Lien Loc is a coastal commune of Hau Loc district. The commune completed the New Rural Development Program in 2018 and by February 2024, it had reached the "finish line" of the Advanced New Rural Development Program. The "sweet fruit" of New Rural Development has changed the poor countryside of Lien Loc, promoted socio-economic development, and improved the material and spiritual life of the people in a sustainable manner.

The commune has assigned tasks to political and social organizations to coordinate implementation. Lien Loc commune has established a steering committee; built an action program for implementation, assigned members of the Standing Committee, Executive Committee, branches, organizations, cadres, civil servants in charge and guided the villages to organize implementation. At the same time, the Party Committee and the government, based on the actual conditions of the locality, develop specific projects and plans for each year.

Through many effective propaganda measures, people of all walks of life are deeply aware of the New Rural Development Program as a major policy of the Party and State on agriculture, farmers and rural areas. The commune has also implemented a policy of diversifying capital sources in infrastructure construction projects, calling for investment support from businesses, contributions from the people, and children of the homeland working in and outside the province to join hands and unite in building advanced New Rural Development. From there, the strength of great national unity has been promoted in building Lien Loc advanced New Rural Development commune.

From 2018-2023, with the support budget of the State and locality, mobilize businesses, people and children living far from home to contribute a total capital of more than 330.18 billion VND, of which the central and provincial budgets account for 7.58%, the district budget 2.09%, the commune budget 9.54%, the remaining capital is contributed by the people and self-investment. Up to now, the commune has completed construction items such as electricity systems, roads, irrigation... to serve the requirements of socio-economic development and people's livelihood.

With the viewpoint that sustainable new rural development must be associated with production development, income increase, and improvement of the material and spiritual life of the people, Lien Loc commune has focused on leading and directing production development, labor restructuring, land conversion, crop and livestock restructuring; developing farms and family farms. Focusing on scientific and technical training for people, applying synchronous mechanization to production. Converting the land area of 2 rice crops to growing commercial crops such as chili for export, sweet corn, potatoes, etc. associated with linkages and joint ventures with enterprises consuming products for the people. The agricultural service cooperative, as the "midwife" of farmers, has coordinated with related units to organize training and transfer of science and technology to people. Many models of linking production enterprises with the consumption of key agricultural products have been formed. In 2023, the total income from cultivation of the commune reached 43.95 billion VND.

Lien Loc commune currently has 3 farms, 49 households and concentrated livestock and poultry farms, with an annual income value from livestock farming of over 45.7 billion VND. In particular, a number of separate crop and livestock farming models have been formed and expanded on a relatively large scale, typically the integrated livestock farming models of the families of Mr. Nguyen Hoai Chau, Nguyen Ngoc Ha, Nguyen Quyet Tien... with an income of 150 - 200 million VND/year/model, creating regular jobs for many workers with a stable income of 5 to 6 million VND/person/month.

The production scale of enterprises in the commune continues to expand and create jobs and regular income for many workers in the area. Industry, handicrafts, and services have developed significantly, many industries such as trading services, carpentry, mechanics, welding, transportation, etc. have been facilitated by the commune to develop. Currently, Lien Loc commune has 13 operating enterprises, an increase of 10 enterprises compared to 2018. Along with that, there are 63 effective service business households, attracting hundreds of workers with stable jobs, contributing to the commune's shift in the structure of agricultural labor, decreasing annually by 5-7%, and increasing industrial - construction and service labor.

From the forms of production organization, reasonable structure and mobilized contributions, the annual economic growth rate of the commune has reached 13%; the current average income per capita reaches 62.3 million VND/year, an increase of 27.1 million VND compared to 2018; the multidimensional poverty rate has decreased to 1.44% (down 1.29% compared to 2018).

Along with investing in infrastructure for production development, the commune has focused on building cultural facilities to improve the spiritual life of the people such as: Cultural houses and office areas, cultural - sports centers that meet standards, with entertainment and sports areas for the elderly and children... In the field of education and training, 3 schools in Lien Loc commune are: Kindergarten recognized as a national standard school level 1; Primary school recognized as a national standard school level II; Secondary school recognized as a national standard school level I. In general, the infrastructure works of health, culture, education, environment... basically ensure the essential conditions for the socio-economic development of the locality.

The success in building advanced NTM has truly changed the local socio-economic situation, people's awareness has been significantly raised, people are more conscious in environmental protection. The infrastructure system has been invested relatively synchronously to serve production and people's livelihood development. Many effective production models have been formed, contributing positively to socio-economic development. People's lives have been significantly improved, the number of well-off and rich households is increasing. The political system is increasingly strong, security, order and social safety are stable. In the coming time, Lien Loc commune will continue to mobilize the strength of the entire people, strive to overcome difficulties, focus on improving the criteria of advanced rural areas, develop production, improve the quality of material and spiritual life for the people, build a model rural commune, develop Lien Loc homeland to become increasingly rich, make the rural areas civilized, imbued with national identity.
