According to the draft resolution, the subjects of application are ethnic minorities living in Ninh Thuan province without residential land; ethnic minority households living in Ninh Thuan province without production land and in need of support for production land will be considered for direct support in the form of production land. The support level for land allocation for housing for each household without residential land ranges from 60m2/household to 200m2/household. The support level for land allocation for production for each household without production land is 0.2ha/household for rice land; 0.25ha/household for land for other annual crops; 0.5ha/household for land for perennial crops; 0.5ha/household for aquaculture land; 1.0ha/household for forest production land, etc.

At the conference, delegates agreed with the issuance of the resolution; at the same time, they participated in criticizing some contents such as: The issuance of the resolution needs to be carefully considered to avoid duplication and overlap between policies; the resolution title should be concise, easy to read and understand; specify the applicable subjects to avoid misunderstanding the beneficiaries; provide statistical data on land fund capacity in each region as a basis for proposing residential land and production land for persuasion; amend the conditions for supporting land allocation for 10 years to ensure continuous development; feasibility of land fund when the policy is issued...
In his concluding remarks at the conference, the Chairman of the Provincial Vietnam Fatherland Front Committee highly appreciated the delegates' profound and practical comments; requested the Department of Natural Resources and Environment (the drafting agency) to selectively absorb the comments of the review council to supplement, adjust and perfect the draft. At the same time, he said that the policy of supporting housing and production land for ethnic minorities is an important policy to meet the needs, aspirations and expectations of people in poor ethnic minority areas in the province, therefore, the issuance of the resolution is necessary both in the short and long term and must be implemented soon.
