On April 10, the Ministry of Health held a live and online conference with 1,200 points nationwide to summarize and evaluate digital transformation activities in 2023 and deploy the health sector's 2024 action plan with the message "Connect - Share - Accompany".
Chairing the conference, Minister of Health Dao Hong Lan stated that digital transformation is an inevitable trend and a mandatory requirement to help countries increase economic development, improve the quality of life and promote social progress and prosperity of each country. The healthcare sector is no exception to this general trend and the digital transformation of healthcare is an inevitable requirement and also a driving force for the development of the healthcare sector in the new era.
In the coming time, the health sector will focus on raising awareness of digital transformation; submitting to the Government a decree regulating the management of health data; reviewing, amending, and promptly issuing guiding documents to promote digital transformation in health; promoting the construction of health data center infrastructure; building an information system to serve the exploitation of health data towards forming a national database to create a foundation for the implementation of a digital government on health to implement the national data strategy by 2030.
The health sector will also focus on deploying basic information systems, such as: the information system for handling administrative procedures of the Ministry of Health; the information system for implementing the national single window mechanism of the Ministry of Health; building an information system for managing medical examination and treatment activities; building digital health platforms (Electronic health records, telemedicine, vaccination, commune health stations) to promote the digitization of information on health care, protection of people's health, medical examination and treatment information to form a national health data warehouse, serving the digital transformation of the health sector.
According to the Minister of Health, to successfully transform digitally, it is necessary to raise awareness of agencies and units in the health sector about digital transformation, only then can resources and people be prioritized to effectively implement digital transformation. At the same time, it is necessary to focus on reviewing institutions and regulations because regulations related to digital transformation are scattered in many documents and many sectors. Institutions need to create conditions for the implementation of digital transformation in units focusing on developing and upgrading health information systems on digital platforms, improving the quality of health services from the issue of building electronic health records, health information systems for hospital management, applying artificial intelligence, implementing remote medical examination and treatment.
In 2023, the National Center for Health Information piloted a remote medical consultation support platform for the provinces of Tra Vinh, Khanh Hoa, Vinh Phuc and Thai Binh Children's Hospital. To date, more than 1,700 doctors have participated; more than 300,000 people have profiles on the system and more than 260,000 accounts have been created.
