest COP Conference in history
The World Climate Action Summit takes place in the context of climate change having a very serious impact globally, the climate system is approaching the red line, while there are still large gaps between the commitments made by countries and actual actions. Vietnam is one of the countries most severely affected by climate change. Therefore, this year's COP28 has become the largest COP Conference in history, with the participation of nearly 140 heads of state, heads of government and about 90,000 delegates.
The participation and contribution of the Vietnamese delegation demonstrates Vietnam’s responsibility and commitment to addressing one of the biggest global challenges today, climate change. At the Conference, Vietnam also participated in a number of new multilateral cooperation initiatives to open up new cooperation opportunities on energy transition and green growth.

Prime Minister Pham Minh Chinh has delivered important speeches at various forums, with important messages to the international community. That is, turning commitments from previous conferences into specific, quick, and drastic actions, saying what must be done, committing to what must be done is the key to strengthening trust between countries and breaking the deadlock in negotiations on climate change.
The Prime Minister said that the impacts of climate change and epidemics in recent years have further demonstrated that this is a borderless challenge, an issue that has global impacts and influences, and is a matter for all people. We must have new awareness, thinking, methodology, and approaches that are more proactive, positive, practical, and effective, and take unified actions that are global and national.
Each country must be responsible for effective management and implementation, maximizing the internal strength of its people as fundamental, strategic, long-term, and decisive; combining with the strength of international solidarity is important and promoting multilateralism; taking people and global common interests as the center and subject, not leaving any country or people behind. Diversifying resource mobilization, combining public and private, combining domestic and foreign, bilateral and multilateral and other legitimate resources, especially private resources.

Developed countries must further increase support for developing and underdeveloped countries, especially preferential capital, advanced technology transfer, high-quality human resource training, smart governance and perfecting modern market institutions, suitable and effective for each country, without sacrificing economic growth for the transition process. On the contrary, developing and underdeveloped countries must make more efforts, not be passive, not wait, not rely on, but must improve their capacity, be self-reliant, self-reliant, and self-improvement with the spirit that no one can do better for themselves than themselves.
However, it is also necessary to ensure fairness and justice in combating climate change, between clean energy transition and global energy security, between development needs and green transition. That means ensuring national energy autonomy and security, access to clean energy at appropriate and effective costs for all businesses, people and each country.
Regarding the G77 group of countries, the Prime Minister emphasized the need to make innovation, science and technology a key area of cooperation within the G77. This is a breakthrough and fundamental solution, leading the process of transforming the economic model from brown to green, circular and sustainable. At the same time, promoting preferential finance for climate change response as a lever, helping to unlock global climate goals.
The Prime Minister also shared about the things that Vietnam has done to demonstrate that Vietnam is truly determined to resolutely and effectively implement actions; not only making commitments through words but also taking very specific actions to implement those commitments.
Since COP26 in Glasgow, the world situation has seen many fluctuations, with more difficulties and challenges than opportunities and advantages; but with responsibility to the world and the entire people, Vietnam has implemented 12 major, comprehensive measures in 3 groups to reduce greenhouse gas emissions, while ensuring autonomy and energy security, the interests of the people as well as economic development goals.
The first group is about planning and implementation: (1) Climate change strategy; (2) Green growth strategy; (3) Power plan VIII towards renewable energy as the mainstay; (4) Development of renewable energy industry and construction of renewable energy ecosystem (such as human resources, resources, planning, facilities...).
The second group includes (1) Developing and implementing Nationally Determined Contributions (NDC); (2) Establishing the Secretariat; announcing the Implementation Plan and Resource Mobilization Plan for JETP, becoming one of the first three developing countries to join JETP and the first country to announce the JETP Implementation Plan; (3) Issuing and implementing the Plan to develop 1 million hectares of high-quality, low-emission rice (especially methane) which is considered a model project for green agriculture in the world.

