Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

At the meeting, delegates will discuss the contents of the medium-term public investment plan for the period 2026-2030 in the province; difficulties in building unit prices and compensation levels for damage to crops and livestock when the State acquires land in Tuyen Quang province; the plan to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas of Tuyen Quang province for the period 2021-2025 and a number of other important contents.

According to the draft Medium-term Public Investment Plan for the period 2026-2030, Tuyen Quang province, the goal of planning medium-term public investment for the period 2026-2030 is to maximize and effectively use development investment capital sources, invest in essential economic and social infrastructure systems, serving the implementation of the goals and targets of the 10-year Socio-Economic Development Strategy for the period 2021-2030 and the expected 5-year Socio-Economic Development Plan for the period 2026-2030 of the province.

Public investment capital is focused on key areas to implement major tasks, accelerate progress, and complete synchronous and modern infrastructure. Priority is given to allocating capital to national target programs, important national projects, highway projects, connectivity projects, projects with inter-regional impacts, projects that promote rapid and sustainable socio-economic development, programs, tasks, and projects on national defense, security, justice, science and technology, innovation, digital transformation, education, training of high-quality human resources, protecting and taking care of people's health, adapting to climate change, ensuring water security, and green transformation according to approved sectoral and field plans.

Comrade Van Dinh Thao, Member of the Provincial Party Standing Committee, Director of the Department of Planning and Investment spoke at the meeting.

At the same time, continue to prioritize public investment capital from the state budget for infrastructure construction in ethnic minority areas, areas frequently affected by natural disasters, storms, floods, climate change, droughts, especially difficult socio-economic conditions, and dynamic economic regions and growth poles.

Accordingly, the expected demand for public investment plan from the state budget for the period 2026-2030 is over 55,248 billion VND (excluding national target programs). Of which: Local budget capital is 21,695.09 billion VND, central budget capital is 33,553.461 billion VND.

Speaking at the meeting, leaders of the Provincial People's Committee, departments and branches discussed and proposed investment in a number of projects in the 2026-2030 period to develop the local socio-economy.

Concluding the content of the Medium-term Public Investment Plan for the period 2026-2030, Tuyen Quang province, Chairman of the Provincial People's Committee Nguyen Van Son emphasized that sectors and localities need to comply with strategic plans, adhere to allocation criteria, capital plans, arrange priority targets, and speed up the progress of target and key programs.

For newly started projects, he suggested focusing on developing transport infrastructure, first of all, maximizing the use of the Tuyen Quang - Ha Giang expressway intersections to create development space. At the same time, focus on investing in connecting routes with inter-regional localities to promote the potential advantages of each locality for development. He also pointed out a number of contents related to the issue of investing in cultural, social, irrigation works, etc.

Regarding the difficulty in establishing unit prices and compensation levels for crop and livestock damage when the State reclaims land in Tuyen Quang province, Chairman of the Provincial People's Committee Nguyen Van Son requested the Department of Agriculture and Rural Development to closely coordinate with the Department of Justice to provide specific and accurate unit prices in accordance with legal regulations. On this issue, members of the Provincial People's Committee agreed with the proposed contents.

Regarding the content of the plan to implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas of Tuyen Quang Province for the period 2021-2025, regarding this content, members of the Provincial People's Committee agreed with the proposal of the Ethnic Committee proposed at the meeting.
