On the morning of January 9, Hoa Lu District Party Committee held a conference to review the leadership work in implementing tasks in 2023 and launch the patriotic emulation movement in 2024. Comrade To Van Tu, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Organization Committee attended and directed the conference.
In 2023, the District Party Committee and the Standing Committee of Hoa Lu District Party Committee innovated leadership and direction methods in a focused and key direction, concentrating on solving and removing difficulties and obstacles, comprehensively implementing political tasks and achieving positive results in all fields.
The working theme for 2023 "Maintaining discipline, enhancing responsibility, innovation, creativity, and practical efficiency" has been actively and proactively implemented by party organizations, agencies, and units from the district to the grassroots level, bringing about practical results. Solutions to improve the leadership capacity and fighting strength of grassroots party organizations and improve the quality of party members have been promoted. In 2023, Hoa Lu District Party Committee established 2 party organizations and admitted 173 party members.
The economy remains stable, tourism recovers rapidly, increasing both in the number of visitors and revenue. The work of building advanced, exemplary new rural areas has many good and creative methods, achieving positive results. Up to now, Hoa Lu district has 62/85 villages meeting the standards of model new rural residential areas, 6 communes meeting the standards of model new rural areas, 1 commune meeting the standards of advanced new rural areas; achieving 9/9 targets of new rural districts.
Social security work has been focused on, people's lives have improved in many aspects, the poverty rate has decreased to 1.22%. Political security has been maintained, social order and safety have been ensured, and local defense and military have been strengthened.
Congratulating the results achieved by the Party Committee, government and people of Hoa Lu district in 2023, Comrade To Van Tu, Head of the Provincial Party Committee's Organization Board, emphasized: 2024 is a year of special importance, a year of acceleration to the finish line, playing a key and decisive role in completing the goals set by the 23rd District Party Congress. Along with the tasks and solutions set out, he suggested that the District Party Committee focus on a number of key tasks: Consolidating and improving the leadership capacity and fighting strength of Party organizations, building a clean and strong political system. Developing plans and implementing tasks related to the preparation and organization of Party Congresses at all levels for the 2025-2030 term according to the direction and guidance of the Central and the Provincial Party Committee.
Closely coordinate in directing the implementation of the task of merging Ninh Binh city and Hoa Lu district. Focus on economic development in the direction of attaching importance to growth quality. Promote administrative reform; improve the responsibility of leaders and the quality of public service performance of cadres, civil servants and public employees, gradually overcome the phenomenon of shirking, avoiding, fear of responsibility, fear of mistakes in performing public duties. Continue to promote comprehensive development of cultural and social fields. Coordinate in preserving, inheriting and promoting the cultural and historical values of the ancient capital of Hoa Lu....
At the conference, the leaders of the District People's Committee launched the patriotic emulation movement in 2024, requesting agencies, units, localities, cadres, civil servants, public employees, workers and people in the district to actively respond to patriotic emulation movements, replicate advanced models, compete in creative labor in all fields, overcome difficulties and challenges, strive to excellently complete the set targets and tasks.
On this occasion, many collectives and individuals were commended by the Standing Committee of the District Party Committee and the District People's Committee.
