Urgently implement some contents against illegal fishing

Authorities educate fishermen about combating IUU fishing.

Implementing the direction of the Ministry of Agriculture and Rural Development on implementing a number of contents against illegal fishing (IUU fishing), and at the same time to thoroughly overcome the shortcomings and limitations in the work against IUU fishing in the province, determined to join the whole country in removing the yellow card warning of the EC, the Provincial IUU Steering Committee requested relevant departments and localities to direct the deployment and implementation of a number of contents.

Specifically, regarding the review and reporting of results of vessels losing connection to VMS for more than 6 months, the People's Committees of coastal districts and towns shall preside over and coordinate with the provincial Department of Fisheries and seaport border guards to organize reviews, inspections and clearly identify the status of fishing vessels (where they are, operating or staying ashore, owners, registration records, inspections, and fishing licenses) that have lost connection through the fishing vessel monitoring system (VMS) for more than 6 months (list here); clearly report the cause of the loss of connection, the handling results, and the reason for not imposing penalties according to regulations for each case.

Regarding the management of "3 no" fishing vessels, the provincial Fisheries Department presides over and coordinates with the People's Committees of coastal districts and towns to propagate and guide fishermen to register fishing vessels according to regulations for fishing vessels that have not been registered locally (the number of unregistered fishing vessels is currently 1,152, of which 1,137 are under 12m and 15 are over 12m), according to the instructions of the Ministry of Agriculture and Rural Development.

The Provincial Border Guard Command shall preside over and work with the People's Committees of coastal districts and towns to prevent and not allow unregistered, uninspected, and unlicensed fishing vessels to operate in the locality. For local "3 no" fishing vessels, organize the signing of commitments and monitor and handle them according to regulations. Report the list and sign commitments in your locality according to the form.

Regarding monitoring output and tracing the origin of aquatic products, the Management Board of fishing ports and fishing boat storm shelters shall coordinate with the stations under the Provincial Border Guard Command and the Provincial Fisheries Sub-Department to increase resources to implement the electronic traceability system for exploited aquatic products, electronic fishing logs to ensure information transparency, connect interoperable data to serve the work of tracing the origin of exploited aquatic products; update data daily to fisheries management databases: fishing vessel information to the national fisheries database (VNFishBase); administrative sanction results to the administrative violation handling software; fishing logs, unloading output through ports, receipts for unloading aquatic products through ports, certificates of origin of exploited aquatic materials (SC papers), certificates of origin of exploited aquatic products (CC papers) to the electronic traceability software system for exploited aquatic products; List of fishing vessels at high risk of violating IUU fishing on VMS database,... according to the instructions of the Department of Fisheries.

Regarding monitoring fishing vessel activities, the Management Board of fishing ports and fishing vessel storm shelters shall coordinate with the border guards and functional forces to focus resources on managing fishing vessels entering and leaving ports, fishing vessels leaving and entering ports to detect and thoroughly handle cases of fishing vessels violating regulations on illegal fishing in the locality.
