On June 1, the People's Committee of Vinh Linh District (Quang Tri) announced that it had established a disciplinary council of 5 civil servants to consider and advise on the application of disciplinary measures against Ms. Tran Thi Thu Huyen, former Principal of Quyet Thang Primary School (Ben Quan Town, Vinh Linh District).

Previously, on March 15, Vinh Linh District People's Court held a first-instance trial of the criminal case of defendant Le Vinh Nam (42 years old, chief accountant of Quyet Thang Primary School) and sentenced Mr. Nam to 3 years in prison for embezzlement of property.
According to the indictment, with his assigned authority, Le Vinh Nam had the authority and responsibility to manage the State budget allocated to Quyet Thang Primary School.
In 2018 and 2019, for personal gain, Le Vinh Nam took advantage of his assigned position and authority, and took advantage of the lax management of Ms. Tran Thi Thu Huyen (at that time the principal and account holder) to create false accounting documents 16 times, withdrawing state budget money, and embezzling 44.5 million VND for personal use.
The People's Court of Vinh Linh District determined that, in the process of performing her duties as principal, Ms. Huyen was irresponsible in managing, checking, and supervising financial revenue and expenditure, leading to violations by accountant Le Vinh Nam, causing losses to the State budget. However, the amount of property damage was not enough to constitute the crime of irresponsibility causing serious consequences, so Ms. Huyen was not prosecuted.
In addition, Ms. Huyen also committed a number of other violations in creating fake accounting documents, but did not cause any damage to the budget, so the Investigation Police Agency of Vinh Linh District Police transferred the case to the People's Committee of Vinh Linh District for consideration of discipline and administrative sanctions.
