2023 is the year marking Vietnam's role and position at the United Nations Human Rights Council for the 2023-2025 term. Vietnam faces many opportunities as well as great challenges for human rights work. The 2023 National Human Rights Training Conference is organized to provide and update the latest information on the situation of democracy and human rights; unify the awareness and action from the Central Steering Committee to the local level, especially the staff directly involved in human rights work.
The conference is also a forum for sharing and exchanging practical experiences, resolving difficulties and problems, contributing to promoting human rights work at the grassroots level, making this work increasingly effective in each locality, contributing to the achievements in promoting, ensuring and protecting the common human rights of the country; fighting against hostile forces that take advantage of democracy and human rights issues to sabotage us.
Speaking at the Conference, Lieutenant General Le Quoc Hung, member of the Party Central Committee, Deputy Minister of Public Security, Deputy Head of the Standing Committee of the Steering Committee on Human Rights affirmed: "Human rights are increasingly becoming an important issue in world political life, one of the three pillars of the United Nations' activities along with peace, security and development".
In the context of increasingly complex developments in the world and region, strongly affecting the domestic situation, activities of interference against Vietnam in terms of democracy and human rights continue to take place at high intensity, especially issues of ethnicity, religion, freedom of speech, freedom of the press, the establishment of independent trade unions, etc.
Deputy Minister of Public Security Le Quoc Hung emphasized that Vietnam becoming a member of the United Nations Human Rights Council for the 2023-2025 term has demonstrated the trust of friends and the international community in Vietnam.
In recent times, with the close direction of the Government Human Rights Steering Committee and the consensus, determination and efforts of the Human Rights Steering Committees of 63 provinces and cities, human rights work has moved strongly with positive changes.
However, in addition to the positive aspects, there are still many shortcomings and limitations, so it is necessary to frankly acknowledge and propose solutions to improve the effectiveness of human rights work right at the grassroots level, in which it is necessary to pay attention to proactive solutions to grasp the situation from afar, early; raise awareness and skills to handle the situation for cadres directly doing human rights work with a spirit of expertise; firmly grasp the Party's policies, guidelines and direct, comprehensive guidance; ensure social security, better ensure people's rights, and at the same time effectively combat activities that take advantage of democracy and human rights issues to sabotage Vietnam.

At the Conference, Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Dak Nong Provincial Human Rights Steering Committee, said that he is well aware of the importance of human rights work in socio-economic development and ensuring security and order in localities. After nearly 20 years of development, with the determination of the entire political system, the local economy has been raised, and people's lives have gradually improved.
In particular, in the past 2 years, the province has strongly implemented administrative reforms, reflected in the provincial CPI index increasing from the second to last position of 63 provinces and cities to 14 places; ensuring the legitimate rights and interests of citizens, especially in the fields of social security, hunger eradication and poverty reduction, especially in ensuring the rights of ethnic minorities.
Mr. Ho Van Muoi also frankly acknowledged that although the security and order situation in the area is guaranteed, there are still many complex and unpredictable factors, especially activities that take advantage of democracy, human rights, ethnic and religious issues by hostile forces. Awareness of human rights issues of a number of cadres, civil servants and public employees in some agencies, units and localities is not really adequate...

The conference heard experts from the Central Propaganda Department, the Government Office, the Ministry of Public Security, the Ministry of Information and Communications; and the Ministry of Labor, War Invalids and Social Affairs present topics on emerging issues related to human rights work such as external information work on human rights and the fight against bad and toxic information on cyberspace; workers' rights in international conventions and treaties on human rights that Vietnam has participated in or signed and human rights work in the new situation...
The conference also set out a number of key tasks such as reviewing and assessing existing and inadequate issues to supplement and perfect the system of policies and laws on ensuring and promoting human rights; effectively implementing social security policies, addressing people's needs and aspirations, especially those related to religious freedom, rights of ethnic minorities, land issues... avoiding creating loopholes for outsiders to exploit and distort; proactively grasping the situation from afar, early on, promptly detecting and effectively preventing plots and activities of sabotage subjects in the fields of democracy, human rights, ethnicity and religion.
