Completing the provision of electronic identification applications on the Vietnam Electronic Contract Development Axis

Implementing Decision 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), including the application of the electronic identification and authentication system to the value chain with electronic contracts, the Ministry of Industry and Trade has coordinated with the Ministry of Public Security to connect and complete the provision of electronic identification applications on the Vietnam Electronic Contract Development Axis.

Specifically, during the implementation of Project 06, the Center for Information Technology and Digital Technology (Department of E-commerce and Digital Economy, Ministry of Industry and Trade - the unit assigned to build and develop the Vietnam Electronic Contract Development Axis) regularly exchanged and worked with the Center for Research and Application of Population Data and Citizen Identification, the National Population Data Center, the Department of Administrative Police for Social Order (Ministry of Public Security) to research, build models, sign cooperation agreements on research, development, and provision of products and services applying the National Population Database.

Completing the provision of electronic identification applications on the Vietnam Electronic Contract Development Axis

The application of Citizen Identification Cards with electronic identification and authentication chips in the signing of electronic contracts has helped the Ministry of Industry and Trade to be more convenient in implementing the Vietnam Electronic Contract Development Axis in supporting Vietnamese electronic contract certification organizations to identify and electronically authenticate the subjects signing electronic contracts.

Specifically, in the past, using barcoded ID card or Citizen ID card images to perform electronic authentication caused many limitations such as: Misreading of document information, difficulty in controlling forgery, especially sophisticated forgeries such as barcodes and QR codes because it required specialized personnel to detect forgery.

The implementation of the chip-embedded Citizen Identification Card application has solved the above problem. Information is extracted from the chip and compared with the original data of the Ministry of Public Security with 100% accuracy, difficult to counterfeit because the chip-embedded Citizen Identification Card has many layers of security. In addition, high-tech measures are provided to authenticate real and fake cards to ensure that the chip-embedded Citizen Identification Card cannot be counterfeited when performing electronic authentication identification.

Applying the utilities of the Citizen Identification Card with chip, aiming to help people enjoy the benefits of digital transformation, so that digital technology enterprises can reach a large number of potential customers, applying the Citizen Identification Card with chip for electronic identification - authentication in signing electronic contracts for e-commerce is a convenient solution to help participants in signing electronic contracts after completing the signing contents, they will have to verify the identity of the person signing the electronic contract through the application of the electronic chip on the Citizen Identification Card to ensure verification of the real card and information, biometrics stored in the electronic chip.

In the coming time, the Center for Information Technology and Digital Technology will continue to coordinate with the Ministry of Public Security to promote connection, data sharing, complete and put into use the solution of authenticating Citizen Identification Cards with chips using the National Population Database on the Vietnam Electronic Contract Development Axis. At the same time, guide organizations that certify electronic contracts to be registered to effectively use the solution.
