Implementing the Provincial Planning in conjunction with implementing goals and tasks
Opening the conference, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Le Quang Tung emphasized that over the past year, the Provincial Party Committee has closely followed the direction of the Central Government and local practices, made the most of resources, mobilized the combined strength of the entire political system to focus on leadership and direction, and achieved positive results in socio-economic development, ensuring national defense and security.
In October 2024, the province was honored to welcome and work with the delegation of General Secretary and President To Lam. Most of the province's recommendations and proposals were highly supported by the General Secretary, President, Government and central ministries and branches, creating many special mechanisms for the province to continue promoting and exploiting its potentials and advantages, effectively implementing key goals and tasks in the coming time.

The province has also actively implemented the Provincial Planning in conjunction with the implementation of the goals and tasks of the Resolution of the 17th Provincial Party Congress. Directing the adjustment and supplementation of relevant planning, while focusing on developing district planning.
However, compared with the targets and tasks for 2024 and the entire term, there are still many limitations that need to be frankly acknowledged. Therefore, it is recommended that delegates focus on discussing and clarifying the current situation and causes, thereby participating in proposing specific solutions and tasks so that the Provincial Party Committee can unify the direction of the socio-economic goals and tasks for 2025.
5/9 main socio-economic targets achieved and exceeded the plan
Presenting the draft Conclusion on the socio-economic situation, national defense and security in 2024 and the direction and tasks for 2025, Acting Chairman of the Provincial People's Committee Ha Sy Dong said that in 2024, the province's economy continued to recover and grow. 5/9 main socio-economic targets met and exceeded the plan, 2/9 targets were close to the set plan (the remaining 2 targets are GRDP growth rate and GRDP per capita, the General Statistics Office will announce official data by December 1, 2024).
Total budget revenue in the area is 4,150 billion VND, reaching 106% of the local estimate, 107% of the central estimate, up 8% over the same period in 2023.
Four out of eight district-level construction planning projects have been approved for implementation. The province has successfully organized major holidays, especially the first Peace Festival. The poverty rate according to the multidimensional poverty standard has decreased by 1.11%.
Administrative reform and improvement of the investment and business environment have been focused on by all levels and sectors. The province's PAR Index, SIPAS, PAPI, and PCI indicators have been basically consolidated and maintained.
National defense and security are ensured, successfully completing the defense area drill of Con Co island district and the disaster prevention, search and rescue drill of Cam Lo district in 2024. Foreign affairs are promoted, opening up many opportunities for cooperation in the socio-economic development of the province.

