In the joy and excitement of preparing to welcome the new year 2025; today, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, summarize the first phase of the campaign to support housing construction for poor households, policy households, and households with housing difficulties and launch the second phase of support in the whole province. On this occasion, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I respectfully send to comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee; provincial leaders, delegates, distinguished guests, and all ethnic people in the province my warmest feelings and best wishes.

The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024 - 2025 is a major campaign with profound political, social and humane significance, widely launched by the Provincial Party Standing Committee throughout the province in conjunction with the emulation movement of the whole country joining hands to "eliminate temporary and dilapidated houses" and the call for "Millions of loving hearts - Thousands of happy homes" of the Presidium of the Central Committee of the Vietnam Fatherland Front; with the goal of striving by September 30, 2025, the whole province will have at least 5,000 poor households, policy households, and households with housing difficulties supported to repair and renovate their houses, to soon stabilize their lives. After 9 months of implementing the Campaign, all levels, sectors, the entire political system and the whole society have promoted the tradition of solidarity, the spirit of "mutual love and support", joined hands, contributed materially, labor, spirit and many other resources to support the construction and repair of houses for poor households, policy families, and households with housing difficulties, contributing to encouraging, motivating, inspiring and creating motivation for families to gradually improve their lives.
Thoroughly grasping the meaning of the Campaign, under the direct, regular and close guidance of the Provincial Party Committee Standing Committee; the efforts of Party committees at all levels, the government, the Fatherland Front, socio-political organizations; the positive response in terms of material, effort and spirit of organizations, individuals, business community, cadres, party members, civil servants, public employees, people of all walks of life, and philanthropists inside and outside the province, phase 1 of the Campaign has achieved very good results.
Localities in the province have promptly established Steering Committees and Mobilization Committees, assigning specific tasks to each member; at the same time, developing plans to implement the Campaign; stepping up propaganda and mobilizing organizations, individuals, business communities and people of all walks of life to agree and accompany the Party Committee and government in implementing the province's major policies. To date, the whole province has mobilized over 226 billion VND to support the repair and construction of houses for 4,226 households, reaching over 84% of the target set for the 2 years 2024 - 2025. The reception, management, allocation and use of support sources of the Campaign are carried out publicly, transparently, promptly, to the right subjects and in accordance with the provisions of law.
Along with mobilizing and supporting resources for housing construction, localities in the province have paid attention to reviewing poor households and households in difficult circumstances; encouraging and motivating children of families, clans, and communities to actively support livelihood creation and job creation for the poor, policy beneficiaries, and people in difficult circumstances, helping families "settle down", develop the economy, and stabilize their lives.
It can be affirmed that the Campaign to support housing construction for poor households, policy families, and households with housing difficulties in the province is a timely and correct policy of the Provincial Party Standing Committee, widely spread throughout society; is an important work, demonstrating the responsibility and morality of "Repaying gratitude", "Love others as you love yourself", bringing safe and happy homes to the poor, policy families, and people in difficult circumstances in the province, contributing to strengthening the people's trust in the Party and the State, mobilizing the strength of the entire political system and the whole society to successfully implement the goals and tasks of socio-economic development, improving the lives of the people in the province.
On behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I highly appreciate the efforts of all levels, sectors, and localities in the province; sincerely thank the noble gestures and kindness of cadres, party members, civil servants, public employees, people of all walks of life, philanthropists, and businesses inside and outside the province who have actively responded to the Campaign; warmly commend the collectives and individuals with many outstanding achievements in participating in the Campaign who were commended at today's conference.

In addition to the results achieved in phase 1, in reality, the number of households in need of housing support in the province is still very large. Through review, it is shown that there are still over 11,000 poor households, near-poor households, and people in difficult circumstances living in simple, temporary, dilapidated houses, often affected by natural disasters, storms, floods, landslides, especially in mountainous areas, difficult areas, while the State's resources are still limited, not enough to meet the funding needs to support housing construction for disadvantaged families in the whole province.
To promote the achieved results and continue to effectively implement the Campaign in phase 2, practically responding to the national movement to join hands in "eliminating temporary and dilapidated houses" according to Directive No. 42 dated November 9, 2024 of the Prime Minister; I request that Party committees at all levels, authorities, the Fatherland Front, and organizations in the province properly implement the following contents:
Firstly , step up propaganda, dissemination, and education to organizations, individuals, businesses, philanthropists, and all classes of people about the content, purpose, meaning, goals, humanity, and benevolence of the Campaign; effectively carry out the work of investigation, review, and grasp the number of poor households, policy households, and households with housing difficulties that need support in the area, ensuring accuracy and correct targets; mobilize all resources from society to the maximum, along with State resources to support housing construction for households to ensure the completion of the Campaign's goals.
Second, to implement openly, transparently, promptly, effectively and legally in receiving, managing, allocating and using the support and funding sources of the Campaign, absolutely not allowing negativity or waste to occur. The heads of Party committees, authorities, localities and units must promote the highest responsibility of setting an example, being pioneers, being exemplary, and decisively leading and directing with the spirit of "Cadres and Party members go first, the country follows"; carry out tasks proactively, positively, effectively, creatively, without formality, without waiting or relying on others.
Third, focus on leading, directing, and synchronously and effectively implementing policies and strategies on sustainable poverty reduction, especially programs, projects, and plans to support housing for poor households, near-poor households, ethnic minorities, and mountainous areas, using support sources from the State budget to coordinate, integrate, and effectively use with socialized resources from the Campaign to ensure compliance with regulations and meet the set goals.
At this important conference, I call on collectives, individuals, business communities, cadres, party members, people of all walks of life, Thanh Hoa compatriots inside and outside the province, to continue to promote the fine traditions of the nation, with the spirit of "mutual love and affection", "the healthy leaves cover the torn leaves", with their benevolent hearts, "those with merit contribute their merit, those with wealth contribute their wealth, those with little contribute little, those with much contribute much", join hands with all levels, sectors and the entire political system to successfully carry out the Campaign, determined to eliminate "temporary houses, dilapidated houses" for people in the province; thereby adding spiritual motivation, contributing to building the homeland to be increasingly rich, civilized and prosperous - For the prosperous and happy life of the people.
