The South China Morning Post quoted Hong Kong police today, February 24, saying that the suspect is a 56-year-old man who was arrested during a raid on Great George Street in Causeway Bay on the evening of February 23.

"According to initial investigations, the suspect put the liquid in a small tube, carried it around, then poured it into his palm before quickly approaching the victim from behind," said Senior Inspector Yee Hiu-yin of the Mong Kok District Crime Squad.

The man was arrested at the scene for public indecency and remains in custody pending further investigation. His clothing and the container of solution he was carrying were seized for examination.

The suspect's clothes and the tube containing the solution were confiscated pending examination.

Senior Inspector Leung Sin-yi of the Mong Kok district intelligence unit said the victims described the liquid as “odorless, but pale in colour and slightly warm”. Police are awaiting test results to determine exactly what the substance was.

Investigators added that the man was suspected of being a serial offender. Between January 20 and February 18, police received reports from nine women, aged 16 to 32, who said they had been splashed with warm liquid on their backs while walking around Mong Kok, according to Inspector Leung.

By the time they realized their clothes were stained, the perpetrator had fled. Some victims were attacked twice within an hour.

CCTV cameras were soon installed around Mong Kok to search for the culprit. Public indecency is a serious crime in Hong Kong, punishable by up to seven years in prison.
