With the rapid development of the chemical industry, the potential risks of incidents occurring during the production and trading of chemicals will also increase.
In order to reduce the risk of incidents in the production, trading and transportation of chemicals, on the morning of November 26, the Department of Chemicals (Ministry of Industry and Trade) organized a Training Workshop to improve the level of prevention, detection and response to incidents in the production, storage, transportation, use and handling of hazardous chemicals in Hanoi city.

Speaking at the workshop, Mr. Hoang Quoc Lam - Deputy Director of the Department of Chemicals - Ministry of Industry and Trade said: Along with the development of the industry, in recent years, the chemical industry in Vietnam has also been maintained and grown impressively.
In that context, on June 16, 2022, the Prime Minister signed and issued Decision No. 726/QD-TTg approving the Strategy for the development of Vietnam's chemical industry to 2030, with a vision to 2040, with the goal of striving to achieve an average chemical industry growth rate of 10 - 11%/year; the proportion of the chemical industry compared to the whole industry will reach about 4 - 5% by 2023; by 2040, the chemical industry growth rate will reach an average of 7 - 8%/year and the proportion of the chemical industry compared to the whole industry will maintain about 4 - 5%.
According to Mr. Hoang Quoc Lam, along with the development speed of the chemical industry, the potential risks of incidents occurring during chemical operations will also increase.
"Therefore, ensuring safety in operations, preventing chemical incidents and preparing for chemical incident response need to receive more attention," informed Mr. Hoang Quoc Lam.

The leader of the Department of Chemicals said that the workshop aimed to implement Directive No. 03/CT-TTg dated March 5, 2013 of the Prime Minister on strengthening the prevention and response to toxic chemical incidents and Decision No. 104/QD-TTg dated January 22, 2019 of the Prime Minister on approving the national action plan on prevention, detection and preparation for response to chemical, biological, radiological and nuclear (CBRN) risks and incidents for the period 2019-2025. In order to effectively prevent and respond to chemical incidents nationwide, localities need to promote management and develop plans to prevent and respond to chemical incidents.
Presenting a discussion on legal documents related to safety control, prevention and response to incidents in the production, storage, transportation, use and handling of hazardous chemicals, Mr. Bui The Nghi, an officer of the Center for Incident Response and Chemical Safety - Department of Chemicals, said: Strengthening the work of preventing, detecting and preparing for CBRN risks and incidents to prevent and minimize consequences for people and the environment, contributing to ensuring social order and safety, national security, promoting the implementation of international commitments on safety, security and non-proliferation of CBRN weapons.
Mr. Bui The Nghi noted that chemical risks can come from the production, transportation, storage and use of hazardous chemicals in industry, agriculture or civil use. Chemical incidents can cause environmental poisoning, harming human health and the ecosystem. Accordingly, training activities, improving the level and understanding of businesses will help prevent possible incidents.

At the workshop, Mr. Phan Chi Nhan - Center for Incident Response and Chemical Safety also guided representatives of participating enterprises on plans to detect and respond to incidents in the production, storage, transportation, use and handling of hazardous chemicals. Representatives of the Center for Incident Response and Chemical Safety and representatives of the Department of Chemicals (Ministry of Industry and Trade) also answered some questions from enterprises about chemical safety and policies related to chemical activities.
Through the questions of businesses and the answers of representatives of the Department of Chemicals, the organizations and individuals attending the workshop have understood the legal regulations in chemical activities; helped workers understand the dangerous properties of chemicals that they come into contact with every day. At the same time, it helps business managers and workers in the chemical sector know how to recognize potential hazards of chemicals according to regulations, thereby recognizing dangerous factors in the production, trading, storage and use of chemicals of the facility, thereby building chemical safety procedures, techniques to ensure safety when working and in contact with hazardous chemicals. Help businesses operating in the chemical sector have solutions to prevent and respond to chemical incidents, and have plans to coordinate with competent authorities to respond to and overcome incidents as well as have solutions to prevent and limit sources of pollution spreading to the outside environment.
