Urgent investigation into the case of drug traffickers attacking law enforcement officers in Quang Ninh

On April 18, 2025, the Prime Minister received a report from the Ministry of Public Security on the Quang Ninh Provincial Police's fight against a special project to destroy an illegal drug trafficking ring; during the pursuit, the subjects acted rashly, using military weapons to fight back against the police force, causing the death of Major Nguyen Dang Khai, an officer of the Drug Crime Investigation Police Department, Quang Ninh Provincial Police. On April 18, 2025, the police force arrested all subjects related to the above case.

The death of Major Nguyen Dang Khai is a great loss to his family, the Quang Ninh Provincial Police and the entire People's Police force. On behalf of the Government, Prime Minister Pham Minh Chinh sent condolences and regards to the family of martyr Major Nguyen Dang Khai, the Quang Ninh Provincial Police and the entire People's Police force; shared the difficulties and hardships; acknowledged the efforts of the entire People's Police force in the fight against crime, maintaining a peaceful and happy life for the people.

The Ministry of Public Security coordinates with the People's Committee of Quang Ninh province and relevant ministries and agencies to visit, encourage, share the pain and loss, and take timely measures to support the relatives and family of comrade Nguyen Dang Khai in terms of material and spiritual aspects; best implement policies for cadres and families of cadres who died while on duty. Timely have forms of commendation according to authority and recommend and propose competent authorities to commend the collectives and individuals participating in solving the case.

In the coming time, the situation of crime and drug abuse will continue to develop complicatedly with many methods and tricks constantly changing, sophisticated and dangerous. Subjects are ready to use military weapons to fight back against the authorities when discovered and arrested. In order to effectively implement Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to strengthen and improve the effectiveness of drug prevention, control and combat, the Prime Minister requests:

1. Ministry of Public Security

- Direct professional units to coordinate with Quang Ninh Provincial Police to urgently organize investigations, coordinate prosecutions, and trials of cases for general deterrence and prevention. Conduct preliminary and final assessments of plans and strategies to combat and capture especially dangerous drug criminals and those using weapons; ensure absolute safety of life, property, rights and legitimate interests of organizations and individuals, and minimize damage to people and property in the process of combating and capturing drug criminals.

- Organize and launch an emulation movement to learn from the brave example of martyr Nguyen Dang Khai in the fight against crime, creating a widespread and spirited attack and suppression of crime. Continue to focus on building the People's Public Security force in general, and the Drug Prevention Police force in particular, to be truly clean, strong, disciplined, elite, modern, worthy of being a solid support, a "peaceful fulcrum" for the happy life of the People.

2. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, according to their assigned functions and tasks, shall direct the drastic implementation of tasks and solutions in Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to strengthen and improve the effectiveness of drug prevention, control and combat work and Resolution No. 93/NQ-CP dated April 16, 2025 of the Government promulgating the plan to implement Conclusion No. 132-KL/TW./.
