Conference overview.
In recent times, the province's administrative reform (PAR) work has achieved certain results in a number of areas, which have been highly appreciated by the Appraisal Council, reaching 57.02/61.5 maximum points; the PAR INDEX and SIPAS indexes have improved in scores; the PAPI index continues to be in the group of highest provinces. In particular, the province's Provincial Competitiveness Index (PCI) in 2023 reached 69.10 points, an increase of 3.67 points and an increase of 19 places compared to 2022, an increase of 38 places compared to 2021, ranking 11th out of 63 provinces and cities nationwide.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee awarded certificates of merit to collectives with outstanding achievements.
In his concluding remarks at the conference, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the achievements of departments, branches, localities, the support and coordination of businesses and people, which have contributed to improving the province's PAR INDEX in recent times. He requested that departments, branches, localities continue to focus on synchronously, promptly and effectively implementing administrative reform tasks and solutions, with a spirit of determination, drasticness and strength, creating a clearer breakthrough through improving the scores and rankings of the PAR INDEX, PAPI and SIPAS indexes; in which, focusing on a number of key tasks such as: Reviewing and identifying existing problems, obstacles and bottlenecks in administrative reform work, identifying causes, proposing timely and feasible solutions. Continue to thoroughly disseminate to all cadres, civil servants and public employees the 4 viewpoints, 16 targets and 8 tasks and solutions to promote administrative reform stated in Resolution No. 05-NQ/TU dated September 28, 2021 of the Provincial Party Standing Committee. Promote the role, responsibility, pioneering and exemplary nature of leaders in administrative reform; mobilize the synchronous participation of the entire political system, from leadership, direction, operation to inspection and supervision of implementation. Identify administrative reform as one of the key strategic, regular and long-term tasks, the implementation must be resolute, persistent, synchronous and effective, in which administrative procedure reform (AP) is taken as a breakthrough with the viewpoint that "AP has only a starting point, no ending point" and the motto "doing it right, fast and effectively". Require each individual, department, and agency implementing administrative procedures to constantly innovate and improve quickly, strongly, and firmly. The team of cadres and civil servants fully recognize their responsibilities in administrative reform work, especially the "one-stop" department, and must change their mindset from solving administrative procedures to a service mindset.
Comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee awarded certificates of merit to individuals with outstanding achievements.
On this occasion, the Provincial People's Committee awarded certificates of merit to 10 collectives and 16 individuals with outstanding achievements in administrative reform and improving the PAR INDEX, PAPI, and SIPAS indexes in 2023 of Ninh Thuan province.
