Welcoming the first visit of the ILO Director General to Vietnam since Vietnam joined the organization in 1992, Prime Minister Pham Minh Chinh appreciated the support that the ILO has provided to Vietnam in recent times, especially in supporting Vietnam in researching and developing the Labor Code for the first time in 1994, revised in 2012 and 2019.
In addition, ILO's technical support in implementing projects on labor safety, social insurance, labor relations, reducing child labor, and promoting gender equality is also very effective, playing an important role in the development process of Vietnamese society.
Regarding the situation in Vietnam, the Prime Minister said that Vietnam is building and developing the country based on three pillars: a socialist rule-of-law state, socialist democracy and a socialist-oriented market economy. Along with that, building an independent and self-reliant economy is associated with proactive and active international integration, comprehensively, practically and effectively.
In that process, Vietnam takes people as the center, subject, goal, driving force and resource of development; not trading progress, social justice and environment for mere economic growth.
Vietnam is committed to innovation in the direction of balancing and harmonizing economic development and social development; increasing labor productivity; expanding and strengthening the social security system; innovating labor market institutions and labor laws; and ensuring the legitimate and legal rights and interests of workers.
According to the Prime Minister, Vietnam has a relatively large labor market with 52.3 million workers, the quality of labor is increasingly improving; the economy basically ensures jobs for workers. Vietnam has achieved certain progress in labor and trade unions, with the legal system on labor and social security being increasingly improved, and labor market management becoming more and more effective.

ILO Director-General Gilbert F. Houngbo expressed his pleasure at receiving Prime Minister Pham Minh Chinh; admired and congratulated Vietnam on its impressive development, including things that seemed impossible, especially during the recent Covid-19 pandemic.
ILO Mr. Gilbert F. Houngbo said that the ILO in particular and the United Nations in general consider Vietnam - a socialist country - as a model of effort and development for other countries to refer to and learn from; they hope and believe that Vietnam will continue to develop to have more resources to spend more on social security.
Informing the Prime Minister about his very successful meetings with the Minister of Labor, Invalids and Social Affairs and the President of the Vietnam General Confederation of Labor, the ILO Director General pledged to continue supporting Vietnam in all issues related to labor and employment.
The ILO Director General suggested that Vietnam continue to actively participate in ILO initiatives related to labor and employment; and wished to cooperate with Vietnam to implement ILO and United Nations initiatives on promoting global employment, especially combining the advantages of both sides to promote balanced development in terms of economy, society and environment.
Thanking and agreeing with the opinion of the ILO General Director, Prime Minister Pham Minh Chinh said that as a member of the ILO, Vietnam has participated in and fulfilled its tasks well; fully implemented the international commitments that Vietnam participated in; and continued to research and ratify international labor standards.
Analyzing the current global situation and context, the Prime Minister said that global, all-people issues must have a global, all-people approach; especially fairness and justice must be ensured.
Affirming that Vietnam supports the initiatives of the ILO and the United Nations, the Prime Minister asked the ILO to continue supporting Vietnam in studying the possibility of participating in initiatives according to a suitable roadmap to achieve the goals of social justice and progress and ensure the legitimate and legal rights and interests of workers in a sustainable manner.
Noting that Vietnam is a developing country with an economy in transition, there are still certain limitations. The Prime Minister asked the ILO to continue supporting Vietnam in perfecting its labor law system; extensively reforming the social insurance system and wage policy to develop harmonious, stable and progressive labor relations; and continuing to implement technical projects to support Vietnam in the context of the world undergoing rapid changes in science and technology as well as facing increasing non-traditional challenges.
