Attending the meeting at Thai Binh bridge were comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control (PCTT) and Search and Rescue (TKCN); Colonel Nguyen Ngoc Tue, Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command; Pham Van Nghiem, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
According to the latest information from the National Center for Hydro-Meteorological Forecasting, the center of storm No. 3 is located in the sea area of Quang Ninh - Hai Phong. The center of the storm is between Hai Phong and Quang Ninh; in which, the key areas are Quang Yen, Bai Chay, Cat Ba, Ha Long of Quang Ninh province; An Lao, Tien Lang, Hai An, Do Son of Hai Phong city. The strongest wind in the center of the storm is level 13 (134 - 149km/h), gusting to level 16. The coastal waters from Quang Ninh to Thanh Hoa have strong winds of level 6 - 7, then increasing to level 8 - 9, the area near the center of the storm is level 10 - 12, gusting to level 14; the sea is very rough.
Speaking at the meeting, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control, reported on the situation of response to storm No. 3 in Thai Binh.

Accordingly, Thai Binh province has mobilized a total of about 15,000 people on duty from the night of September 6 until now. Of which, 100% of the armed forces are more than 9,000 people (not including the forces of Military Region 3); military agencies are about 6,000 people. Starting from the early morning of September 7, the province has had moderate rain, heavy rain, and very heavy rain in some places. At 11:00 a.m., at Ba Lat Hydrological Station, the wind started to strengthen to level 9, level 10, gusting to level 11; at Thai Binh Meteorological Station, the wind was strong at level 7, gusting to level 9; natural disaster risk level 3.
In the province, there are 995 ships and boats with nearly 3,000 workers working at sea; over 1,200 workers guarding clam beds; over 1,600 workers in coastal aquaculture; nearly 8,000 households with over 19,000 people living in weak houses. By the morning of September 7, all ships, boats and workers at sea had entered safe shelters; workers at clam watchtowers, aquaculture ponds and seafood farms inside and outside the dike were evacuated to safe places. At 37 key vulnerable points of dikes, embankments and sluices in the province; of which, there are 8 key points on river estuaries and sea dykes, protection plans have been developed, approved and assigned to localities to proactively prepare human resources, materials and means according to the "4 on-site" motto, ready to deploy and handle when requested or when incidents occur.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha acknowledged the efforts of ministries, branches and localities in implementing solutions to respond to storm No. 3.
Emphasizing that storm No. 3 is very strong, with a large area of influence, after entering the Quang Ninh - Hai Phong sea area, the storm level remains the same, the Deputy Prime Minister requested ministries, branches and localities to continue to maintain vigilance, high concentration; closely monitor and promptly handle vulnerable sea and river dykes, and if necessary, immediately report to the Forward Command Center to mobilize additional support forces.
Coastal localities must maintain road closures and limit people from leaving their homes until after 8 p.m. to minimize damage to people's health and lives caused by fallen trees and the loss of roofs and collapse of small buildings. Regional hydrometeorological agencies and hydrometeorological stations must do a good job of warning of the risk of flash floods to each village in mountainous areas with rugged terrain and steep slopes.
Ministries and sectors must immediately review the flood discharge operation procedures of reservoirs to avoid overlapping floods due to heavy rain from post-storm circulation.
The Deputy Prime Minister also noted that it is necessary to maintain good communication channels between the Forward Command Center, ministries, branches, authorities at all levels and forces to promptly direct the deployment of forces and means to respond promptly to situations that arise.