The third group on institutional development includes developing the Petroleum Law, perfecting the Land Law and the Electricity Law in the direction of supporting the development of renewable energy; developing and perfecting the Decree on direct electricity purchase and sale, handling renewable energy projects and outstanding issues and obstacles for people and businesses in the energy transition process.
“Time does not wait. Difficulties and challenges are increasing, becoming more complex and unpredictable. Therefore, we must unite more, make more efforts, act more decisively and effectively, and try harder; for the prosperous development of all mankind, for the coolness of the Earth and for the prosperity and happiness of all people in the world,” the Prime Minister called on the international community at the COP 28 Summit.
The Prime Minister said that Vietnam is ready to share exemplary experiences in North-South partnership in energy transition, as well as promote South-South and trilateral cooperation mechanisms in responding to climate change with the G77 countries.
The Prime Minister's speech, message, determination and strong actions of Vietnam have been welcomed, highly appreciated and positively responded to by countries and the international community.
On the occasion of attending the COP 28 Conference, the Vietnamese high-level delegation carried out many diverse, rich, comprehensive and effective activities. The Prime Minister took full advantage of this opportunity to meet and interact with about 20 leaders and representatives of countries and international organizations; thereby promoting multi-faceted cooperation with other countries, while contributing to promoting the resolution of Vietnam's concerns and interests, and removing and handling some existing difficulties.
At the meetings, the partners highly appreciated Vietnam’s socio-economic development achievements, showing their respect for Vietnam’s position, role and active voice in international cooperation to address the climate crisis. The countries also highly appreciated Vietnam’s commitment and spirit of “saying is doing”.
Vietnam has been repeatedly mentioned as a successful model that needs to be replicated in responding to climate change. Many countries have affirmed that they will support and accompany Vietnam in energy transition and improving adaptation capacity, thereby contributing to promoting Vietnam's green growth and protecting the common planet.
An important event within the framework of COP 28 was the Prime Minister's announcement of the Plan to mobilize resources for the implementation of Vietnam's Just Energy Transition Partnership (JETP) with international partners, attracting high interest and commitment of support from countries, international organizations, and large corporations.
The Prime Minister said that Vietnam, like other developing countries, cannot deny the role of coal power, but it is time to switch to a cleaner energy source. Energy transition is an objective requirement, a strategic benefit and a top priority for all countries, but in the process it is necessary to ensure the goals of economic development, national energy security, and employment for the people, avoiding causing shocks to workers.
The Prime Minister stressed that a just energy transition is crucial to achieving Vietnam’s national energy development strategy, with the goal of achieving net zero emissions by 2050 and sustainable development goals with a people-centered spirit. International cooperation and commitment from partners will be key to achieving this goal.
Under the JETP Resource Mobilization Plan, partners committed to mobilizing an initial US$15.5 billion over the next three to five years to address Vietnam’s urgent, catalytic energy transition needs. The Prime Minister asked the parties to quickly reach an agreement to translate this commitment into concrete, breakthrough projects.
On the other hand, the World Bank plans to provide Vietnam with a loan of 5 to 7 billion USD in the next 3 years for a number of potential new generation projects such as Promoting Renewable Energy Development in Vietnam (REACH), a project to plant 1 million hectares of high-yield, low-emission rice, the Hanoi - Hoa Lac high-speed railway project, and investment in climate change-adapted infrastructure in the Mekong Delta, etc.
New milestone in bilateral relations with Türkiye and UAE
For Türkiye and the UAE, the Prime Minister's visit takes place at a very meaningful time: the 45th anniversary of the establishment of diplomatic relations between Vietnam and Türkiye (1978 - 2023) and the 30th anniversary of the establishment of diplomatic relations between Vietnam and the UAE (1993 - 2023). At the same time, Vietnam and the two countries both wish to further strengthen bilateral relations commensurate with their potential.
Türkiye is currently the largest direct investor from the Middle East in Vietnam, with a total registered capital of about 1 billion USD. Meanwhile, the UAE is Vietnam's largest trading partner in the region, with two-way trade turnover in 2022 reaching 8.7 billion USD according to UAE data.

At the bilateral meetings, the senior leaders of Türkiye and the UAE highly appreciated the visit and the practical and effective activities of the Prime Minister and the Vietnamese delegation; affirmed that they consider Vietnam a leading partner, holding a particularly important position in ASEAN and wish to promote friendship and multifaceted cooperation with Vietnam in all fields.
In Turkey, this visit of the Prime Minister can be said to be a breakthrough in bilateral relations. The Prime Minister had talks and meetings with the highest leaders, including the President, Vice President and Speaker of the National Assembly, and received ministers in charge of economy, finance, industry and technology.
According to the Prime Minister, the two countries have a long tradition of cooperation, the two ruling parties have a consistent and consistent policy on promoting cooperation between the two countries, the people of the two countries have a very ardent desire for cooperation, and the space and room for cooperation is still very large.

