At the Conference, the 13th Party Central Committee and the Central Committee will discuss and give concluding comments on the following issues: Socio-economic situation, state budget in 2023, plan for 2024; 3-year state budget-finance plan for 2024-2026 and roadmap for implementing the new salary regime; summarize 10 years of implementing Resolution 5 of the 11th Party Central Committee on a number of social policy issues for the 2012-2020 period; summarize 20 years of implementing Resolution 7 of the 9th Party Central Committee on promoting the strength of great national unity for a rich people, a strong country, a fair, democratic and civilized society; summarize 15 years of implementing Resolution 7 of the 10th Party Central Committee on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country; summarize 10 years of implementing Resolution 8 of the 11th Party Central Committee on the Strategy for protecting the Fatherland in the new situation; planning of the 14th Party Central Committee and some other important issues.

Speaking at the opening of the Conference, General Secretary Nguyen Phu Trong emphasized that this Central Conference considered and decided many important, complicated, and sensitive issues, which are of great significance to the completion of the political tasks of the 13th Central Executive Committee from now until the end of the term.
The Central Committee's consideration and comments on socio-economic issues and the state budget for 2023-2024 are set in the context of the world situation continuing to have many rapid, complex, unpredictable, unprecedented changes, with more difficulties and challenges than opportunities, advantages and forecasts, which have negatively and severely affected the implementation of our country's socio-economic development goals and tasks.
General Secretary Nguyen Phu Trong requested the Central Committee to carefully study the Submission and Reports of the Government Party Committee, focusing on discussing and analyzing in depth the outstanding features of 2023, clarifying the achieved results, remaining limitations and weaknesses, difficulties and obstacles to be resolved, and challenges to be overcome. At the same time, point out the objective and subjective causes and lessons learned; forecast the upcoming possibilities and situations, first of all from now until the end of 2023 and 2024 in a truly objective and comprehensive spirit.
The General Secretary noted the difficulties and limitations that have been and will be faced, such as: The macroeconomic stability is not yet solid due to pressure from foreign markets. The financial - monetary, real estate, securities and corporate bond markets are still difficult and have potential risks. Production and business activities and the lives of workers in many fields are facing difficulties. The resilience of enterprises has been eroded after the COVID-19 pandemic. Some mechanisms, policies and legal regulations have been slow to be supplemented, amended, completed or have not been strictly implemented. A number of officials are afraid of responsibility, afraid of making mistakes, shirking responsibility, and avoiding solving work under their authority. The security, order and social safety situation in some areas is still potentially complicated...; Clearly and correctly identify development viewpoints, guiding thoughts, general goals, some basic and important targets and main tasks and solutions for the remaining months of 2023 and for 2024; including the necessity and correctness of implementing the new salary regime from July 1, 2024.

