Today, January 3, Alternate member of the Party Central Committee, Secretary of the Quang Tri Provincial Party Committee Nguyen Long Hai chaired a meeting of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Quang Tri Province (Steering Committee) on the implementation of the work of eliminating temporary and dilapidated houses in the province.

According to the report, the total number of households in need of housing support in the province is 10,684, including 6,279 newly built households and 4,405 repaired households. Of which, the total number of households under Project 197/DA-UBND-UBMTTQVN on "Mobilizing resources to support the construction of new houses for poor households in Quang Tri province, period 2022 - 2026" (referred to as Project 197) is 3,643 households; the total number of households with revolutionary contributions is 3,599 households. The total number of poor and near-poor households that have registered for central support under the Program to eliminate temporary and dilapidated houses in 2025 (after review) is 3,442 households.
To date, the total number of households that have received housing support under Project 197 is 1,860 households with a total support amount of 120 billion VND. The total number of houses that need continued support in the whole province is 8,824 households, of which 4,419 households are newly built and 4,405 households are repaired.
Expected support level for new construction: households with meritorious services to the revolution, relatives of martyrs is 100 million VND/household; poor households, near-poor households in mountainous ethnic minority areas is 70 million VND/household; poor households, near-poor households in remaining areas is 60 million VND/household.
Regarding repairs (all subjects/regions), it is 30 million VND/household. The total implementation cost is 419.65 billion VND (housing for meritorious people is 147.73 billion VND; housing under Project 197 is 88.72 billion VND; temporary and dilapidated houses are 183.2 billion VND), sourced from the central budget, local budget, Gratitude Fund and socialization.
At the meeting, delegates requested the Steering Committee to agree on support levels for each subject and region; requested the provincial budget to allocate the remaining funds to implement housing for meritorious people, housing for Project 197 and other recommendations.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang suggested that there should be a separate, specific summary report on support for each subject under Project 197, the subjects of meritorious people and newly arising poor and near-poor households. It is necessary to summarize funding sources on support levels and sources to submit to the Provincial People's Council for consideration. At the same time, it is recommended that the armed forces and mass organizations organize forces and undertake the task of implementing the construction of temporary and dilapidated houses with a high spirit and responsibility to complete the set goals.

Concluding the meeting, Provincial Party Secretary Nguyen Long Hai emphasized the importance of eliminating temporary and dilapidated houses in the coming time and the determination to mobilize the entire political system to join in the implementation.
For housing for poor and near-poor households, it is proposed to complete 2,880 houses by August 30, 2025, exceeding the target that the province registered with the central government by 500 houses. For housing for meritorious people, it is proposed to review the data because it is not yet guaranteed, but it must be completed soon, not to be delayed compared to other subjects.
To complete the goal of eliminating temporary and dilapidated houses, it is recommended to promptly develop an implementation plan, which identifies goals, solutions, and assigns specific tasks to each unit; agree on a written directive from the Provincial Party Committee to direct the implementation of the program to eliminate temporary and dilapidated houses; agree on the proposed support level.
When there are plans and directives, localities are required to mobilize the political system to review and direct the implementation of the program in a drastic and effective manner. Regarding the handling of land-related problems, it is recommended that the Party Committee of the Provincial People's Committee and the Party Delegation of the Provincial People's Council listen to the advisory agencies report on specific policies, thereby unifying the contents of the report to the Standing Committee of the Provincial Party Committee for comments to submit to the Provincial People's Council for consideration and decision.
Propose that the Provincial Vietnam Fatherland Front Committee coordinate with the Provincial People's Committee to clarify and be more specific about the number of houses to be repaired or newly built, the number of households with land and households without land.
Provincial Party Secretary Nguyen Long Hai agreed with the idea of having a working group to review the current land status to guide and promptly resolve land-related problems for the subjects; agreed to establish a working group to assist the Steering Committee.
