Overcoming difficulties and inadequacies in policies and regimes for officers

Accordingly, the Government highly appreciated the Ministry of National Defense for presiding over and coordinating with relevant ministries and agencies to propose the law in accordance with the provisions of the Law on Promulgation of Legal Documents. The purpose of the law is to continue institutionalizing the Party's guidelines and policies and the State's policies on building the Vietnam People's Army, including building the officer corps; amending and supplementing regulations to overcome difficulties and shortcomings, ensuring compliance with reality.

The Government basically agreed on the three policies of the proposed law. The Ministry of National Defense studied and accepted the Government's opinions and those of Government members, and completed them to ensure the following requirements:

Thoroughly assess the impact and clearly explain the need to add the position of deputy officer to the basic position system of military officers; prescribe equivalent positions and titles for deputies and officers not holding command positions.

Regarding the policy of increasing the service age of officers of the Vietnam People's Army, it is necessary to take into account special cases of talented people whose service age is extended to avoid wasting trained and experienced human resources; at the same time, continue to study policies to attract and "retain" talented people suitable to the characteristics of the Vietnam People's Army, meet the needs of national defense and security development, and at the same time ensure consistency and unity in the legal system.

Some contents related to the regime and policies for officers (such as conferring military ranks to graduates of reserve officer training, policies on housing, salary, and termination of active service): Continue to research and evaluate policy impacts in accordance with the provisions of the Law on Promulgation of Legal Documents, ensuring consistency with relevant laws (such as housing, land, etc.).

The Government assigned the Ministry of National Defense to preside over and coordinate with the Ministry of Justice, the Government Office and relevant ministries and agencies to study, receive the Government's opinions, complete the dossier proposing the law-making in accordance with the provisions of the Law on Promulgation of Legal Documents and send it to the Ministry of Justice; assigned the Minister of Justice, authorized by the Prime Minister, to sign on behalf of the Government a submission to the National Assembly Standing Committee to add this law to the National Assembly's 2024 Law and Ordinance-Making Program (draft a law according to a shortened order and procedure, submit it to the National Assembly for consideration and approval at the 8th Session of the 15th National Assembly - October 2024).
