In the morning, the National Assembly voted to pass: Law on Electronic Transactions (amended); Resolution on assigning the list and capital level for tasks and projects under the Socio-Economic Recovery and Development Program; assigning, adjusting and supplementing the medium-term public investment plan of central budget capital for the period 2021-2025 and allocating the central budget capital investment plan in 2023 of the national target program.

Afterwards, the National Assembly discussed in the hall the draft Law on Telecommunications (amended).

Afternoon: The National Assembly voted to pass: Resolution on the establishment of the National Assembly's Thematic Supervision Delegation in 2024; Law amending and supplementing a number of articles of the Law on People's Public Security.

After that, the National Assembly discussed in the hall the draft Law on Citizen Identification (amended).

* Yesterday, Wednesday, June 21, 2023, the National Assembly continued the 20th working day of the 5th Session at the National Assembly House, chaired by National Assembly Chairman Vuong Dinh Hue. The session was broadcast live on Vietnam National Assembly Television.

The National Assembly spent the whole day working in the hall, discussing the draft Land Law (amended) under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai.

At the discussion session, 56 delegates spoke and 6 delegates debated, in which the majority of delegates assessed that the organization of collecting public opinions on the draft Land Law (amended) was organized thoughtfully and effectively; the drafting agency had researched, synthesized, absorbed, and seriously explained; the delegates also basically agreed with many contents in the Verification Report of the National Assembly's Economic Committee.

In addition, delegates focused on discussing: The feasibility of regulations to fully institutionalize the Party's viewpoints and policies on land management and use, especially the 8 key groups of issues raised in Resolution No. 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country"; consistency and unity with other laws; the suitability and feasibility of regulations on planning, land use plans, land allocation, land lease, land use purpose conversion, compensation, support, resettlement, land recovery for national defense, security, socio-economic development for national and public interests; land price determination mechanism; land financial mechanisms and policies;

Mechanisms and policies on land recovery for socio-economic development for national and public interests; self-negotiation mechanism between people and enterprises in transferring land use rights; principles and policies on compensation, support and resettlement; regulations on land prices; forms of land allocation and land lease; land allocation without land use fee collection, land allocation with land use fee collection, land lease with one-time payment for the entire lease term, land lease with annual payment;

Legal regulations related to the real estate market, including the land use rights market; mechanisms and policies on land use regimes, on management and use of agricultural land, management and use of multi-purpose land, land for ethnic minorities, land for religious activities, land for educational purposes, etc.

At the end of the discussion session, Minister of Natural Resources and Environment Dang Quoc Khanh explained and clarified a number of issues raised by National Assembly deputies.

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the National Assembly highly appreciated the sense of responsibility of the Vietnam Fatherland Front, the Government, the agency in charge of the review, the agency in charge of the drafting and relevant agencies, the close direction of the Chairman of the National Assembly and the National Assembly Standing Committee in collecting public opinions and absorbing and revising the draft law.

The National Assembly acknowledges, commends and respectfully thanks all classes of people at home and abroad, experts and scientists who have paid attention, invested time and effort, and contributed many important opinions to the draft Law on Land (amended); at the same time, it hopes that the people, experts and scientists will continue to contribute opinions to perfect the draft law, ensuring quality and feasibility when the law comes into effect.
