National online conference to deploy 2024 tasks of the Home Affairs sector

On December 20, the Ministry of Home Affairs held a national online conference to review the work in 2023 and deploy tasks in 2024 of the Home Affairs sector. Deputy Prime Minister Tran Luu Quang attended and directed the conference. Attending at the provincial bridge was comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

In 2023, with the motto of action "Solidarity, discipline, exemplary, innovation, creativity, efficiency", focusing on "3 breakthroughs, 4 focuses", the Home Affairs sector basically completed a large volume of assigned tasks. In particular, proactively innovating public service and civil servant management activities; promoting decentralization, delegation of authority and innovating recruitment, civil servant promotion exams, and civil servant promotion; strengthening inspection, examination, discipline, administrative discipline in state agencies and civil service culture; submitting to the National Assembly for approval the reform of salary policy. The organization of the state management apparatus and public service units continues to be arranged and consolidated, in accordance with functions and tasks; expanding the policy of streamlining payroll and restructuring the team of cadres, civil servants, and public employees according to job positions to improve the quality of the team and the efficiency of the organization's operations. Actively advise on the arrangement of administrative units at district and commune levels in the period of 2023-2025; implement policies for cadres, civil servants and non-professional workers at commune level. Administrative reform work is being carried out drastically, focusing on cutting and simplifying administrative procedures, especially in basic and essential areas for people and businesses, improving the investment and business environment, enhancing national competitiveness and building e-Government. Complete the construction of the National Database on cadres, civil servants and public employees in state agencies and synchronously connect with the national database on population. To date, 100% of ministries, branches and localities have completed the connection, synchronized nearly 2.5 million cadre and civil servant records to connect with the national database on population.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang highly appreciated the results of the internal affairs work in 2023. He emphasized that in 2024, with the motto of action "Discipline, exemplary, professional, effective", the whole sector must comprehensively prioritize and focus resources on the work of building and perfecting institutions and policies in the internal affairs sector; focusing on innovation, improving the quality and efficiency of the apparatus and staffing. Promote the reform of civil service and civil servants, basically perfecting the model of the civil service regime according to job positions; advise and submit to competent authorities to synchronously and effectively implement salary policy reform; promote decentralization and delegation of power between levels, authorities and localities to remove development bottlenecks, promote dynamism, creativity and autonomy of localities; resolutely reorganize the internal apparatus of agencies and units towards streamlining, effective and efficient operations. Continue to effectively implement the overall program of administrative reform and build and develop e-Government and digital Government.
