Dien Bien district attracts investment in agriculture

In order to attract businesses to learn about and invest in developing agricultural production in the area, Dien Bien district creates favorable conditions. In particular, it focuses on making breakthroughs in the investment and business environment, focusing on reforming administrative procedures; mobilizing the entire political system to participate in propaganda and advocacy for site clearance; supporting businesses in training and recruiting workers, developing raw material areas, and building production linkages. Along with that, promptly removing difficulties and obstacles arising in the process of investing in implementing agricultural production development projects. Thanks to that, in the period of 2015 - 2022, nearly 30 projects in the district were granted investment certificates (including projects in 4 communes: Na Tau, Na Nhan, Muong Phang and Pa Khoang before merging into Dien Bien Phu city). The projects are mainly related to the fields of livestock farming and agricultural processing (rice). In particular, from 2017 to present, on the basis of the general policies of the State and the province, Dien Bien district has applied and issued specific mechanisms and policies of the district to implement land consolidation projects, implement large-scale field projects, creating conditions for enterprises to invest in production.

Investing in the production and processing of high-quality rice, in 2017 Thanh Yen General Service Cooperative piloted the "Large Field" project to link production and consumption of high-quality rice products on a scale of 31 hectares in the communes of the basin. To reassure people to participate in the association, the cooperative supported people with 100% of seeds, materials, instructions on ecologically safe rice care techniques and committed to purchasing 100% of the products. Up to now, from the 31-hectare pilot model, the Cooperative has expanded to 75 hectares, with 135 households participating in the association. From there, it has created a concentrated amount of commodity products; Applying the same technical process, mechanizing production from land preparation, sowing to harvesting has reduced production costs by 3.7 - 4.6 million VND/ha (fertilizer reduced by 1.23 million VND/ha; harvesting reduced by 2.7 million VND/ha; pest control reduced by 280 thousand VND/ha...). The income of farmers participating in the model is 7 - 10 million VND/ha higher than mass production.

Up to now, Dien Bien district has nearly 60 cooperatives operating in the field of agricultural production. In recent years, the district has attracted 5 projects of enterprises participating in planting macadamia trees in the area, such as: Investment project to develop macadamia trees combined with forestry planting in Thanh Xuong and Thanh An communes with a scale of 522 hectares; Investment project to plant macadamia trees combined with forest planting, medicinal herbs and building a product processing area in Phu Luong commune, with a scale of over 3,500 hectares...

Attracting investment projects in agriculture in the district has brought "double benefits". That is, maintaining and expanding the area of commodity production, especially key crops; creating jobs and income for people, as well as retaining local workers, not having to "leave their homeland", contributing to the implementation of new rural criteria on labor, income, production organization and rural economic development, multidimensional poverty reduction. For example, the project of planting macadamia trees combined with afforestation, medicinal plants and building a product processing area in Phu Luong commune of Muong Then Dien Bien Macadamia Company Limited recruited over 30 regular workers with an average salary of 7.5 million VND/person/month and used 300 seasonal workers to manage, protect and care for the planted area.

To promote investment attraction in the agricultural sector, Dien Bien district has determined to continue to do better in creating an attractive, convenient, open and transparent business environment for investors. Reviewing the planning, selecting a detailed list of projects with focus and key points to attract and call on businesses and investors inside and outside the province to come and learn about investment, such as the fields of: Aquaculture, livestock, processing and preservation according to the linked chain; developing concentrated dairy farming applying high technology; investing in rice processing factories associated with the development of high-quality rice areas; livestock and poultry meat processing factories associated with a chain of stores supplying safe food...
