Conference on meeting voters on the topic "Promoting effective implementation of agricultural and farmer development policies in the province"

On October 24, the Standing Committee of the Provincial People's Council coordinated with the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee, the Provincial Farmers' Association and relevant agencies to organize a conference to meet voters on the topic "Promoting effective implementation of agricultural and rural development policies in the province".

The conference was chaired by comrades: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Phan Tan Canh, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee and the Provincial Farmers' Association. Also attending were comrades in the Provincial Party Committee Standing Committee; leaders of departments, branches, sectors, People's Committees of districts and cities and 120 voters representing members, farmers and agricultural producers, cooperatives and enterprises in the province.

At the conference, delegates and voters listened to the leaders of the Department of Agriculture and Rural Development and the Provincial Farmers' Association report on the results of implementing policies to support agriculture and rural areas in the 2021-2030 period; the results of implementing policies to develop agriculture and farmers into production activities and support farmers' development. Accordingly, in recent years, the Provincial People's Council and People's Committee have issued many policies to promote agricultural development such as: Policies to support production development adapting to climate change associated with new rural construction; policies to support agricultural extension activities, attract investment in high-tech agriculture; policies to support cooperative development, support the OCOP program; vocational training for rural workers; policies on protecting and developing rice-growing land; policies to support the development of livestock and poultry farming... Propaganda and mobilization activities for cadres and members of farmers' associations to effectively participate in movements for farmers to compete in production and good business, unite to help each other get rich and sustainably reduce poverty.

At the conference, representatives of the Provincial Cooperative Union, the Young Entrepreneurs Association, enterprises, cooperatives and farmers' voters reported to the provincial leaders on difficulties and obstacles; at the same time, proposed and recommended contents related to agriculture and farmers such as: There should be a medium-term and long-term loan policy with preferential interest rates to implement the production linkage model according to the value chain; expand the Farmers' Support Fund to create favorable conditions for farmers to access loans. The dissemination of support policies and coordination mechanisms for implementation among relevant organizations and units has not been tight; there are shortcomings in policies to support fishermen going offshore; pay attention to mobilizing resources to build rural infrastructure, transfer science and technology; promote digital transformation in agriculture, promote trade, advertise and enhance the image of the province's key agricultural products; strengthen the control and stabilization of market prices to help farmers feel secure in production. Besides, it is necessary to focus on reviewing the existing mechanisms and policies to promptly adjust and supplement them appropriately and continue to research and issue new mechanisms and policies to create motivation for agricultural and rural development in the coming time...

After listening to the opinions and recommendations raised during the meeting, the Vice Chairman of the Provincial People's Committee requested relevant departments and branches to absorb, explain and clarify some contents of voters' concern. At the same time, other recommendations will continue to be reviewed and submitted to the Provincial People's Council for consideration and resolution according to regulations.

Concluding the conference, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: Through support policies, it has created a spread, creating motivation to help economic entities have more conditions to invest in production development, meeting the needs of the consumption market; however, the implementation of policies still has certain limitations. He acknowledged and highly appreciated the valid recommendations of voters raised at the meeting, and requested the Provincial People's Committee to focus on directing departments, branches and sectors to continue to comprehensively review groups of issues and have synchronous and effective solutions. In particular, enhancing the role of coordination, organizing extensive propaganda of issued policies to people, strengthening digital transformation activities in agriculture, orienting access to agricultural product consumption markets; effectively supporting mechanisms and policies related to agriculture and farmers to effectively promote land potential, promote added value, and increase farmers' income.
