According to the Ministry of Education and Training, according to the synthesis of data reported by 18/26 provinces and cities, as of September 16, the total damage to facilities and teaching equipment is estimated at 1,260 billion VND; 41,564 textbooks are damaged. Specifically, the damage to facilities is more than 514 billion VND, of which, preschool education is more than 117 billion VND; primary education is more than 139 billion VND; secondary education is more than 142 billion VND; high school is more than 115 billion VND. The damage to teaching equipment is 745,801 million VND. Of which, preschool education is 306,618 million VND; primary education is 169,514 million VND; secondary education is 156,028 million VND; high school is 113,642 million VND.
Faced with this reality, the Vietnam Education Publishing House said it will urgently print 10 million additional textbooks to provide to students.
Statistics from 18/26 provinces and cities show that the total damage to facilities and teaching equipment is estimated at 1,260 billion VND. Of which, the damage to nearly 42,000 textbooks of local students has significantly affected the teaching and learning of teachers and students.
Specifically, primary schools suffered the most damage and water damage, with nearly 24,000 textbooks; secondary schools had nearly 11,000 textbooks and high schools had more than 7,000 textbooks. Of which, in Yen Bai province alone, nearly 20,000 students had their textbooks damaged or lost; the cost to buy textbooks for them was estimated at over 9 billion VND.
Speaking to reporters of Dai Doan Ket Newspaper on September 17, Associate Professor Dr. Nguyen Van Tung - Deputy Editor-in-Chief of Vietnam Education Publishing House said that thanks to proactive prevention of storm No. 3, the book warehouse in the Hanoi area of the unit was not affected. Currently, Vietnam Education Publishing House has not received accurate information from localities about the number of textbooks that need to be supplemented.
Preliminary statistics show that 25 provinces in the Northern region were affected by storm No. 3. There are about 190 titles of textbooks for students from grades 1 to 12 that need to be supplemented to localities (not including elective topics for high school students). Following the direction of the Ministry of Education and Training on providing textbooks for students in flood-hit areas, Vietnam Education Publishing House will devote all its efforts to carry out this task. In the immediate future, the Publishing House will immediately print 10 million copies of supplementary textbooks. Combined with the number of books currently in stock, Vietnam Education Publishing House will provide about 18 million copies of textbooks to flood-hit areas.
According to Mr. Tung, in the next 1-2 weeks, after having accurate data on the needs of localities, if there is still a shortage, Vietnam Education Publishing House will organize additional printing. The cost of printing according to the average unit price for 10 million books is estimated at less than 30 billion VND. All additional printed textbooks provided to students affected by storms and floods will be deployed in the spirit of service.
In response to parents'/schools' concerns about the discount or preferential policy for additional printed textbooks, Mr. Nguyen Van Tung shared that for the number of textbooks that Vietnam Education Publishing House organizes to print additional textbooks to supply to flood-affected areas, a 10% reduction in cover price will be applied (equivalent to about 50% of the distribution cost). At the same time, this unit will allocate a budget to donate a large number of textbooks to students in heavily damaged areas. Up to this point, Vietnam Education Publishing House has donated 1,900 sets of textbooks to the most severely damaged provinces such as Yen Bai, Lao Cai, Lang Son, Tuyen Quang, Thai Nguyen... worth nearly 500 million VND. Through the education sector's trade union, Vietnam Education Publishing House has also donated 620 million VND to people in flood-affected areas.
Previously, the Ministry of Education and Training issued a document directing the supply of textbooks to localities affected by storm No. 3. Accordingly, for units organizing the compilation and distribution of textbooks, the Ministry of Education and Training noted to coordinate with localities to review and promptly grasp the situation of textbooks damaged by the impact of storm No. 3 to urgently print additional books and promptly supply them to teachers and students to organize teaching and learning, prioritizing students in the first and last grades.
Proposal to exempt tuition fees for students affected by storm No. 3
The Ministry of Education and Training has just sent a document to higher education institutions and teacher training colleges regarding the implementation of support measures for students affected by storm No. 3. The Ministry of Education and Training requests that higher education institutions and teacher training colleges pay attention to and prioritize the allocation of resources to exempt and reduce tuition fees and provide financial support policies appropriate to each student's circumstances. At the same time, it instructs students to contact local authorities to request confirmation of cases where their families have sudden financial difficulties to apply for credit loans and support for their studies.
