The draft decree detailing a number of articles of the Housing Law on renovation and reconstruction of apartment buildings consists of 8 chapters and 48 articles; the draft decree on development and management of social housing consists of 7 chapters and 78 articles; and the draft decree detailing a number of articles of the Housing Law consists of 13 chapters and 95 articles. These are drafts drafted by the Ministry of Construction, with regulations on selecting construction investors; determining selling prices, rental prices, and purchasing prices of social housing; incentive mechanisms, agreements on transferring land use rights for investment in construction and renovation of apartment buildings; documents proving subjects and conditions for housing ownership; management responsibilities of State agencies, settlement of housing disputes on public property, etc. The meeting listened to experts, leaders of ministries, central and local departments and branches exchange, discuss, and contribute opinions on the drafts; at the same time, propose additional regulations suitable to reality.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the proactiveness of the authorities in coordinating the development of the draft contents as well as the practical contributions of the delegates attending the meeting. In order to create synchronization and unity in implementation when the draft laws are issued, the Deputy Prime Minister requested the Ministry of Construction to focus on reviewing, researching and editing the draft decrees appropriately, especially demonstrating the role of the State in planning and developing housing in a stable and long-term manner as well as ensuring humanity in implementing support policies. Focus on building simple procedures for purchasing, leasing and renting social housing; legal regulations on bidding, assessing the capacity, experience, finance of investors, and capital mobilization ability, etc.
