Speaking at the opening of the session, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council stated: The 15th session of the 11th Provincial People's Council with many important contents, the Provincial People's Council reviewed the report of the Provincial People's Committee on the implementation of socio-economic tasks in 2023 and the results of 3 years of implementing Resolution No. 74/NQ-HDND dated December 10, 2020 of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025. Therefore, it is recommended that the Provincial People's Council delegates carefully study the reports and examination results of the Provincial People's Council committees to analyze and evaluate realistically, objectively and comprehensively the achieved results; clearly point out the remaining aspects, limitations, weaknesses or inadequacies; subjective and objective causes; and at the same time propose solutions; Review and decide on goals, targets, tasks and solutions to implement the 2024 socio-economic development plan in conjunction with the goals of the 2021-2025 socio-economic development plan.

After the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, briefly reported on the socio-economic results in 2023 and the preliminary review of the situation, results of activities, and implementation of socio-economic development tasks in the mid-term 2021-2026; key solutions for the coming time.
After 3 years of implementing Resolution No. 74 of the Provincial People's Council, important results have been achieved. Up to now, 12/15 targets have been achieved well. The average GRDP growth rate in the 2021-2023 period reached 9.28%/year. The economic scale in 2023 is 1.5 times higher than in 2020 and equal to 78.9% of the target in 2025. By 2023, the marine economy will account for about 41.56% of GRDP. Total social investment capital in the 2021-2023 period is about 72,725 billion VND, equal to 69.3% of the target. Budget revenue is estimated at 3,658 billion VND, reaching 57.2% of the plan. The multidimensional poverty rate according to the new standard has decreased by 1.39% annually on average. There are 33 communes, accounting for 70.2% of communes meeting the new rural standards. The rate of general schools meeting national standards is 60%. 96.9% of communes meet national criteria on health...
In 2023 alone, GRDP growth increased by 9.4%, ranking 9th out of 63 provinces and cities nationwide and 2nd out of 14 provinces in the North Central and Central Coast regions. The agricultural and rural economy remained stable and grew well; the application of high-tech agriculture in production continued to be promoted; some processed and manufactured industrial products were recovering, and new production capacity was effective. The added value of agriculture, forestry and fishery reached over 7,000 billion VND, up 4.57%. The fields of construction, trade, tourism, energy and industry continued to recover and grow well. Investment promotion and attraction were promoted. The total social investment capital was about 22,710 billion VND, reaching 102.3% of the plan, up 15.3% over the same period. GRDP per capita was estimated at 87.7 million VND. State management of land, minerals and environmental protection has been strengthened; key projects and driving forces have been focused on accelerating progress. The investment environment has been significantly improved; administrative reforms have been more effective; digital transformation has achieved positive results. Attention has been paid to the implementation of cultural and social fields. Social security policies have been fully and promptly implemented; care for policy beneficiaries and poor households has been well implemented. National defense and security have been ensured. Political security, order and social safety have been stable.
In the coming time, the Provincial People's Committee will continue to closely follow and drastically implement the goals and tasks of the 5-year Plan 2021-2025. In particular, focusing on solutions to restructure the economy associated with in-depth growth model innovation, application of science and technology, promoting innovation; focusing on developing key sectors such as energy, tourism, processing and manufacturing industry, high-tech agriculture, construction and real estate to create breakthroughs in the province's economic growth. Directing and managing budget revenue and expenditure in accordance with the provisions of law. Comprehensively and synchronously developing cultural fields, ensuring harmonious connection between economic development and culture and society. Continuing to promote administrative reform associated with building e-government and digital government; improving the business environment, enhancing competitiveness. Socio-economic development is associated with national defense, security, political stability, ensuring security, order and social safety... In the immediate future, in 2024, in the economic field, strive for a GRDP growth rate of 11-12%; GRDP per capita of 101-102 million VND/person; economic structure: Agriculture, forestry and fishery account for 25-26%; industry - construction accounts for 41-42%; services 32-33%; local budget revenue is about 4,000 billion VND; total social investment capital is about 22,900 billion VND... In terms of society, strive for the multidimensional poverty rate according to the new standard to decrease by 1.5-2%, Bac Ai district alone will decrease by at least 4%; 2-3 communes will meet new rural standards; 3-4 communes will meet advanced new rural standards...
Next, the delegates listened to the leaders of the Economic - Budget Committee of the Provincial People's Council summarize the review of the socio-economic results in 2023; the leaders of the Legal Committee of the Provincial People's Council report on the preliminary review of the organization and operation of the Provincial People's Council in the mid-term of 2021-2026, directions, tasks and solutions for the coming time; the leaders of the Vietnam Fatherland Front Committee of the province summarize the opinions and recommendations of voters and people. The leaders of the functional departments and branches reported summaries of 32 draft resolutions related to socio-economic development. The committees of the Provincial People's Council reported on the review of the draft resolutions of the above resolutions.
The Standing Committee of the Provincial People's Council reported on the following documents: Plan to organize sessions in 2024, the 11th Provincial People's Council, term 2021-2026; Adjustment of the Provincial People's Council's supervision topics in 2024; establishment of the Provincial People's Council's thematic supervision delegation in 2024.
The Provincial People's Council passed resolutions on: Allocation and assignment of additional state budget expenditure estimates for 2023 to agencies, units and localities; Approval of state budget revenue settlement in the area, local budget revenue and expenditure in 2022; State budget revenue estimates in the area, local budget revenue and expenditure in 2024; Local budget allocation in 2024.
At the meeting, the Provincial People's Council conducted a vote of confidence for the positions held by the People's Council, including 29 people: Chairman, Vice Chairman of the Provincial People's Council and Heads of Provincial People's Council Committees; Chairman, Vice Chairmen of the Provincial People's Committee and members of the Provincial People's Committee. The vote of confidence has 3 levels of assessment, including: High confidence, Confidence and Low confidence. With a high sense of responsibility, the delegates of the Provincial People's Council conducted a vote of confidence by secret ballot (see results on page 3).
