Vietnam - Cambodia Customs Cooperation: Basically Meets the Requirements for Improving the Efficiency of State Management of Customs

(PLVN) - Leaders of the Customs agencies of Vietnam and Cambodia both said that the cooperation and mutual support activities between the two Customs agencies over the past many years have basically met the requirements of improving the effectiveness of state management of customs of both sides.


Actively support each other

Recently, in Hanoi , the Vietnam - Cambodia Customs Directors General Conference was held, organized by Vietnam Customs.

Speaking at the Conference, on behalf of Vietnam Customs, Director General Nguyen Van Tho happily and warmly welcomed the Minister accompanying the Prime Minister - Director General of Cambodia Customs and Excise Kun Nhem and the high-ranking delegation of Cambodia Customs to visit, work and hold talks with Vietnam Customs.

Over the years, the special friendship between Vietnam and Cambodia has been built, maintained, preserved, and developed in cooperation between the two Customs agencies, and the cooperation has become increasingly substantive and practical, facilitating economic , trade, investment, and travel exchanges between the people of the two countries. "Vietnam Customs always respects, preserves, and is interested in further developing this special relationship," General Director Nguyen Van Tho emphasized.

According to the assessment, since the Vietnam - Cambodia Customs Directors General Conference on November 15, 2022 in Cambodia, the two sides have promptly shared and provided information through contact points at all levels, at annual meetings between all levels on changes in policies, customs procedures, trade policies or import-export (XNK) of each side to coordinate and facilitate border trade activities. Customs agencies along the common border of the two countries have actively supported each other to promptly remove difficulties and obstacles, create favorable, smooth and quick conditions for customs clearance of goods and means of transport, and avoid congestion and backlog of goods at border gates.

In particular, on November 4, 2024, Vietnam Customs coordinated with Vietnamese authorities to facilitate customs clearance for vehicles, equipment, and charity money related to the Kathina Ceremony into Vietnam to be donated to a number of pagodas in Vietnam.

It can be said that in recent times, Vietnam Customs and Cambodia Customs have coordinated well, consulted and exchanged information in multilateral forums. Especially within the framework of ASEAN, the two countries have fulfilled their commitments within ASEAN with the aim of accelerating intra-ASEAN integration according to the commitments of the leaders.

Sharing with pride, Mr. Kun Nhem said that in recent times, Cambodian Customs has achieved many positive results in all aspects of work. To achieve these results, Mr. Kun Nhem said that the exchange, sharing and support in professional activities of Vietnam Customs in recent times have brought many useful results to Cambodian Customs.

Strengthen and further develop cooperative relationships

At the Conference, the leaders of both sides agreed that the cooperation and mutual support activities between the two Customs agencies over the past many years have basically met the requirements of improving the effectiveness of state management of customs of both sides. At the same time, the friendly cooperation relationship has ensured the implementation of international commitments to which both sides are members as well as contributed to enhancing mutual understanding and tightening the good cooperative relationship between the Customs agencies of the two countries.

In order to further strengthen and develop the cooperative and mutual support relationship towards the goal of facilitating and ensuring security for Vietnam - Cambodia trade, on behalf of Vietnam Customs and Cambodia Customs, Director General Nguyen Van Tho and the Minister accompanying the Prime Minister - Director General Kun Nhem agreed to approve the cooperation plan in 2025.

Accordingly, the two sides will increase exchanges and regularly update information on goods, smuggling routes, trade fraud, intellectual property violations and methods of operation of criminal organizations, effectively using information channels through contact points at all levels to promptly notify about arising incidents.

At the same time, the two sides will actively coordinate with the competent authorities of each side to provide a list of subjects capable of carrying and illegally transporting drugs across the border gates to have measures to manage, prevent, stop and arrest according to regulations (if any). The two sides will closely coordinate in controlling transit goods, import and export goods transported on barges, especially goods contained in containers to prevent risks of smuggling, import and export of prohibited goods, and transporting drugs across the border; strengthen propaganda activities so that people of each side clearly understand the harmful effects of smuggling, trade fraud, and intellectual property violations on the economy, society and national security, and actively participate in denouncing crimes.

The leaders of Vietnam Customs requested that Cambodia Customs unify the licensing of customs clearance for Vietnamese export goods to Cambodia and take measures to handle customs clearance procedures more quickly; assign a focal point to coordinate with Vietnam Customs when Vietnam Customs implements the Digital Border Gate Project applicable to international land and river border gates. In particular, it requested that Cambodia Customs recommend that competent Cambodian authorities grant licenses according to regulations for Cambodian means of transport entering Vietnam for non-commercial purposes...
