Deputy Minister of Transport Le Dinh Tho said that with the attention of the Party and State, the tasks set for the development of transport infrastructure in Nghe An province over the past years have achieved certain results, contributing to creating momentum to promote socio-economic development and strengthen national defense and security in the province.
According to statistics, in the period 2013-2020, the central and local budgets mobilized investment for transport infrastructure up to about 24,426 billion VND; in the period 2021 - 2025 about 12,500 billion VND. Thanks to that, the appearance of the province's transport infrastructure system has changed significantly, many important projects have been invested and put into operation.

Regarding roads, the Nghi Son - Dien Chau expressway section, 50km long, has been completed and put into operation, and the Dien Chau - Bai Vot expressway section, 49km long, is under construction, expected to be completed in 2024; 1,900km of National Highways have been renovated and upgraded.
Regarding railways, we have been renovating, upgrading and maintaining the exploitation of 84 km of existing railway to connect Nghe An province with localities on the North - South corridor. Regarding maritime, we have invested in forming 7 ports, contributing to the growth of cargo output, increasing by an average of 23%/year.
Regarding inland waterways, 8 routes are being exploited, with a total length of 263 km; effectively exploiting coastal waterway routes to serve intra-provincial and inter-provincial needs.
Regarding aviation, there has been a new development with many domestic routes being expanded, contributing to connecting Nghe An province's transportation with the whole country; in 2019, Vinh airport had the highest transport volume among airports in the North Central region. Local transportation systems, urban roads, and local roads have received investment attention, effectively connecting with the national transportation system.

In addition to the achieved results, the transport infrastructure system of Nghe An province still has some limitations, failing to meet the development needs in the new context such as: a modern infrastructure system has not been formed, transport routes with large traffic; regional, inter-regional and horizontal connections in the East-West direction are still limited; railway connections with seaports have not been formed; transport market share is not reasonable; some seaports are not exploited effectively; the role of a transit hub for goods for Laos and ASEAN has not been promoted.
According to Deputy Minister of Transport Le Dinh Tho, the main reasons are the lack of synchronization in planning; investment resources have not met requirements; there are no strong enough mechanisms and policies to mobilize non-budgetary investment resources. Nghe An province is large, the terrain changes from coastal plains to mountainous areas, making it difficult to maintain and invest in transport infrastructure; the capacity of transport enterprises in the province is still weak, not providing adequate transport services and high-quality logistics services.
Emphasizing the plan to develop Nghe An province's transport infrastructure to 2030 and vision to 2045, the Deputy Minister of Transport said that Nghe An must thoroughly grasp the Resolution of the 13th National Party Congress, Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo of the North Central and Central Coast regions, Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo. In the coming period, the Ministry of Transport will continue to closely coordinate with Nghe An province to develop Nghe An province's transport infrastructure.
Of which, 84km of the North-South expressway in the East and the coastal road will be completed and put into operation; capital will be mobilized for the Hanoi-Vientiane expressway (section through Nghe An province) with a length of 65km; key national highways such as National Highway 7, National Highway 48, National Highway 46 will be upgraded; connecting the East-West region, especially connecting with major seaports.
Continue upgrading to effectively exploit the current North-South railway line, prepare investment to strive to start construction of the section from Hanoi to Vinh; invest in a new Vinh station in accordance with the planning.
Upgrade and enhance the exploitation capacity of seaports, especially the North Cua Lo wharf area; develop the Dong Hoi wharf area, combined with the South Nghi Son wharf area to form the Nghi Son - Dong Hoi wharf cluster with appropriate investment forms, encouraging public-private partnership cooperation.

Improve the efficiency of exploiting coastal waterway transport corridors and waterway transport routes connecting to seaports; develop a system of ports and inland waterway wharves to serve tourism and connect from shore to island; mobilize resources to invest in wharves belonging to Nghe An seaports.
Upgrade, expand and improve the efficiency of Vinh international airport according to the plan, encourage investment in the form of public-private partnership. Synchronously develop the logistics system associated with seaports, airports, international border gates, and the East-West economic corridor.
By 2045, develop a synchronous and modern transportation network in Nghe An province to meet the needs of socio-economic development and ensure national defense and security, contributing to making Nghe An province a high-income province by 2045.
To achieve the goals of developing transport infrastructure to meet development needs and create growth momentum for Nghe An province, the Ministry of Transport will coordinate with Nghe An province to implement the tasks and solutions in Resolution No. 39; at the same time, focus on implementing key tasks in the transport sector.
In particular, organizing dissemination and deployment to Party committees at all levels, authorities and people of all walks of life to create common awareness and consensus on Resolution 39-NQ/TW of the Politburo for effective implementation, including in the field of Transport.
Based on the national master plan, national sectoral plan, and Nghe An province plan for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister, develop a detailed and specific Action Program and plan, associated with appropriate policy mechanisms, and assign all levels, sectors, and localities to effectively implement them.

Promote investment in national, inter-regional and provincial transport projects to create new development space and overcome bottlenecks. Focus on key investment, avoid spreading out, concentrate on projects with spillover effects; strengthen regional and international cooperation with Laos and other countries in the Mekong sub-region.
Develop breakthrough mechanisms and policies and submit them to competent authorities for promulgation to remove bottlenecks to mobilize resources for investment in building transport infrastructure. Proactively research and simplify administrative procedures, promote decentralization and delegation of authority, and enhance management and supervision capacity.
Promote the application of science and technology in investment, management and operation of transport activities, improve service quality and logistics; ensure traffic order and safety, and complete the intelligent transport system.
