ICD Phu My - The perfect piece for the Southeast region's logistics center

ICD Phu My is expected to become a complete logistics center, increasing the efficiency of seaport exploitation for the entire Southeast region.

Phu My dry port has many expectations

On-site customs clearance, reducing costs for businesses

Phu My ICD has a land area of ​​about 37.84 hectares including 6 wharves with a total length of up to 600 m in phase 1 of Phu My 3 specialized industrial park with a system of warehouses, empty container depots... With a total investment of up to VND 2,990 billion, ICD Phu My aims to serve the needs of customers in the industrial park and Cai Mep - Thi Vai area. This is the first ICD in Ba Ria-Vung Tau province with a full system of wharf infrastructure, warehouses, empty container depots, modern exploitation equipment... providing comprehensive, all-inclusive, multimodal logistics solutions.

Accordingly, enterprises can clear import and export goods on the spot and take advantage of the preferential policy of long-term free storage. This not only supports the rapid clearance of goods, maximizing logistics and production costs for customers, but also contributes to further improving the exploitation efficiency of deep-water ports and developing the industrial - seaport value chain. In addition, Phu My dry port has the ability to connect waterways to seaports, ICDs in the region as well as areas supplying raw materials for production and consuming products nationwide to Phu My 3 specialized industrial park; helping investors and owners transport raw materials - products conveniently with the most optimal cost solution.

The investor representative said that to form a dry port, the main criteria must be ensured: it must be linked to the main transport corridor to the seaport and the regional economy ; it must be connected to the seaport by at least 2 modes of transport.

With the above criteria, Phu My dry port is located in phase 1 of Phu My 3 specialized industrial park with one side adjacent to Mo Nhat river - an inland waterway transport route connecting to Ganh Rai bay, one side adjacent to Phuoc Hoa - Cai Mep route and the remaining sides adjacent to the main roads of Phu My 3 specialized industrial park. This ICD has a favorable geographical location when located right behind the Cai Mep - Thi Vai gateway port area, conveniently connected to the inter-port road connecting Ben Luc - Long Thanh expressway, National Highway 51, Bien Hoa - Vung Tau expressway; inland waterway transport connecting to the waterway route of Ho Chi Minh City, Dong Nai , the Mekong Delta and further to Cambodia.

Ms. Nguyen Thi Thao Nhi, Chairwoman of the Board of Directors - General Director of Thanh Binh Phu My Joint Stock Company, informed that according to calculations, more than 80% of the import and export goods of Ba Ria-Vung Tau province have ports of arrival/departure at ports in the Cat Lai area. According to data provided by the Customs Department of Ba Ria-Vung Tau province, the number of imported container goods through Cai Mep - Thi Vai port in 2019 was 160,000 containers, but the number of containers processed in this area only reached 26,000 containers, of which only 50% of the containers of the owners were located in Ba Ria-Vung Tau province.

Meanwhile, it is estimated that the total annual import/export/domestic transit volume of factories in Phu My 3 Specialized Industrial Park when put into operation from 2025 - 2026 will reach more than 1 million TEU of container cargo and 2.6 million tons of general cargo. In particular, in Phu My 3 Specialized Industrial Park, there are currently many investors with a very large volume of goods, reaching nearly 500,000 TEU/year when operating at full capacity. These are the KOA paper mill, the NITORI furniture factory and the distribution center of Ashton Furniture Consolidation investor of Ashley Group (USA)...

However, the rate of using Cai Mep - Thi Vai deep-water port is still low, only about 60% although enterprises want to use 100% of import-export services here. The main reason is the lack of a port logistics service ecosystem, lack of specialized inspection, customs screening, representative offices of inspection agencies such as animal and plant quarantine, health... and especially ICD ports, empty container depots... This problem causes many difficulties for enterprises and investors in coordinating production activities as well as wasting time and costs.

"Phu My ICD has the ability to conveniently connect the region with Ho Chi Minh City, Binh Duong, Dong Nai, Long An ... by waterway, road and rail in the future. At the same time, with a complete ecosystem of post-port logistics services, playing the role of a center for gathering and distributing goods, this ICD not only contributes to further improving the efficiency of deep-water ports, developing the industrial - seaport value chain but also helps optimize production costs for customers as well as positively contributing to the state budget revenue, creating jobs for workers, promoting economic development and social security", said Ms. Nguyen Thi Thao Nhi.

Completing the post-port logistics center

Explaining more clearly the role of ICD, Chairman of the Vietnam Logistics Services Association (VLA) Le Duy Hiep said that ICD is one of the important components in the service supply chain of logistics centers.

An inland dry port is a part of the transport infrastructure, an inland area that provides loading and unloading services, providing empty containers, packing, storing and carrying out customs procedures for goods, mainly container goods. If the deep-water port is the front line, the ICD is the rear, connecting customers and the port when the port is too far away. Goods will be gathered here, then transported to the port by rail, road or barge via inland waterway. Currently, for Phu My 3 inland port, the location right next to Cai Mep - Thi Vai port may not optimize the traditional function of connecting ICDs with ports in Cai Mep - Thi Vai, but it opens up great potential for expanding and developing the logistics service network for this port cluster. Specifically, ICD Phu My can provide services such as empty container provision, packing/storage, and storage of goods through a system of warehouses such as bonded warehouses, CFS warehouses, cold storage, etc. At the same time, with the orientation of forming and developing a non-tariff model at Cai Mep - Thi Vai port, Phu My dry port will help form a logistics center after the deep-water port, providing great support for the non-tariff zone in the future.

Mr. Ha Ngoc Truong, Vice Chairman of the Ho Chi Minh City Bridge and Port Association, affirmed that when formed, Phu My dry port will be a logistics center after Cai Mep - Thi Vai deep-water port. Not only does it support and create conditions for seaports to quickly release goods, reduce pressure on wharfs and yards, and increase the ability to quickly clear goods, but the dry port also helps businesses in Ba Ria-Vung Tau province as well as the Southeast region save time, cut logistics costs and optimize production. In fact, ICDs play an extremely important role in the logistics network. If there are only water ports and main ports without dry ports, it will lose its connection with the city's air source, prolong the time of transporting goods, increase costs, and limit the capacity of exploiting seaports. However, the dry port system in the whole country in general has not yet received proper attention and investment. The reasons are lack of funding, lack of premises, lack of people with knowledge of operations, and lack of direct investment connections with consulting units. Therefore, the Phu My dry port model will open up a complete investment in the ICD system, a systematic logistics service according to the planning in the Southeast region in particular and the whole country in general.

Phu My dry port not only serves the Cai Mep - Thi Vai port system of Ba Ria - Vung Tau but also has to calculate the connection route to closely connect with Dong Nai and Ho Chi Minh City. If the goods source of Ba Ria - Vung Tau or Dong Nai cannot connect to Ho Chi Minh City, the dry ports will also lose some of their effectiveness.
