On the morning of April 23, continuing the 32nd session, the National Assembly Standing Committee gave initial comments on the draft report on the results of thematic supervision "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023.

Presenting the report, Chairman of the National Defense and Security Committee, Mr. Le Tan Toi, affirmed: The patrol, control and handling of violations of road traffic safety and order by the functional forces have achieved high results, focusing on resolutely handling violations, focusing on violations of alcohol concentration, overloading, vehicles with extended body walls; especially violations of oversized and overloaded vehicles circulating on the roads.

Road traffic safety and order have seen positive changes. Traffic congestion in Hanoi, Ho Chi Minh City and on major highways has tended to improve. The number of cases, deaths and injuries due to traffic accidents has continued to decrease sharply; in particular, the number of particularly serious traffic accidents involving passenger cars and heavy trucks has been controlled, contributing to ensuring social order on traffic routes and areas.

The monitoring delegation highly appreciated the Ministry of Public Security and the Ministry of Transport for regularly directing the work of patrolling, controlling, and handling violations of laws on road traffic order and safety; investigating and resolving traffic accidents, handling "black spots and potential traffic accident spots" on roads; overcoming road traffic congestion; and organizing road traffic rescue.

The Ministry of Transport has established inspection teams to examine the conditions for doing business in automobile transport; to inspect the implementation of conditions for doing business in automobile transport in localities, thereby rectifying and improving the effectiveness of State management of transport activities.

There are still shortcomings in infrastructure.

Besides the achieved results, the report also mentioned the following shortcomings: The work of developing legal documents, policies, strategies, road traffic planning, and developing road traffic infrastructure still has many limitations.

Investment and development of transport infrastructure in some areas have not met the transportation and travel needs of the people; there is a lack of responsibility in overcoming and handling shortcomings in transport infrastructure, and the results of handling recommendations on black spots and potential traffic accident spots. Road transport currently has to take on a large proportion, which is not balanced with other modes of transport; service quality is uneven.

Awareness of compliance with road traffic safety regulations of owners of freight transport vehicles, especially freight transport businesses, is still limited. Overloaded vehicles, illegal buses and stations, and drivers using drugs still occur.

In some places, the construction, upgrading and renovation of expressways, national highways and local roads have not really followed the approved planning; the signal system is still outdated, overlapping, wasteful, and poorly connected to the surveillance camera system.

The effectiveness of overcoming and handling shortcomings in traffic infrastructure, the results of handling recommendations on black spots and potential traffic accident spots are still low; the management of road safety corridors is still a weak link; the organization and operation of traffic in some localities is still inadequate; the encroachment on roadsides and sidewalks is still common.

In particular, although patrolling, controlling and handling violations of laws on road traffic safety and order have been strengthened, the results in controlling and reducing traffic accidents are not yet stable, the number of deaths and injuries due to traffic accidents remains high; particularly serious traffic accidents still occur and still pose many potential risks of increasing.

Based on the identification of advantages and limitations, the monitoring team proposed a number of solutions to focus on implementing in the coming time, such as: Fundamentally overcoming traffic congestion in major cities, especially Hanoi and Ho Chi Minh City; strictly implementing urban planning and traffic planning; reviewing and arranging static parking spaces in urban areas appropriately; strictly implementing regulations on traffic safety corridors, not allowing the situation of occupying sidewalks and roads for business purposes, causing traffic obstruction.

Promote the application of information technology in traffic organization, vehicle management, traffic command and control; infrastructure management, transport operation management, operation, supervision, and handling of administrative violations to organize smart traffic, in order to reduce congestion and ensure order and safety of road traffic.

Chairwoman of the Judicial Committee Le Thi Nga suggested that the monitoring team further assess two issues. The first is the awareness of traffic participants. Because besides the fact that most traffic participants have good awareness, there are still some who have poor awareness and frequently violate the law. Therefore, it is necessary to further assess the awareness of traffic participants and introduce teaching about compliance with traffic safety laws into schools early to train students from a young age.

Next, the Chairman of the Judiciary Committee asked the delegation to evaluate the negative aspects in the field of road traffic safety and order. Because, for a long time, people have complained about the negative aspects of traffic police, traffic inspectors, and vehicle inspection. At the same time, he asked and requested the delegation to clarify: "Are there still negative aspects in the field of ensuring traffic safety and order?

Although this is an initial report, National Assembly Chairman Vuong Dinh Hue highly appreciated the supervision work. However, the National Assembly Chairman requested the supervision delegation to continue to concretize the recommendations on perfecting the law on traffic safety and order.
