Instructions for selecting contractors to overcome the consequences of storm No. 3 and floods after the storm

Ministries, sectors and localities can apply the shortened bidding process for bidding packages that need to be implemented to immediately remedy or promptly handle the consequences of storm No. 3 and post-storm floods.

This is one of the contents in Official Dispatch No. 7381/BKHĐT-QLĐT recently sent by the Ministry of Planning and Investment to ministries, branches and People's Committees of provinces and centrally-run cities affected by storm No. 3 and floods after the storm.

According to the Ministry of Planning and Investment, ministries, branches and localities in the areas affected by storms and floods need to proactively apply the most appropriate form of contractor selection to ensure that the selection of contractors is carried out quickly and effectively, meeting the requirements of immediate recovery or timely handling of the consequences caused by storm No. 3 and the floods after the storm.

Ministries, branches and localities urgently review and count the damage and consequences caused by storm No. 3 and the floods after the storm, synthesize and forecast the demand for goods, materials, equipment and necessary facilities to be purchased to serve the work of overcoming the consequences to quickly stabilize people's lives and production and business activities.

Apply the shortened bidding process prescribed in Clause 2, Article 78 of Decree No. 24/2024/ND-CP to bidding packages that need to be implemented immediately in the cases prescribed in Points a, b and c, Clause 1, Article 23 of the Law on Bidding such as: handling dike breaches, dike reinforcement, handling riverbank and coastal landslides in vulnerable areas; repairing and maintaining bridges and roads; handling works at risk of losing load-bearing safety; supporting, transporting, and purchasing food for famine relief and rescue; purchasing medicines, chemicals, testing supplies, medical equipment, etc.

The Ministry of Planning and Investment noted that ministries, branches and localities should urgently identify and assign capable and experienced contractors to immediately implement bidding packages to overcome the consequences of storm No. 3 and post-storm floods; speed up the completion of the simplified bidding procedure; do not have to approve the contractor selection plan; do not have to prepare request documents; do not require contractors to submit proposal documents for evaluation.

The determination of the bid package price must comply with the provisions of Article 16 of Decree No. 24/2024/ND-CP. The results of the bid designation must be made public on the National Bidding Network, ensuring publicity and transparency.

The Ministry of Planning and Investment requested the Ministry of Health to promptly provide guidance on the purchase of medicines, chemicals, testing supplies, medical equipment and other goods that need to be purchased immediately to serve the work of medical examination, treatment and disease prevention in areas affected by Storm No. 3 and post-storm floods, ensuring people's health and lives, and preventing disease outbreaks after storms and floods.

The Ministry of Education and Training is requested to direct and guide localities and educational institutions in reviewing the current status of facilities to implement purchases to ensure conditions for students to return to school as soon as possible after floods.

“In case of difficulties or problems in the process of selecting contractors to implement bidding packages to immediately overcome or promptly handle the consequences caused by storm No. 3 and the floods after the storm, ministries, branches and localities are requested to promptly report to the Ministry of Planning and Investment for guidance,” Official Dispatch No. 7381 stated.
