On January 7, Vice Chairman of Hanoi People's Committee Ha Minh Hai issued an official dispatch on launching a campaign to promote, mobilize and encourage people who are entitled to social security policies to register for accounts to make cashless payments.
Accordingly, the City People's Committee launched a peak month throughout the city to focus on propaganda, mobilization, and encouragement for people who are eligible for social security policies to register for accounts to make cashless payments, especially focusing on making social security policy payments during the 2024 Lunar New Year.
In which, it is determined to ensure that 100% of people who have accounts and want to pay via accounts during the Lunar New Year can make payments via accounts. Encourage, mobilize, and propagate for people who are entitled to social security who want to pay via accounts and support account registration.
For disadvantaged cases, those who have many difficulties or are unable to transact or receive subsidies through their accounts, develop support plans and methods appropriate to the characteristics of the situation and needs of the people.
Vice Chairman of Hanoi People's Committee Ha Minh Hai directed the implementation to ensure the principle of not affecting the legitimate rights and interests of the people, and to be simple and convenient.
Assign the City Police to base on the temporary guidance on implementing non-cash social security payments, direct the commune-level police force to coordinate with grassroots labor, invalids and social affairs officers to focus on propaganda, mobilization, and encouragement for people who are entitled to social security policies to register for accounts. Strive for the goal of 100% of people entitled to social security policies to register for accounts.
In case a citizen does not need to register an account, there must be confirmation from the citizen and specific reasons for not registering an account.
Steps to follow
Step 1: The Department of Labor, Invalids and Social Affairs proactively coordinates with People's Committees at all levels to review and classify the list of cases receiving social security policies (ASXH) including: Social protection; Meritorious people; Poor households; Near-poor households; other cases to transfer to the Commune-level Police to compare, clean and update information of ASXH beneficiaries into the software on the National Population Database platform. Complete before January 9, 2024.
Step 2: Commune-level police/Regional police base on the list of social security cases in the area to advise the Commune-level People's Committee to direct Project Team 06 at the commune level (in which, the commune-level police/Regional police are the core and the Labor, War Invalids and Social Affairs officers go to the house according to the address provided by the Police agency) to survey, verify information and promote the implementation of payment through accounts for people who are eligible for social security policies. Completed on January 10, 2024.
Step 3: The commune-level working group visits the address of the people who are entitled to social security policies and uses a set of survey questions to classify groups of social security policy cases who want to receive benefits through accounts or without using accounts, register and open a bank account. Complete before January 15, 2024.
Step 4: The commune-level working group classifies and lists the types of cases. To be completed by January 15, 2024.
Step 5: Commune-level police/Regional police update and synchronize account numbers and bank names into the social insurance software; at the same time, transfer the list of social insurance cases to the Department of Labor, Invalids and Social Affairs for payment according to current procedures. Completed on January 16, 2024.
