On January 5, the Government held a national online conference to review the work in 2023 and deploy tasks for 2024 of the Government and local authorities. Prime Minister Pham Minh Chinh chaired the conference.
Attending the conference at the Government headquarters were: President Vo Van Thuong; National Assembly Chairman Vuong Dinh Hue; Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; leaders of the Party, State, Vietnam Fatherland Front; members of the Politburo, Secretaries of the Party Central Committee; leaders of departments, ministries, branches, central agencies; leaders of associations and economic groups.
Attending the conference at the local bridge were the Secretary of the City Party Committee, Provincial Party Committee, Chairman of the People's Council, Chairman of the People's Committee of the provinces and centrally-run cities.
Speaking at the opening ceremony, Prime Minister Pham Minh Chinh expressed his joy at welcoming and thanking the leaders of the Party, State, Vietnam Fatherland Front, ministries, branches and localities for their attention and time spent attending the conference.
In particular, General Secretary Nguyen Phu Trong, who was unable to attend due to work conditions, sent his congratulations to the conference on the results of 2023 being higher than 2022 and assigned the Government the task of not being complacent or complacent but to strive harder so that 2024 will have better results than 2023.
Looking back at 2023, Prime Minister Pham Minh Chinh emphasized that the overall situation in the world and the region is evolving rapidly, complicatedly, and unpredictably, with opportunities, advantages, difficulties, and challenges intertwined, but with more difficulties and challenges. Domestically, the economy is subject to the "double impact" of unfavorable external factors and internal limitations and shortcomings that have lasted for many years, which have become more evident after the Covid-19 pandemic.
Meanwhile, our country is a developing country, with a low starting point, an economy in transition, modest in scale, highly open, limited in resilience and competitiveness - a small external change can also have a large impact and influence on the internal.
The Prime Minister suggested that at the conference, delegates analyze, evaluate, and deepen the context of the situation in 2023 and its impact and influence on our country; leadership, direction, and administration, especially new points in direction and administration in 2023 to "turn the situation around, change the state" to achieve quite comprehensive results in all fields; work to grasp the situation and respond to policies; listen to the opinions of experts, scientists, the business community, people, and international organizations; organize many conferences in a timely manner and make many decisions; establish 5 Working Groups on public investment disbursement and 26 Working Groups to localities to contribute to removing difficulties and obstacles...

The Prime Minister said that the socio-economic situation in 2023 will continue to have a positive recovery trend, with each month being better than the previous month, each quarter being higher than the previous quarter, basically achieving the set general goals of stabilizing the macro-economy, controlling inflation, promoting growth, ensuring major balances of the economy; improving social security and people's lives; preventing and combating corruption and negativity; consolidating and strengthening national defense and security; foreign affairs and international integration achieving comprehensive and outstanding results; the prestige and position of the country and the people's trust in the Party and State being consolidated and enhanced.
The Prime Minister requested the conference to analyze and give opinions on the above general assessment, especially analyzing the reasons for the achievements in the context of many difficulties, especially in managing monetary and fiscal policies, exchange rates, interest rates, credit; controlling the State budget deficit, public debt, and national foreign debt below the warning threshold.
At the same time, analyze lessons to achieve some important targets that have reached the highest level in many years such as realized FDI capital, public investment disbursement, trade surplus, state budget revenue, planning work, agricultural production... Specifically: realized FDI reached 23.18 billion USD, public investment disbursement is forecast to reach 95% of the plan, the absolute number is higher than 146 trillion VND; state budget revenue exceeds 8.2% of the estimate...
According to the Prime Minister, from the practical work of leadership, management and direction, it can be affirmed that: Achieving the above results is thanks to the close and timely direction of the Central Committee, directly and regularly by the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong; the proactive, active and accompanying work of the National Assembly and agencies in the political system; the drastic, proactive, timely, practical and effective direction of the Government, all levels, sectors and localities; the support and active participation of the People and the business community; the cooperation and assistance of international friends. The Conference is requested to analyze and clarify these factors in order to continue to do better and more effectively in 2024.

Pointing out some shortcomings, limitations, difficulties, challenges and lessons learned for the conference to discuss and give opinions, Prime Minister Pham Minh Chinh also suggested some main orientations, tasks and solutions for 2024 for the conference to discuss.
In particular, the Prime Minister requested the Conference to focus on analyzing, evaluating, and forecasting the situation in 2024; propose key tasks in direction and administration to prioritize promoting growth, ensuring macroeconomic stability, controlling inflation, ensuring major balances of the economy; operating monetary and fiscal policies in combination with other policies; promoting both traditional growth drivers and new growth drivers.
Along with that, propose solutions to promote the implementation of strategic breakthroughs in: building and perfecting institutions; reforming administrative procedures, decentralization, delegation of power, planning work; speeding up the progress of important national infrastructure projects, mobilizing more resources for infrastructure; creating breakthrough changes in education, training, vocational training, increasing labor productivity...
The Prime Minister also requested the Conference to discuss ways to ensure more substantial and effective economic restructuring; promote restructuring of weak credit institutions, promptly resolve remaining weak and loss-making projects and enterprises; increase regional connectivity, creating important momentum to promote the development of 6 socio-economic regions according to the Politburo's Resolutions...
The conference discussed and gave opinions on tasks and solutions to solve the problem of more harmoniously combining cultural and social development with the economy; developing cultural industry, promoting social housing and housing for workers; mobilizing and effectively using resources for environmental protection, natural disaster prevention, climate change response...; solutions to continue ensuring national defense and security; strengthening foreign affairs, international integration deeply, substantially and effectively...
At the conference, delegates will hear reports on the socio-economic situation in 2023 and the directions, tasks and solutions for 2024; then delegates from the central and local levels will give speeches, focusing on objective, in-depth and practical assessments, especially the leadership, direction and management experience of comrades in different fields. On that basis, supplement and perfect the goals, tasks and solutions for more effective implementation in 2024 and the coming years.
