On the afternoon of June 30, in Binh Duong, the Ministry of National Defense held a national online conference to summarize and visit the construction of model sites for local defense work (QPDP) and militia and self-defense forces (DQTV).
Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense chaired the conference. Attending the conference were: Lieutenant General Nguyen Doan Anh, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Nguyen Van Gau, member of the Party Central Committee, Deputy Director of the General Department of Politics of the Vietnam People's Army.
Attending the conference at Ha Nam bridge were comrades heads of the Provincial Military Command; heads of agencies and units under the Military Command; leaders of a number of provincial departments and branches; districts, cities and towns.
After more than 3 years of implementation, agencies, units and localities have paid attention to, led, directed and built 11 types of models with 292 basic militia units according to plan. Localities have focused on directing difficult issues such as: Organizing self-defense in enterprises, building a standing militia force, building militia combat posts on the land border, building mobile militia, building headquarters of the Military Command at the commune level, and places for militia to eat and rest. In particular, there have been new and creative models of localities in Military Region 7 such as: Organizing militia units to perform concentrated tasks; militia combat posts on the land border associated with adjacent residential areas and border posts...
Up to now, the whole country has built over 41% of the working headquarters of the Commune-level Military Command. The Militia and Self-Defense Forces have been built widely, in accordance with the defense posture of the military regions, defense zones (KVPT) at the provincial and district levels and the practical situation of the localities. Some typical models of the work of the Militia and Self-Defense Forces in Military Region 7 have been highly appreciated by the Head of the Ministry of National Defense and the General Staff of the Vietnam People's Army, and have organized for units and localities to visit, study and exchange experiences.
Speaking at the conference, Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, highly appreciated the results in building pilot models of local defense and militia work in military regions. He emphasized: In the war of national liberation, the war to defend the Fatherland and in the cause of building and defending the Fatherland today, militia and militia always play a very important position and role. Building militia and militia forces is a consistent policy of the Party and State.
In the coming time, it is recommended that agencies, units and localities continue to thoroughly grasp and effectively implement the Party's guidelines and the State's laws and policies on national defense and security, and militia and self-defense work. Focus on building clean and strong local Party committees, Party organizations and political systems; build a great national unity bloc in the locality, build a strong "people's hearts" position, strengthen and consolidate political and spiritual potential; thoroughly grasp and effectively implement the policy of building and improving the effectiveness of commune-level military party cells according to Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening the consolidation and construction of grassroots party organizations and improving the quality of party members in the new period.
Appraise strategies, plans, projects, and projects related to national defense and coordinate to promptly and thoroughly resolve limitations, obstacles, and shortcomings in the process of deployment and implementation. Continue to build provincial and district-level defense zones, build a comprehensive and strong foundation, and implement the motto: "province protects the province, district protects the district, commune protects the commune". Direct local military agencies to coordinate to grasp the local situation, advise, and effectively handle situations related to national defense and security, and avoid being passive or surprised.
Pay attention to ensuring funding for local defense; especially ensuring regimes and policies for militia and reserve forces, implementing well the military rear policy; policy for people with meritorious services. Strengthen and consolidate national defense in terms of potential, forces and posture, protecting the Fatherland "early, from afar", "protecting the country when it is not yet in danger".
