Early in the morning of July 13, Foreign Minister Bui Thanh Son attended the ASEAN-New Zealand Foreign Ministers' Meeting and met with New Zealand Foreign Minister Nanaia Mahuta.

The two Ministers had a brief exchange before entering the Conference.

At the ASEAN-New Zealand Foreign Ministers' Meeting, the Ministers welcomed the conclusion of negotiations to upgrade the ASEAN-Australia-New Zealand Free Trade Agreement, deepening economic and trade cooperation.

ASEAN highly appreciated New Zealand's support in efforts to respond to climate change, reduce greenhouse gas emissions in agriculture and enhance the capacity of the ASEAN Coordinating Centre for Humanitarian Assistance.

The ASEAN-New Zealand Summit adopted the Joint Declaration on ASEAN Outlook on the Indo-Pacific.

On the sidelines of AMM-56, Foreign Minister Bui Thanh Son met with Second Minister of Foreign Affairs of Brunei Darussalam Dato Erywan Pehin Yusof.

ASEAN and Russia agreed to adopt a Joint Statement commemorating the 5th anniversary of the ASEAN-Russia Strategic Partnership (2018-2023), pledging to promote and deepen practical cooperation, especially in areas where Russia has strengths and ASEAN has needs.

The countries welcomed the progress of bilateral cooperation, especially in coordinating responses to non-traditional security challenges, and proposed implementing many initiatives within the framework of the "Year of Science and Technology Cooperation" in 2022.

Speaking at the conferences, Foreign Minister Bui Thanh Son highly appreciated the extensive progress in cooperation between ASEAN and its partners, and asked the partners to support ASEAN's central role in practice, continue to support ASEAN in building the Community, and jointly contribute to peace, security and development in the region.

The Minister proposed orientations to promote cooperation between ASEAN and its partners, especially in implementing Free Trade Agreements, increasing investment, tourism, human resource development, infrastructure connectivity, sub-regional cooperation, as well as expanding priority cooperation in climate change response, energy security, food security, green growth, etc.

On the afternoon of July 13, Foreign Minister Bui Thanh Son met with Politburo member and Director of the Office of the Foreign Affairs Commission of the Communist Party of China Central Committee Wang Yi. The two sides highly appreciated and expressed their joy at the positive developments in the Vietnam-China relationship in recent times; affirmed that they will continue to attach importance to each other's role and the comprehensive strategic cooperative partnership.

Minister Bui Thanh Son suggested that China continue to expand the import of goods and accelerate the process of opening the market for Vietnamese goods, especially agricultural and aquatic products and fruits; coordinate to maintain smooth customs clearance in the context of Vietnamese agricultural products entering the peak harvest season. The Minister also suggested that China increase the quota of Vietnamese goods transiting by Chinese railway to third countries; strengthen traffic and border gate connections; accelerate the implementation of a number of cooperation projects between the two countries; coordinate to manage the land border well, accelerate the process of opening new ones, upgrading the agreed pairs of border gates, and soon put the Ban Gioc Waterfall Scenic Area (Vietnam) - Detian (China) into pilot operation.

Foreign Minister Bui Thanh Son attended the ASEAN-China Summit. Countries welcomed progress in negotiations to upgrade the Free Trade Agreement, reflecting their commitment to building an inclusive, comprehensive, modern and rules-based economic environment.

The Ministers noted with satisfaction the progress in the negotiations on the Code of Conduct (COC) in the East Sea with the conclusion of the second reading and the adoption of the Guidelines for the early conclusion of a substantive and effective COC.

The two sides agreed to designate 2024 as the Year of ASEAN-China People-to-People Exchanges, promoting friendship, understanding and cultural connection among people of the two countries.

Early afternoon, Minister Bui Thanh Son attended the ASEAN-Japan Foreign Ministers' Meeting.

The Ministers highlighted the significance of the 50th anniversary of ASEAN-Japan relations and welcomed the proposal to establish a comprehensive strategic partnership with ASEAN on this occasion. The two sides agreed to deepen cooperation in all areas, especially trade, investment, supply chain stability, connectivity, high-quality infrastructure development, and expand cooperation to new potential areas such as innovation, climate change response, and green growth.

ASEAN highly appreciated Japan's provision of a financial loan of 3.34 billion USD to support post-pandemic recovery efforts and an additional contribution of 100 million USD to the ASEAN-Japan Integration Fund.

Immediately afterwards, Minister Bui Thanh Son and Korean Foreign Minister Park Jin co-chaired the ASEAN-Korea Foreign Ministers' Meeting . Speaking on behalf of ASEAN, Minister Bui Thanh Son reviewed the results of cooperation achieved in all areas of security, economy, culture-society and people-to-people exchange.

The Minister suggested that both sides strengthen cooperation to ensure peace and stability, especially in responding to non-traditional security challenges, deepen economic cooperation for prosperity and promote cooperation for the people, towards a sustainable future. On this occasion, the Minister announced that Vietnam will organize the ASEAN-Korea Day later this year in Vietnam, contributing to further promoting bilateral relations.

ASEAN welcomed the Republic of Korea's announcement of the proposal to establish an ASEAN-Republic of Korea comprehensive strategic partnership and highly appreciated the ASEAN-Republic of Korea Solidarity Initiative.

South Korea said it is implementing its commitment to double its contribution to the ASEAN-Korea Cooperation Fund from $16 million in 2022 to $32 million by 2027, and to allocate more than $200 million for joint cooperation projects.

Next, Minister Bui Thanh Son attended the ASEAN+3 Foreign Ministers' Meeting with China, Japan and South Korea.

At the ASEAN+3 Conference (with China, Japan and South Korea), the Ministers emphasized the need to maintain and promote ASEAN+3's inherent strengths such as economic, trade, financial cooperation, and disease prevention and response.

The Ministers also said that it is necessary to expand new cooperation priorities to effectively address the difficulties and challenges facing the region.

Accordingly, the countries agreed to strengthen existing economic and financial stability mechanisms, promote trade and investment exchanges, step up cooperation to ensure food security and sustainable agriculture, and effectively implement the ASEAN+3 Emergency Rice Reserve Fund.

At AMM-56, Foreign Minister Bui Thanh Son had a brief meeting with Japanese Foreign Minister Hayashi Yoshimasa. The two sides also agreed to coordinate to effectively implement the results of the talks between Prime Minister Pham Minh Chinh and Japanese Prime Minister Kishida Fumio on the occasion of attending the G7 Summit in Hiroshima, Japan (May 2023), especially accelerating the implementation of new-generation ODA development assistance that the Japanese Government provides to Vietnam, facilitating Vietnam's access to development assistance packages in the fields of high-quality infrastructure and energy transition, simplifying visa issuance for Vietnamese citizens, etc.

Regarding ASEAN-UK, the Ministers highly appreciated the newly established ASEAN-UK dialogue relationship. The countries agreed to effectively implement the Action Plan 2022-2026, while emphasizing the need to coordinate to deepen economic, trade and investment relations towards inclusive growth.

ASEAN highly appreciated the UK's proposal of key cooperation programs worth 113 million pounds over the next 5 years, supporting regional economic integration, health, education, women, peace, security, climate change adaptation, etc.

At AMM-56, Ambassador Vu Ho, Acting Head of ASEAN SOM Vietnam, represented the Minister at the ASEAN-EU and ASEAN-Canada Conferences.
