Urgently construct and put Long Thanh International Airport into operation in 2026

On December 3, while inspecting the progress of the Long Thanh International Airport project and the Bien Hoa - Vung Tau Expressway, Prime Minister Pham Minh Chinh requested units to urgently complete the project in 2025 and put the airport into operation before February 28, 2026.

According to the report of Vietnam Airlines Corporation (ACV), the construction and equipment installation package of the Passenger Terminal project includes the construction items of the passenger terminal (central terminal and three wings), structure of 01 ground floor and 03 floors, total floor area of ​​about 376,451m2, expected to complete the entire construction before December 2025, in parallel with the completion, equipment installation, system connection, testing and commissioning of the MEPF, ICT and TE systems from the beginning of 2026 and strives to complete before August 31, 2026...

Component 2 of the air traffic control tower has completed the reinforced concrete part and is currently constructing the tower extension from the 15th floor. Component 3 of the passenger terminal has achieved 100% completion of the entire reinforced concrete structure and is currently implementing the finishing work (main frame roof processing has reached 56%, installation has reached 35%). The runway has been constructed with crushed stone aggregate and cement concrete lining layer reaching 71.44%, cement concrete surface has reached 40.32%... 3 months ahead of the contract schedule...

According to ACV, the basic works, items, and component projects are being implemented on schedule, with some items being implemented faster than required, especially the projects invested by the Airports Corporation of Vietnam (ACV) (passenger terminals; runways, taxiways, and aprons). However, achieving the goal of completing the project in 2025 (earlier than the time allowed by the National Assembly) is a huge task, requiring ministries, sectors, investors, and contractors to make every effort to shorten the progress of the bidding packages.

Regarding traffic connections, the Ministry of Transport said that in phase 1, Long Thanh airport is expected to receive 25 million passengers and 1.2 million tons of cargo per year, of which 70-80% are international flights. According to the plan, the connection system to/from Long Thanh airport is by 2 methods: road and rail, including 5 road routes and 3 rail routes. Road traffic routes include: Bien Hoa-Vung Tau Expressway, Ho Chi Minh City Ring Road 3, Ben Luc - Long Thanh Expressway (these 3 projects are being implemented, expected to be completed in 2025-2026), Ho Chi Minh City - Long Thanh Expressway (currently operating 4 expressway lanes, expected to expand to 8-10 lanes), Ho Chi Minh City Ring Road 4, etc.

Prime Minister Pham Minh Chinh assessed that the project's progress has achieved many positive results. The entire project has completed a large amount of work, the shape of the project has become increasingly clear; many packages are ahead of schedule. The Prime Minister requested that all work must be completed before December 31, 2025 and Long Thanh airport must be put into operation before February 28, 2026.

Accordingly, the Prime Minister requested relevant entities to carry out construction in a rolling manner, organize work more closely, synchronously, and rhythmically, mobilize more human resources and equipment, mobilize all main contractors, subcontractors, police and military forces to participate in implementing the work that can be done.

The Prime Minister also directed the Ministry of Transport and relevant agencies to coordinate in implementing tasks according to their functions, tasks and powers, especially implementing component projects to ensure synchronization with other component projects. Units must closely inspect and monitor progress to improve quality, ensure labor safety, technical safety, aesthetics, environmental sanitation and people's lives. At the same time, urgently prepare to implement phase 2 of Long Thanh International Airport, taking advantage of available human resources and machinery at the construction site...
