On May 31, Ms. Doan Thi Thu Huyen, Country Director of the Global Health Advocacy Organization in Vietnam, said that on May 29, the 76th WHA adopted its first resolution on drowning prevention. The WHA requested relevant parties to coordinate with the World Health Organization (WHO) to accelerate drowning prevention actions by 2029.
The resolution was proposed by the Governments of Bangladesh and Ireland and adopted by Member States to address public health issues related to drowning, including clarifying the link between drowning and social factors in countries.
The resolution calls on Member States to assess the drowning situation in their own countries to develop and implement multi-sectoral drowning prevention programmes; through community initiatives and to promote capacity building and international cooperation for drowning prevention.
In addition, the resolution also requests WHO to establish a Global Alliance for Drowning Prevention with organizations of the United Nations system, international development partners and non-governmental organizations.
Request WHO to develop a global status report on drowning prevention with the participation of 194 member countries.
Ms. Huyen said that after the resolution is approved, WHO will continue to strengthen cooperation in many areas with partners to prevent drowning and ensure community safety. That spirit will be demonstrated through the preparation and implementation of World Drowning Prevention Day (July 25) in 2023 with the message "Do one thing, Improve one thing, Add one thing".
WHO will also have many activities to support organizations and units responding to the campaign in countries around the world such as Bangladesh, Philippines, Uganda, Republic of Tanzania and Vietnam.
Ms. Huyen said: "According to research data, it is estimated that each year about 236,000 people die from drowning in the world, accounting for 7% of all injury-related deaths. This is the most serious public health problem worldwide."
Contributing to the movement to address the problem of drowning, WHO has played an important role in implementing drowning prevention products and activities in many countries over the years. Therefore, the resolution requests WHO to continue to provide leadership and support to promote multi-sectoral global drowning prevention action in the period 2023 - 2029.