However, the forecasted economic growth rate and total social investment capital will not meet the set plan. Public investment disbursement by October 31, 2024 will only reach 57.3% of the plan; the progress of implementing the province's key projects is generally still slow.
From the results achieved in 2024 and the period 2021 - 2024 compared to the targets, the targets for the period 2021 - 2025 have many targets that are difficult to achieve.
In which, the economic structure (calculated by GRDP) is estimated to be implemented by 2025: agriculture accounts for 17.95%, non-agriculture accounts for 82.05% (Resolution of the 17th Provincial Party Congress sets the corresponding rates at 15%; 85%); the average economic growth rate (GRDP) in the period of 2021 - 2025 is estimated at 6.58% (Resolution of the 17th Provincial Party Congress sets the rate at 7.5 - 8%).
The goal of building Quang Tri into an energy center is difficult to achieve, because currently the total power capacity has only reached over 1,100 MW while the target set for 2025 is 3,000 MW. The agricultural sector has achieved the plan but is not sustainable, and has not yet formed high-tech agriculture or organic agriculture.
Total social investment capital reached the plan but relied on wind power projects, Cam Lo - La Son, Van Ninh - Cam Lo expressways, Nam Dong Ha urban area... The investment efficiency coefficient (ICOR) was much lower than the previous term, not creating high GRDP growth and per capita income.
Key public investment projects in the 2021-2025 period are difficult to complete. Key projects of the term are slow to be implemented. The number of dissolved and temporarily suspended enterprises increases every year. Including the 2021-2025 period, the number of dissolved and temporarily suspended enterprises is equal to 82.5% of newly established enterprises.
The provincial competitiveness index (PCI), public administrative reform index (PAR INDEX), and provincial governance and public administration performance index (PAPI) over the years have not met the targets set by the Resolution of the 17th Provincial Party Congress.
Based on the assessment and forecast of the situation, the Provincial Party Committee agreed to propose 10 main groups of tasks and solutions to focus on implementing in 2025.
The conference basically agreed with the draft Conclusion on the socio-economic situation, national defense and security in 2024 and the direction and tasks for 2025. At the same time, frankly discussed, analyzed, and clarified a number of difficulties, obstacles and causes in leadership, direction, and organization of task implementation that need to be focused on overcoming in the coming time.
Achieve the highest results in the main goals and targets of the 2020-2025 term
Speaking at the closing ceremony of the conference, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Le Quang Tung affirmed that after an urgent working session, with a high sense of responsibility, the 19th Provincial Party Committee Conference, term XVII, had completed the proposed content and program.
With the overarching goal of 2025 being to strive to basically achieve the targets and tasks set out in the Resolution of the 17th Provincial Party Congress, the Provincial Party Committee requires Party committees, authorities, heads of agencies, units, and localities to focus on reviewing the main targets, targets, and tasks, especially those that are forecast to be difficult to achieve, in order to focus on leadership and direction for implementation to achieve the highest results in the remaining time of the 2020-2025 term.

From now until the end of 2024, there are nearly 1.5 months left. All levels and sectors need to resolutely lead and direct the completion of the year's targets and tasks, especially targets on economic growth, budget revenue, and disbursement of capital sources.
Closely coordinate with central ministries and branches to effectively implement the conclusions of General Secretary and President To Lam at the working session with the province.
Continue to synchronously and drastically implement the resolutions, projects and policies issued by the Provincial Party Committee, People's Council and Provincial People's Committee for the entire 2020-2025 term. Effectively implement projects and policies to support the development of agriculture, forestry, industry, services and tourism. Proactively and effectively implement budget collection work in conjunction with flexible adjustments of solutions to ensure completion of the proposed budget.
Strengthen state management of land and mineral resources. Resolutely reform administration, especially in the fields of investment, land and construction. Effectively implement the plan to improve provincial capacity assessment indexes. Promote investment attraction; continue to urge and support to remove difficulties for enterprises and investors who are surveying and implementing projects in the province.
Harmonious development between economy and culture. Effectively carry out the task of fundamental and comprehensive innovation in education and training. Effectively deploy 3 national target programs. Well implement ethnic and religious policies, build the great national unity bloc.
Improve the effectiveness and efficiency of state management; tighten discipline and order, promote decentralization and delegation of power associated with the responsibility of the leader.
Implement the plan to reorganize commune-level administrative units to ensure requirements and progress. Perform well military and defense tasks. Strengthen the fight against crime, ensure political security and social order and safety.
Improve the effectiveness of foreign affairs and international integration activities. Actively prepare conditions for documents, personnel and related work to organize party congresses at all levels for the 2025-2030 term in accordance with requirements and plans.

At the conference, Head of the Provincial Party Committee's Organizing Committee Phan Van Phung announced Decision No. 1458/QD-TTg dated November 22, 2024 of the Prime Minister on assigning the position of Chairman of the People's Committee of Quang Tri province for the 2021-2026 term.
Accordingly, from November 22, 2024, the position of Chairman of the People's Committee of Quang Tri province for the 2021-2026 term will be assigned to Mr. Ha Sy Dong, member of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Quang Tri province for the 2021-2026 term until the competent authority completes the position of Chairman of the People's Committee of Quang Tri province for the 2021-2026 term.
