ILO selects Vietnam as partner for pilot project to survey supply chains of decent work

On October 16, at the headquarters of the International Labor Organization (ILO), Vietnam and the ILO co-organized an international seminar to introduce the Decent Work Supply Chain Survey Project in the Electronics Industry in Vietnam on the sidelines of the 21st International Conference on Labor Statisticians.

ILO representatives highly appreciated Vietnam's efforts in cooperating with ILO in the field of labor statistics as well as implementing the Decent Work Program.

Speaking at the opening of the Dialogue, Ambassador Le Thi Tuyet Mai, Head of the Permanent Mission of Vietnam to the United Nations, the World Trade Organization and other international organizations in Geneva, reaffirmed the Vietnamese Government's commitment to implementing sustainable development goals and decent work, and working with social partners and the ILO to implement many policies to promote an effective working environment to ensure the rights of both workers and businesses, such as amending the Labor Code, promoting vocational training, and strengthening the social security system, especially in the context of difficult employment situations due to the economic crisis and disruption of the global supply chain in recent times.

Ambassador Le Thi Tuyet Mai also emphasized that Vietnam highly appreciates the cooperation and technical support that the ILO has provided to Vietnam since Vietnam officially joined the ILO in 1992, including the implementation of the Fourth National Programme on Decent Work for the 2022-2026 period, which was signed by the ILO and the Ministry of Labor, War Invalids and Social Affairs, the Vietnam General Confederation of Labor, the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry in March 2023.

In particular, Vietnam was chosen as a partner to implement the Pilot Project on Surveying the Decent Work Supply Chain in the Electronics Industry in Vietnam, chaired by the General Statistics Office of Vietnam and ILO experts - within the overall ILO Decent Work Supply Chain Survey project.

Representing the ILO, Mr. Rafael Diez de Medina, Director of the Statistics Department; Mr. Dan Rees, Head of the Supply Chain Action Programme; Ms. Michaelle De Cock, Head of the Research and Evaluation Unit; Ms. Francesca Francavilla, Senior Economist of the ILO Research and Evaluation Unit, gave a speech introducing the above mentioned Pilot Project.

ILO representatives said that the new method of labor statistics, applying digital technology, was developed by ILO from the practice of labor statistics over the past 20 years.

At the same time, it is believed that the Pilot Project in Vietnam is of great significance, providing a practical database to help policy makers have an accurate view and assessment, thereby improving the effectiveness of building and implementing labor and employment policies in the electronics industry, so that it can be applied in other industries and countries to promote the implementation of decent employment goals for everyone in countries around the world.

In addition, ILO representatives also highly appreciated Vietnam's cooperation efforts, the active role of the General Statistics Office of Vietnam and relevant Vietnamese agencies and organizations in implementing the Project.

ILO representatives said that the results of the Project will be the basis and model for the ILO to promote the widespread application of new statistical methods in countries, thereby promoting the development of data- and evidence-based policies to realize the goals of decent work and sustainable development globally.

On the side of Vietnamese speakers, Ms. Vu Thi Thu Thuy, Director of the Department of Data Collection and Application of Statistical Information Technology, General Statistics Office, Ministry of Planning and Investment, the Vietnamese agency in charge of implementing the Project, spoke directly at the Seminar introducing the implementation of the Project, emphasizing the results, difficulties in phase 1 and tasks set for phase 2 of the Project.

In addition, Mr. Bui Ton Hien, Director of the Institute of Labor Science and Social Affairs, Ministry of Labor - Invalids and Social Affairs, gave a live speech at the Seminar, along with online speeches by representatives of the Vietnam Federation of Commerce and Industry and representatives of the Vietnam General Confederation of Labor, sharing comments on the results and difficulties, and proposing directions for future implementation of the Project, especially regarding the survey questionnaire.

The above international discussion took place within the framework of the ILO's 21st International Conference on Labour Statisticians (Geneva, from October 11-20, 2023), which is held every 5 years.

Through the Conference, experts from different countries on labor statistics can meet and discuss methods and standards in labor statistics, thereby promoting the implementation of goals on decent work, sustainable development, and improving the efficiency of the labor environment. This year's Conference is of great significance as it marks 100 years since 1923 when the Conference was first held.

The discussion content of the Conference, in addition to professional issues in the field of labor statistics, also includes issues related to the development practices of the global economy such as statistics in the context of Covid-19, statistics of the informal economic sector, statistics of migrant workers, statistics on monitoring the implementation of decent work goals and sustainable development goals (SDGs).

The Vietnamese delegation directly participating in this Dialogue and Conference, including representatives from the General Statistics Office under the Ministry of Planning and Investment and the Institute of Labor Science and Social Affairs under the Ministry of Labor, War Invalids and Social Affairs, has and will continue to actively participate in discussions and make contributions in the sessions of the Conference.
