Receiving opinions and recommendations from voters sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving recommendations of the Standing Committee of the Vietnam Fatherland Front Committee of Thanh Hoa province and its member organizations.

Recommendation 1: Effectively direct tasks and projects under the National Target Program; the program for economic and social recovery and development in the province; research solutions and mechanisms to continue to remove difficulties, provide maximum support for businesses to access the province's resources, stimulate consumption, boost product consumption, promote production and business development, stabilize jobs and income for workers, and improve people's lives.

- Regarding effective direction of tasks and projects under the National Target Program; the program for economic and social recovery and development in the province. Accordingly, in order to effectively implement tasks and projects under the National Target Program; the program for economic and social recovery and development in the province, the Provincial People's Committee has directed the Standing agencies to preside over and coordinate with relevant departments and branches to implement the following specific tasks and solutions:
Accelerate the disbursement of public investment capital for tasks and projects under the National Target Program; the Socio-Economic Recovery and Development Program in the province, along with compliance with the provisions of law on public investment, ensuring the quality of works and the efficiency of public investment capital use.
The Provincial People's Committee and the Chairman of the Provincial People's Committee have issued many documents directing and operating to strengthen state management and improve investment efficiency of programs and projects under the National Target Program; the program for economic and social recovery and development in the province; in which, stipulating the responsibilities of the heads in the disbursement of public investment capital; linking the progress of implementation and disbursement of public investment capital in 2024 with the assessment of the level of task completion; stipulating the time frame for completing the disbursement of the capital plan in 2024 for each type of project; resolutely adjusting the capital plan for projects with slow implementation and disbursement progress to projects with fast implementation progress but lacking capital.
The Provincial People's Committee has established 5 Working Groups to inspect, urge, remove difficulties and obstacles and promote disbursement of public investment capital; including national target programs and the 2024 Socio-Economic Recovery and Development Program headed by the Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee. Increase the frequency of on-site inspection and supervision to coordinate and work with localities, construction units, and consulting units to remove difficulties and obstacles, especially in site clearance and construction materials. Once a quarter, the Chairman of the Provincial People's Committee organizes a meeting on basic construction investment with localities, units, and investors.
Require investors, district and commune People's Committees to sign commitments on implementation progress and disbursement of public investment capital in 2024 for each project; issue plans and assign site clearance targets in 2024 for each project.
Improve the quality of investment preparation and project implementation preparation; ensure project readiness for implementation immediately after capital allocation; overcome the situation of "capital waiting for procedures". Continue to shorten and minimize the time for handling procedures for appraisal and approval of investment projects (or technical and economic reports), contractor selection plans, and project design and estimates. The Chairman of the Provincial People's Committee and the Provincial People's Committee promptly removed difficulties and obstacles, creating favorable conditions for investors and enterprises to invest and do business in the province at the regular business reception conference on the 21st of every month or the conference to organize meetings and remove difficulties and obstacles for enterprises investing and doing business in the province.
Promote effective implementation of policies to support business development in Thanh Hoa province, period 2022-2026; Project on business development in Thanh Hoa province, period 2021-2025, contributing to creating motivation for business development.
The Provincial People's Committee has directed departments, branches, sectors, units, People's Committees of districts, towns and cities to effectively implement Resolution No. 105/NQ-CP dated July 15, 2023 of the Government on tasks and solutions to remove difficulties for production and business, continue to promote administrative procedure reform, tighten administrative discipline and order.
With the above efforts, the production and business activities of enterprises in Thanh Hoa province have gradually recovered. In the first quarter of 2024, there were 640 newly registered enterprises in the province, an increase of 6.5%, ranking first in the North Central provinces and 8th in the country, with registered charter capital reaching 6,535.8 billion VND, an increase of 51.8%; the state budget contribution of the business sector in the first quarter is estimated at 3,982 billion VND, accounting for 46% of total domestic revenue and an increase of 17% over the same period. In the coming time, the Provincial People's Committee will continue to direct departments, branches, provincial-level units, People's Committees of districts, towns and cities according to their assigned functions and tasks, fields and localities to monitor and manage, continue to implement the above tasks and solutions to support businesses and people in developing production and business.
Recommendation 2: Continue to direct sectors and localities to seriously and responsibly implement the work of granting land use right certificates to organizations, individuals and households, creating a legal basis to protect the legitimate rights and interests of land users; at the same time, remove difficulties in implementing resettlement, resettlement, site clearance projects, and attracting investment and development projects in the province.