Regarding the summary of 10 years of implementing the Resolution of the 11th Central Committee, Session 5, on a number of social policy issues, the General Secretary stated that over the past 10 years, our country has developed and achieved many important results and achievements, increasingly demonstrating the superiority of our regime. The economy, culture and society have developed more stably and harmoniously. The material and spiritual life of people in all regions of the country has been improved. Vietnam is a leading country in poverty reduction, implementing the Millennium Development Goals and the United Nations Sustainable Development Goals. Social policies have been constantly improved, gradually improving the quality and level of support, expanding coverage in a fair and progressive direction, approaching international standards, basically ensuring people's social security according to the provisions of the Constitution; implementing well the preferential and honoring policies for people with meritorious services. The labor market institution has been gradually improved. Employment for workers is basically guaranteed. The health, education, social security and assistance systems continue to be improved and expanded. The scale, capacity and quality of basic and essential social services have been improved. The work of protecting, caring for and improving people's health has been increasingly improved. Resources for implementing social policies have been given priority investment by the State, associated with promoting socialization and attracting the participation of the whole society...
To achieve the goals and tasks set out by the 13th National Party Congress, General Secretary Nguyen Phu Trong requested that the Central Committee focus on discussing and clarifying, creating high consensus on the assessment, assessment of the situation, causes and lessons learned; the necessity and correctness of issuing a new Resolution of the Central Committee on this particularly important issue. From there, analyze and forecast scientifically the new situational context, new requirements and tasks; clearly identify viewpoints, guiding thoughts, goals, tasks and main solutions to continue to innovate, improve the quality and effectiveness of social policies to better meet the people's legitimate demands and aspirations in the new period.
Regarding the summary of 20 years of implementing the Resolution of the 9th Central Committee on promoting the strength of great national unity, General Secretary Nguyen Phu Trong requested the Central Committee and delegates attending the Conference to study carefully, contribute many specific opinions, close to the situation and give opinions on the necessity and correctness of issuing a new Resolution and the main contents of the draft Resolution on "Continuing to promote the tradition of great national unity, building our country to be increasingly rich, prosperous, civilized and happy".
Regarding building a contingent of intellectuals to meet the requirements of the new development period, General Secretary Nguyen Phu Trong emphasized that in every era and in any country, the contingent of intellectuals is always the core force in creating and disseminating knowledge, with a particularly important position and role in promoting the development of society, creating the strength of each country and nation.
The General Secretary proposed that the Central Committee focus on discussing and giving opinions on objective and comprehensive assessments of the implementation of Resolution 7 of the 10th Central Committee on building a contingent of intellectuals, thereby proposing viewpoints, guiding thoughts and goals, tasks and key solutions to continue promoting the building of a contingent of intellectuals; paying attention to inheriting the remaining valuable contents of Resolution 7 of the 10th Central Committee, supplementing and developing new contents suitable for the new period.

Regarding the summary of 10 years of implementing the Resolution of the 8th Central Committee, Session XI, on the Strategy for National Defense in the new situation, the General Secretary stated that summarizing 10 years of implementing this important Resolution is a necessary task for the Central Committee to analyze and evaluate the situation comprehensively, deeply, and systematically, and to propose correct and appropriate policies, strategies, and measures to meet the requirements of building and defending the Fatherland in the context of the world and regional situation that has had and is having many new, complicated, and unpredictable developments.
The General Secretary suggested that it is necessary to thoroughly analyze the domestic and international situation, clearly see the profound changes, complex and unpredictable developments and forecast the development trends in the coming time in order to promptly supplement and develop a number of viewpoints and guiding thoughts, and adjust a number of key tasks and solutions to suit the new situation. The Central Committee needs to focus on clarifying the advantages and opportunities that need to be grasped, the difficulties and challenges that need to be overcome in order to proactively protect the independence, sovereignty, unity and territorial integrity of the Fatherland from early on, from afar, in all situations; protect the Party, the State, the people and the Socialist Regime; protect the national and ethnic interests; protect political security, social order and safety and the advanced Vietnamese culture imbued with national identity; maintain political stability and a peaceful environment for the country's development in the direction of socialism. From there, give comments and suggestions to complete the draft of the new Resolution of the Central Committee on the Strategy to protect the Fatherland in the new situation.

Regarding the planning of the 14th Central Executive Committee, General Secretary Nguyen Phu Trong emphasized that President Ho Chi Minh once said: "Cadres are the root of all work". Following Uncle Ho's teachings, our Party has long determined that: Cadres, especially strategic-level cadres, are the decisive factor in the success or failure of the revolution, closely linked to the fate of the Party, the country and the regime. Cadre work is considered a key step in the entire Party building work. In cadre work, cadre planning is the first step, of great significance, and is the basis for doing well the work of training, fostering, mobilizing, appointing and using cadres.
Based on the special significance and importance of strategic-level personnel planning, on July 7, 2023, based on the working regulations and Regulation No. 50-QD/TW dated December 27, 2021 of the Politburo on personnel planning, the Politburo issued Plan No. 17-KH/TW on planning the Party Central Committee, Politburo, and Secretariat for the 14th term, 2026 - 2031; which clearly defines the viewpoints, principles, purposes, requirements, standards, quantity and structure, subjects and ages, the process of introducing and approving the planning and personnel records, the number of discovered and introduced into the planning...
General Secretary Nguyen Phu Trong requested the Central Committee to promote a high sense of responsibility, be truly objective and impartial, and express its opinions on the Report and proposed Planning of the 14th Party Central Committee.
