More than 56,000 IELTS certificates issued illegally: Ministry of Education and Training accepts normal use

Accordingly, foreign language proficiency certificates issued by affiliated testing organizations, when meeting quality assurance conditions, will continue to be used normally according to the regulations of the Ministry of Education and Training on testing, enrollment and training, without affecting the rights of certificate holders.

In the coming time, the Department of Quality Management will coordinate with relevant agencies to continue to strengthen the inspection and supervision of the activities of units and organizations conducting training, joint training, organizing exams and granting foreign language certificates and promptly detect, handle or recommend handling of violations (if any), ensuring the legitimate rights of learners and test takers, in accordance with the provisions of law.

On the same morning, IDP Vietnam also officially announced that more than 56,000 IELTS certificates issued by this organization in Vietnam in 2022 were concluded by the Inspectorate of the Ministry of Education and Training to be illegal.

"IELTS is the world's most trusted and highly valued language test. We understand that the issue of the validity of IELTS certificates in 2022 is attracting media and candidate interest. We would like to confirm that certificates issued during this period are still recognized by more than 12,000 organizations worldwide.

We will continue to work closely with the Ministry of Education and Training as before to ensure compliance with all requirements of local management agencies at all levels," said an announcement from IDP Vietnam.

Inspectors discover IDP illegally issued 56,230 IELTS certificates

Previously, on May 8, the Inspectorate of the Ministry of Education and Training announced the conclusion of the inspection of the joint organization of exams and granting of foreign language proficiency certificates in Vietnam for IDP Vietnam Education Company Limited (address: District 3, Ho Chi Minh City).

In conclusion, from January 1, 2022 to September 9, 2022, IDP Company has not been licensed to cooperate in organizing foreign language proficiency certification exams according to the provisions of Articles 21, 22 and 23 of Decree 86/2018/NDCP. However, the company has cooperated in organizing 458 foreign language proficiency certification exams with a total of 46,643 certificates.

From September 10, 2022 to November 16, 2022, the company was not allowed to organize joint exams to grant foreign language proficiency certificates in Vietnam according to Circular No. 11/2022/TT-BGDDT, but organized 97 exams and granted 9,587 certificates.

From November 17, 2022 to December 31, 2022, at this time IDP Company has been allowed to associate, the company has decided to establish two examination councils in Hanoi, Ho Chi Minh City, Da Nang and has issued 9,923 certificates.

Thus, IDP Company organized exams and issued 56,230 certificates before the time the company was allowed to cooperate by the Ministry of Education and Training.
