Gio Linh district's report said that so far, the district has met 7/9 criteria according to the National Criteria for New Rural Districts for the period 2021 - 2025. The two criteria that have not been met are healthcare, political system and access to law. The whole district has 14/15 communes recognized as meeting New Rural standards, while Linh Truong commune has only met 13/19 criteria.
By the end of 2024, the two towns of Cua Viet and Gio Linh have met the civilized urban standards according to regulations and are completing the dossier to submit to the competent authority for decision. Regarding the construction of advanced new rural communes, three communes, Gio Quang, Gio Son and Gio An, have registered but so far have not met the criteria... From 2021 to 2024, Gio Linh district has allocated more than 180 billion VND from the state budget to implement the construction of new rural areas.
The difficulty in implementing the new rural construction in Gio Linh district is that many communes have decreased criteria, and no commune has met the standards of advanced new rural communes as planned. Essential infrastructure invested in the previous phase, many works have degraded while there is no funding to upgrade and repair, leading to failure to meet the new criteria.
The results of mobilizing social resources for new rural construction in some localities are low. Some communes recognized as meeting new rural standards from 2019 and earlier do not have production linkage models associated with the consumption of key agricultural products, production in the direction of VietGAP or OCOP...
To complete the goal of building a district that meets NTM standards by 2025, Gio Linh focuses on removing difficulties for Linh Truong commune, making efforts to complete the remaining criteria in 2025. Focus on mobilizing investment resources to overcome the decline in criteria, ensuring that by the time of submission for consideration and recognition of a NTM district in the second quarter of 2025, 100% of communes will meet 19/19 criteria. Focus on mobilizing resources to invest in building and completing NTM criteria at the district level.
The district recommends that the province continue to pay attention to allocating additional funds for the locality to build a new rural district, and increase support for Linh Truong commune to complete the criteria that have not met the standards. Provide additional funding to complete the district's central cultural house to serve the 18th District Party Congress, term 2025 - 2030.
Pay attention to including in the public investment plan for the period 2026 - 2030 and the feasibility project to build a road connecting Gio Linh town center to the coastal tourist area (about 7 km) to become the central traffic route of the district from Cam Lo to Gio Linh beach...
Giving opinions, Acting Chairman of the Provincial People's Committee Ha Sy Dong; Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang and delegates shared the difficulties in building new rural areas in Gio Linh.
Delegates suggested that Gio Linh district should make efforts to coordinate with other sectors to review the current situation, overcome difficulties, and mobilize resources to complete the criteria in the education sector. Accordingly, in addition to the provincial budget support, the locality needs to increase the mobilization of social resources to build standard school facilities. The Provincial People's Committee has assigned committee members, agencies, and units to focus on supporting Gio Linh to guide and accelerate the progress of Linh Truong commune to reach the NTM target, and complete the criteria for advanced NTM communes for the 3 registered communes.
Concluding the working session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang acknowledged the efforts of Gio Linh district in focusing resources to complete 20/20 socio-economic targets in 2024, of which 15 targets met the plan and 5 targets exceeded the plan.
In the work of site clearance and resettlement to implement key projects, Gio Linh district has focused on directing synchronous implementation, basically achieving the plan such as: the Eastern bypass of Dong Ha city, the coastal road connecting the East - West Economic Corridor, Quang Tri airport, Van Ninh - Cam Lo expressway...
Regarding the construction of a district meeting NTM standards by 2025, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized that the province is making every effort to mobilize maximum resources to work with the locality to complete the NTM target in 2025. He requested departments, branches and localities to focus resources to complete the NTM criteria of Linh Truong commune.
Review the current status of 10 communes that have been recognized as meeting NTM standards before 2022, but some criteria have not been met or have been met but have decreased compared to the regulations according to the National Criteria for NTM Communes in the period of 2021 - 2025 for completion. Suggest Gio Linh district pay attention to building infrastructure for 2 urban areas, first of all Gio Linh urban area.
The Provincial Party Standing Committee agreed to include in the public investment plan for the period 2026 - 2030 and the feasibility study of the construction of a road connecting the center of Gio Linh town to the coastal tourist area to become the central traffic route of the district from Cam Lo to Gio Linh beach.
Assign the Provincial People's Committee to balance resources and allocate 10 billion VND for the district to complete the cultural house project. Request the Departments of Planning and Investment and Finance to study and allocate resources to invest in building school facilities in the area.