The Prime Minister and Turkish leaders agreed on many important measures to enhance the effectiveness of comprehensive cooperation between the two countries, including promoting the early opening of the Turkish Consulate General in Ho Chi Minh City, opening the door to key export items and agricultural products of each country, aiming to soon bring bilateral trade turnover to 4 to 5 billion USD in the near future.
In particular, the two countries' senior leaders discussed for the first time the possibility of upgrading the relationship to a new partnership framework to facilitate the friendship and cooperation between Vietnam and Türkiye to become more in-depth, substantive and effective, including moving towards starting negotiations on a Free Trade Agreement between the two countries. This is a strong breakthrough in the cooperation mechanism, demonstrating the determination of the two sides' leaders in consolidating and strengthening the relationship between the two countries.

The Turkish high-ranking leader emphasized the significance of the visit as it was the first official visit of a Vietnamese Prime Minister to Türkiye. Turkish President Recep Tayyip Erdogan considered this a new beginning that opened a new era in the relations between the two countries.
For the UAE, the working trip contributed to creating new momentum to bring bilateral relations to a new height. Following the meeting with the UAE President on the occasion of attending the ASEAN - GCC Summit (October 2023), Prime Minister Pham Minh Chinh met with the Prime Minister and Vice President, Crown Prince of Dubai, received the UAE Minister of Human Resources, Minister of State for International Trade, Director of the Abu Dhabi Energy Authority...
The UAE senior leaders welcomed the two countries' many delegation exchanges and promotion of specific cooperation areas in 2023; affirmed their desire to promote friendship and multifaceted cooperation with Vietnam, especially in the fields of trade, investment, science - technology, and human resource development.
Through the meetings, the UAE side affirmed its stance of not restricting Vietnamese goods entering the UAE and encouraging maximum UAE investment in Vietnam; wishing to cooperate with the Vietnamese side to establish a Microsoft Research Center in Vietnam.
Prime Minister Pham Minh Chinh and UAE leaders agreed on a number of specific measures to further promote the effectiveness of cooperation between the two countries, such as accelerating negotiations and soon signing the Comprehensive Economic Partnership Agreement (CEPA - which has achieved breakthrough negotiation results in a record short time), soon increasing trade turnover to 10 billion USD in the coming years; UAE increasing support for Vietnam to develop the Halal industry, promoting cooperation in green growth, digital transformation, innovation, building financial centers, logistics, sports, etc.
In addition to the above results, the official visit to Turkey and bilateral activities in the UAE also opened up new directions for cooperation in areas such as science and technology, digital transformation, industrial production, high-tech agriculture, consumption, green economy, innovation, renewable energy, etc., which are areas in which Turkey and the UAE have strengths, helping Vietnam to take advantage of resources and meet current development needs.
Regarding the chain of economic activities, the Prime Minister met with leaders of dozens of large enterprises, corporations and investment funds from Türkiye, the UAE and many other countries such as the UK, Denmark and Norway, and attended and spoke at business forums held with the participation of nearly 200 enterprises in each country. The Prime Minister's important message to investors is that Vietnam is moving towards open policies, smooth infrastructure and smart management.
During the discussion, businesses highly appreciated the great potential for cooperation and investment attraction policies of Vietnam - a country with stable politics, society, and macro-economy, increasingly improved infrastructure, increasingly high-quality human resources, and an increasingly favorable business environment; affirming the desire to make a long-term commitment and expand investment and business activities in Vietnam, especially in emerging and strategic areas.

During the working trip, Vietnamese ministries, sectors, localities and enterprises signed 21 important cooperation agreements with UAE and Turkish partners in the fields of security, agriculture, civil aviation, human resources, digital transformation, seaports, etc., contributing to perfecting the legal framework for cooperation between Vietnam and these partners.
For partners in the Middle East, the fact that the Prime Minister has visited here twice in just two months sends a message about the attention and priority of the Party and State of Vietnam to this very potential market. The Middle East is not only a market that can expand economic cooperation and export of Vietnamese goods, but also a place with a huge source of capital from corporations and investment funds that can enter Vietnam. Vietnam proactively strengthens relations with countries in the Middle East to open up new markets, attract investment and new resources to serve Vietnam's development in the coming time./.
