That was the direction of the alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Long Hai at the working session of the Provincial Party Committee Standing Committee with the Party Committee of the Provincial People's Committee on the approval of the plan and idea to adjust the Master Plan for the construction of the Southeast Economic Zone (KKT) and the plan to adjust the boundary of the Southeast Quang Tri Economic Zone yesterday afternoon, January 2. After the implementation of the Master Plan for the construction of the Southeast Quang Tri Economic Zone to 2035, with a vision to 2045 (the Plan) approved by the Prime Minister in 2016, many zoning plans and detailed plans for functional areas in the Economic Zone have been established and approved to serve management, site clearance, infrastructure construction and investment attraction. However, the Plan also encountered some shortcomings.
Therefore, the adjustment aims to overcome the shortcomings of the 2016 Plan, providing new development orientations in line with the strategy and development requirements of Quang Tri province and the North Central region.
The Project to Adjust the Master Plan for the Construction of the Southeast Quang Tri Economic Zone to 2050, at a scale of 1/10,000, has been implemented in accordance with the procedures and regulations of current laws, closely following the requirements of the tasks approved by the Prime Minister, and is basically consistent with local development policies and guidelines. The project has basically resolved the shortcomings, meeting the future development needs of the Southeast Economic Zone.

According to the adjustment plan, the new points compared to the planning project approved in 2016 include: Adjusting and rearranging according to large subdivisions, with an open and flexible orientation. Adjusting the scope, scale, function, space, land and main infrastructure framework towards greening, integrating and optimizing the functions of the subdivisions.
Overall adjustment of the Quang Tri power and energy center, proposal of the Quang Tri power and energy center. Development of offshore wind power according to the marine economic strategy. Formation of a complex of production, landing and storage, processing of energy products, technology research, energy transit, large-scale, regional level.
Arrange a chain of logistics service areas to exploit the advantages of geographical location and traffic in the Southeast Economic Zone, diversifying types of logistics such as seaports, airports, river ports, industry... Increase the scale of industrial land to more than 800 hectares (bringing the multi-industry industrial development reserve area into the early stages of 2030). Re-delineate the rural development area, connecting with the mixed-function area along the main traffic axis. Orientate the development of highly adaptive rural agricultural areas...
Regarding the issue of adjusting the boundary of the Southeast Economic Zone, the Party Committee of the Provincial People's Committee presented two options. In particular, it proposed that the Standing Committee of the Provincial Party Committee unanimously approve the plan to adjust the boundary of the Southeast Economic Zone in the direction of increasing the area. Specifically, increasing by 2,370 hectares (not exceeding 10% of the current economic zone area) to supplement and expand the area on both sides of National Highway 15D from National Highway 1 to Cam Lo - La Son Expressway; bringing the entire Quang Tri Airport and the urban - service - airport industry research area into the boundary of the Southeast Economic Zone.
At the same time, remove from the planning scope of the Southeast Economic Zone villages, long-standing stable residential areas that are difficult to relocate to implement socio-economic development projects, and areas that are difficult to attract investment for socio-economic development west of National Highway 49C.
At the meeting, members of the Provincial Party Committee and meeting attendees gave many opinions, and basically agreed on the need to adjust the Planning to suit the practical situation.

In his concluding remarks, Provincial Party Secretary Nguyen Long Hai emphasized: The goal of adjusting the planning is to have an open and flexible planning, overcoming the shortcomings of the Planning approved in 2016, while ensuring the integration of the contents of the newly approved Provincial Planning. It is necessary to propose a new development orientation in line with the strategy and development requirements of Quang Tri province and the North Central region. In particular, fully integrating the contents and targets of the Provincial Planning, associated with the new rural planning and specialized planning. At the same time, orienting the development of the marine economy, ensuring national defense and security according to Resolution No. 26/NQ-TW on the strategy for sustainable development of Vietnam's marine economy.
The Provincial Party Secretary requested the consulting unit to absorb comments to complete the Planning, noting that during the implementation process, it is necessary to study district planning (if any), work specifically with localities, and get people's opinions to calculate options that are both scientific and feasible in practice.
The Provincial Party Committee agreed with the plan to adjust the boundary of the Southeast Economic Zone, and requested the Provincial People's Committee to continue to complete and clarify the contents of this plan based on the comments of the Provincial Party Committee members and the conclusions issued by the Provincial Party Committee. The consulting unit was requested to fully and comprehensively absorb the opinions at the meeting and carry out legal procedures in parallel with the process of adjusting the Planning. Regarding the orientation and objectives of this adjustment, the Provincial Party Committee agreed with the contents proposed by the Provincial People's Committee.
Provincial Party Secretary Nguyen Long Hai also requested the Provincial People's Committee to direct relevant departments, branches and sectors to coordinate with consulting units to complete the adjustment dossier to submit to competent authorities for approval before April 30, 2025. In the process of developing and adjusting the Planning, it is necessary to pay attention to collecting opinions from people, relevant localities and experts to have the most optimal and feasible plan.
Acting Chairman of the Provincial People's Committee Ha Sy Dong accepted the direction of the Provincial Party Secretary, affirming that the Provincial People's Committee fully and comprehensively accepted the opinions on the planning of connecting areas, ensuring that there is no overlapping planning with existing residential areas to create favorable conditions for people in socio-economic development. At the same time, ensure conditions to attract investors to invest in the Southeast Economic Zone in accordance with each specific stage, promote resources, and avoid "hanging" planning. Before submitting the final plan to the Provincial Party Committee, the Provincial People's Committee will work again with the Provincial Economic Zone Management Board and the consulting unit to review and handle the problems and difficulties that the opinions at the working session pointed out.