Strengthening the inspection, examination and strict supervision of the process of receiving, processing dossiers and returning results of administrative procedures for granting Certificates to people at 22 branches of the affiliated Registration Office, specifically: Conducting inspections of the Working Regulations and tasks within the duties and powers at 8 branches; supervising the processing process, time for processing registration dossiers, granting Certificates, processing process, time for processing measurement dossiers of people at Quang Xuong Branch; inspecting the overcoming of existing problems and limitations after inspection at Hoang Hoa Branch; inspecting the implementation of decentralization at 2 branches (Trieu Son, Hau Loc); professional departments conduct inspections at 10 branches; correcting the working style, attitude and behavior of officials performing their duties; Resolutely handle strictly officials and employees, especially the responsibility of heads of units who violate the provisions of the law and cause trouble and harassment to people and businesses.
Continue to improve management and operation capacity in the system of Registration Offices; be flexible in the arrangement and transfer of officials and employees in the system. Strive to reduce the rate of slow records in the entire system of Registration Offices from 6% to 2% by 2024, reduce the number of petitions, recommendations, and harassment in handling administrative procedures; improve the competitiveness index of the Department of Natural Resources and Environment; strengthen training and fostering to improve qualifications, capacity, sense of responsibility, ideological education, public ethics, and behavioral culture for cadres, civil servants, and employees; continue to organize work with the People's Committees at the district level and branches to remove difficulties and professional problems through direct or online work.
Implement transparency in the processes, time to handle administrative procedures, and fees to be paid to minimize slow processing of records and harassment when processing records. Proactively grasp information on public opinion and people's feedback on the implementation of administrative procedures of the Registration Office Branches through the suggestion boxes located at the One-Stop Department of the Branches and through the operation of the Hotline phone number.
Recommendation 3: More drastically implement administrative reform, especially administrative procedure reform; improve low-ranking component indexes to improve the Provincial Competitiveness Index (PCI), administrative reform indexes, strongly improve the business investment environment, and create momentum for socio-economic development in the coming time.

Strengthening the application of information technology in the activities of state administrative agencies in handling administrative procedures; promoting online public services in whole and in part to facilitate and save costs and time for people and businesses. The rate of business registration files via the Thanh Hoa province electronic network reached 100%; online bidding files reached 100%.
In the coming time, the Provincial People's Committee will continue to direct relevant units to promote administrative reform, improve the investment environment, effectively deploy public administrative services from the province to the grassroots, create an open and favorable environment for businesses; create momentum for socio-economic development.
Recommendation 4: Direct People's Committees at all levels to arrange funding for the implementation of social supervision and criticism activities of the Vietnam Fatherland Front and socio-political organizations according to Resolution No. 109/NQ-HDND dated December 12, 2019 of the Provincial People's Council.
According to the answer: The funding source for social supervision and criticism activities of the Vietnam Fatherland Front Committee and socio-political organizations at all levels has been arranged in the annual budget expenditure estimates of the Vietnam Fatherland Front Committee and socio-political organizations at all levels. Within the budget for social supervision and criticism assigned by competent authorities, based on the actual situation of work implementation, heads of agencies and units at all levels decide on spending for work contents, ensuring compliance with current legal regulations and ensuring savings and efficiency. Recommendation 5: Propose that the Provincial People's Committee direct the City People's Committee to continue paying attention to building the Thanh Hoa City Children's Cultural House.
According to the answer: The Thanh Hoa City Children's Cultural Palace and Sports Center Project was approved by the Chairman of the City People's Committee for the Feasibility Study Report in Decision No. 3016/QD-UBND dated April 4, 2023. Up to now, the Department of Construction has completed the appraisal of the construction design to be implemented after the basic design; construction is expected to start on April 20, 2024 and be completed on May 30, 2025.
Recommendation 6: Continue to direct the acceleration of the construction of geriatric departments and rooms in provincial and district hospitals; have policies on socialization, mechanisms and initial support policies for the construction of nursing homes and elderly care services.
According to the answer: Thanh Hoa province currently has 13 provincial hospitals, 25 district hospitals, 20 non-public hospitals, and 2 central hospitals located in the area. The geriatric examination and treatment network in the whole province, currently has 11 geriatric departments established in hospitals, with a total scale of over 400 planned beds, there are 167 permanent medical staff working in geriatric departments of hospitals, however, only 17 people are trained in geriatrics or have certificates, certificates of geriatrics training.
