BTO-On the afternoon of October 13, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Bank for Social Policies (BSP) - Nguyen Minh chaired the meeting of the Board of Directors for the third quarter and developed the direction and tasks for the fourth quarter of 2023. Also attending the meeting were members of the Board of Directors and the Board of Directors of the Provincial Bank for Social Policies.
At the meeting, Ms. Vo Thi Minh Thao - Director of the Provincial Bank for Social Policies quickly reported on the results of the implementation of tasks in the third quarter of 2023. Accordingly, in the quarter, the Provincial Bank for Social Policies Branch proactively followed the direction of the General Director of the Bank for Social Policies, the Provincial People's Committee, Resolution No. 2874/NQ-BDD dated August 3, 2023 of the Board of Directors of the Provincial Bank for Social Policies on evaluating the results of the second quarter and the direction of tasks in the third quarter of 2023. Thereby, timely disbursement to meet the capital needs for production and business of poor households, near-poor households and other policy beneficiaries. Implementing Directive No. 40-CT/TW of the Secretariat, in the quarter, the local budget supplemented 62 billion VND, of which the provincial budget supplemented 60 billion VND and the Phan Thiet City budget supplemented 2 billion VND. In addition, the interest earned in the quarter supplemented the capital source of 2.1 billion VND.
Total capital implemented up to September 30, 2023, reached VND 4,322 billion, an increase of VND 402 billion (+10.25%) compared to the beginning of the year, an increase of VND 120 billion (+2.85%) compared to the previous quarter. Regarding lending, in the quarter, the whole province focused on disbursing VND 557 billion to nearly 24,000 poor households and other policy beneficiaries; debt collection turnover in the quarter reached VND 232 billion. Total outstanding debt of policy credit programs reached VND 4,314 billion with more than 110,000 poor households, near-poor households and policy beneficiaries with outstanding debt, an increase of VND 119 billion (+2.84%) compared to the previous quarter, an increase of VND 402 billion (+10.26%) compared to the beginning of the year, completing 86.74% of the assigned outstanding debt growth plan.
In addition, to continue to consolidate and improve the quality of policy credit, the VBSP has closely coordinated with entrusted socio-political organizations and local authorities to focus on implementing synchronous solutions to consolidate and improve the quality of operations and credit quality. At the same time, it has effectively implemented the work of urging, collecting, handling, managing debts, and preventing bad debts from arising during operations. In addition, the entrusted activities through socio-political organizations continue to be well implemented with 124 commune transaction points, 2.3 thousand savings and loan groups, ensuring safety, efficiency, and timely response to the borrowing needs of poor households and other policy beneficiaries.
However, the provincial People's Credit Fund also encountered some difficulties such as 425 borrowers leaving the locality with a debt of 11,201 million VND, a decrease of 103 cases/2,912 million VND compared to the beginning of the year; of which 397 cases had no specific information with a debt of 10,405 million VND, which greatly affected debt collection.
After listening to the members of the Representative Board discuss and propose some solutions to overcome difficulties, Vice Chairman of the Provincial People's Committee Nguyen Minh agreed on the proposed tasks and directions.
Accordingly, Mr. Nguyen Minh requested that in the fourth quarter of 2023, it is necessary to focus on disbursing credit programs, striving to complete the plan for outstanding loan growth of credit programs assigned by the Central and local governments. Closely coordinate with local authorities and socio-political organizations entrusted with reviewing loan subjects, strengthening inspection and supervision, ensuring publicity, transparency, correct beneficiaries, and proper use of capital. In particular, coordinate with the Provincial Police to implement Decision No. 22/2023/QD-TTg dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences. In addition, it is necessary to focus on implementing solutions to consolidate and improve credit quality, promptly handle due debts, and focus on recovering and reducing overdue debts compared to the beginning of the year. Regarding the Project to supplement provincial budget capital, the district level entrusts the VBSP to lend until 2030 according to Plan No. 2377/KH-UBND dated July 3, 2023 of the Provincial People's Committee, requesting the provincial VBSP to promptly complete, consult the Party Committee and submit to the Standing Committee of the Provincial Party Committee as soon as possible.
