Remove bottlenecks

Developing transport infrastructure is one of the breakthrough goals and key tasks set out in the Resolution of the 17th Provincial Party Congress, term 2020 - 2025. However, for the "poor core" areas of the province, especially in remote areas, completing transport infrastructure is an extremely difficult target if there is a lack of investment resources from the state budget.

For example, Chiem Hoa is a district with many difficult areas. The "bottleneck" in the socio-economic development of Chiem Hoa district is the lack of transport infrastructure, especially rural transport. According to statistics from the Economic Infrastructure Department of Chiem Hoa district, the whole district has only about 1,212/1,740.55 km of rural roads concreted; the remaining kilometers that have not been "hardened" are mainly in remote areas of the district.

Cay Quyt Bridge, Trung Thanh village, Thanh Long commune (Ham Yen) was built according to Resolution No. 55/NQ-HDND of the Provincial People's Council to help people travel conveniently.

When the "blood vessels" have not been cleared, many villages and hamlets in Chiem Hoa district have encountered many difficulties in socio-economic development. For example, Phu Lam village, Binh Phu commune is home to about 102 households, with more than 500 people (100% of whom are Dao ethnic people). One of the barriers on Phu Lam's poverty reduction journey is that the road to the commune center (about 5 km) has not been concreted. From 2021, implementing the Rural Traffic Concreting Project according to Resolution No. 55/NQ-HDND of the Provincial People's Council, the road from the center of Binh Phu commune to Phu Lam village has been concreted. However, due to lack of capital, the Lung Lua - Khau Han section, 352 m long, has not been implemented. Implementing the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021 - 2030 period; In early 2023, Chiem Hoa district allocated capital for Binh Phu commune to pour concrete on the remaining 352 m, "connecting" Phu Lam with the commune center. The completed traffic route helps people travel and transport agricultural products conveniently.

Like Binh Phu commune, Ban Tam village, Son Phu commune (Na Hang) has more than 100 households, with more than 80% of them being poor households. The lives of the people here depend on forestry and livestock farming. Mr. Trieu Van Nhat, Head of Ban Tam village, recalls: In the past, the only road from the village center to Ban Lan village where National Highway 279 passes through was only over 3 km long, but the people in the village were all poor households without resources to buy sand, gravel, and construction materials to make rural concrete roads. During the rainy season, the roads were muddy, and any household that wanted to sell a pig or a chicken was forced to pay a lower price by traders because the road was difficult to travel. Many households wanted to sell a bag of corn, but it was too difficult to travel, and no one bought the sprouted corn. But since Resolution No. 55 was issued, the concrete road about 3 km long, with a construction investment cost of more than 6 billion VND belonging to the Son Phu commune traffic system project serving people's lives and production connecting with Tuyen Quang hydroelectric reservoir from the national target program for sustainable poverty reduction has been completed, making it very convenient to travel and trade goods, and children in the village going to school is also much less difficult.

How the localities do it

Comrade Giang Tuan Anh, Chairman of Son Duong District People's Committee, said: Son Duong is a district that will reach the new rural finish line in 2025. To effectively promote socialization in building rural concrete roads and bridges on rural roads, the district will review communes in need with the motto that wherever people agree to clear the land and have the conditions to join hands with the State, they will do it first. Along with doing a good job of propaganda and timely supplying materials, the district will promote socialization to mobilize the labor force of agencies, units, schools, armed forces, enterprises, etc. to join hands in building roads with the following contents and forms: Contributing working days to level the ground, building roadsides, enterprises supporting machinery, scooping, rolling, mixing concrete, leveling the ground, etc. By the end of 2024, Son Duong district will have built 247/257km of rural concrete roads and 24/30 bridges on rural roads. In 2024 alone, by the end of November, the entire district has completed 51.07 km of road and strives to build an additional 20 km of rural concrete roads from now until the end of the year according to the 2025 plan.

Along with upgrading and renovating major roads, Chiem Hoa district is also focusing on implementing the project of concreting rural roads and building bridges on rural roads. With the motto of the state and the people working together, in recent years, Chiem Hoa district has actively promoted and mobilized people to contribute human and material resources to build rural roads. Due to good propaganda and mobilization work, the movement to build rural roads has received the support of many cadres, Party members and people in the district. From 2020 to now, the whole district has concretized over 1,590 km; many old concrete roads have been upgraded, many inter-commune and inter-village roads have been repaired to meet the prescribed standards; the main roads of communes, villages, hamlets, and main roads in the fields ensure convenient travel; maintenance and repair work is carried out regularly; People, political and social organizations of communes actively participate in the movement to clean up the roads, self-manage green, clean and beautiful roads.

Comrade Seo Van Su, Chairman of Trung Ha Commune People's Committee shared: In 2024, the commune reached the finish line of new rural construction. Although the commune still faced many difficulties, when implementing the construction of village infrastructure works, especially rural roads, bridges on rural roads... the people enthusiastically responded. From the investment of the state and the contribution of the people, many rural concrete roads have been formed. The new bridges and roads have increased the connection between villages and villages, villages and communes. More meaningfully, there has been a connection between ethnic minorities in remote areas, hoping to reach a better life.

Large roads and bridges open up new ways for socio-economic development of local people. They have a strong impact on agricultural production, trade of goods, and consumption of agricultural products. At the same time, they contribute to ensuring a seamless connection of the transport network from the province to the district, district to commune, from commune to hamlet, forming a transport system connecting the province, the region, the inter-province, and the inter-region. This goal is completely consistent with the planning and orientation of socio-economic development of the province, the planning of the road network for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister.
